HomeMy WebLinkAbout11-17-09Board’s Official Business Highlights from Monday’s Commissioner Meeting November 17, 2009 PUBLIC COMMENT PERIOD: The following comments were made: a citizen requested that the Board allocate equal amount of funding for the prosecution of Michael Pierce as has been allocated to Jefferson Associated Council for his defense; 3 citizens commented on the public comment period process; 3 citizens commented on the Stateman’s Group Brinnon resort proposal; a citizen spoke in favor of imposing a gravel tax as a way to increase revenue in a manner that is fair to all County residents; a citizen spoke in opposition to the comprehensive plan amendment application submitted by the Port of Port Townsend for the rezone of airport property; a citizen discussed the efforts of a local property rights group; a citizen urged the Board to look into the fact that Fred Hill Materials and Jefferson County, et al, prevailed at the Growth Management Hearings Board, Supreme Court and Court of Appeals in lawsuits filed against them by the Hood Canal Coalition, and yet the County is only seeking reimbursement for postage from the other party when it has the right to seek all fees and costs for its defense; 2 citizens commented on the economy; 5 citizens expressed their sorrow for the loss of Public Utility District Commissioner Dana Roberts. CONSENT AGENDA: The Board approved all the items on the Consent Agenda as submitted. HEARING NOTICE: Community Development Block Grant (CDBG) Application for 2010 Public Service and close out of the 2009 Public Service Grant for Olympic Community Action Programs (OlyCAP); hearing scheduled for Monday, December 7, 2009 at 10:15 a.m. in the Commissioner’s Chambers 7 AGREEMENTS: 1) Analysis of Inchoate Municipal Water Rights with Cascadia Consulting Group, Inc.; 2) Support for Oral Health Programs with Cynthia Newman; 3) Treatment of Methamphetamine Addiction with Safe Harbor Recovery Center, Inc.; 4) Work First Program with Washington State Department of Social and Health Services; 5) 2007-2011 Consolidated Contract with Washington State Department of Health; 6) Management Services for Community Economic Development Activities; and 7) JeffCOM 911 Radio System Improvement Antenna Sites Construction Management and Inspection Services with Little & Little Construction. ADVISORY BOARD RESIGNATION: Planning Commission’s Representative Ashley Bullitt from the Housing Action Plan Network (HAPN) 2 ADVISORY BOARD APPOINTMENTS: 1) Patricia Farmer to serve as the Planning Commission’s representative on the Housing Action Plan Network (HAPN) for three year term expiring November 16, 2012; and 2) Richard Hanel to serve on the Gardiner Community Center Board of Directors for a term due to expire on April 20, 2010 2 ADVISORY BOARD REAPPOINTMENTS: 1) George DeBruyn to serve on the Gardiner Community Center Board of Directors for a three year term Expiring October 10, 2012; and 2) Martha Anthony to serve on the Olympic Area Agency on Aging (O3A) Advisory Council for a three year term expiring November 24, 2012 Payment of Vouchers/Warrants: Dated November 9, 2009 Totaling $543,327.77 and Dated November 10, 2009 Totaling $5,983.30 Payment of Payroll and A/P Warrants: Dated November 5, 2009 Totaling $764,182.63 and $581,005.99 and Dated November 6, 2009 Totaling $113,755.96 COMMISSIONERS BRIEFING SESSION: Commissioner Austin: - Connie Gallant received an award from the Washington Wilderness Coalition for her efforts in environmental protection. Commissioner Johnson: - Discussed the importance of census population figures. County Administrator Philip Morley: - The Lodging Tax Advisory Council met last week to review and determine funding allocations for 2010. PROCLAMATION: The Board approved a proclamation declaring the week of November 12-18, 2009 as Jefferson County Community Foundation Week. HEARING NOTICE RE: PORT OF PORT TOWNSEND AIRPORT REZONE: The Board approved a notice to schedule a public hearing on Monday, December 7, 2009 at 1:30 p.m. in the County Commissioner’s Chambers to take comments on the Planning Commission’s recommendation regarding 2009 Comprehensive Plan Amendment Application #MLA09-00077, Port of Port Townsend Airport Rezone. PRESENTATION ON SURFACE WATER EDUCATION PLAN ACTIVITIES: Pat Pearson with Jefferson County - WSU Extension office gave a power-point presentation titled “Water Matters & Community Counts” and updated the Board on surface water education plan activities. 2010 BUDGET UPDATE: County Administrator Philip Morley gave a power-point presentation on the 2010 budget. The Board agreed to schedule a special meeting to hold a public hearing on Monday, November 30, 2009 at 11:00 a.m. in the Commissioner’s Chambers to set the 2010 Ad Valorem Tax Levies.
