HomeMy WebLinkAbout03-22-10Board’s Official Business Highlights from Monday’s Commissioner Meeting March 22, 2010 PUBLIC COMMENT PERIOD: The following comments were made: a citizen commented on the proposed agreement with Van Aller Surveying (Consent Agenda Item #1) to provide surveying services for the waste management facility boundary fencing project and noted that the Jefferson Equestrian Association (JEA) is supposed to be paying for the fencing project according to a proposed agreement between JEA and Jefferson County; a citizen asked about Public Infrastructure fund spending on City projects and stated that there are many ways this funding could be spent in the County; a citizen thanked the Commissioners for proceeding with the land transfer between Jefferson County and the Department of Natural Resources; a citizen feels that the County needs to look at energy efficiency and ways to make the Courthouse safe; a citizen reviewed the number of minutes various individuals have spoken during the public comment period since 2008 to show that individuals are treated fairly during the public comment period; a citizen commented that he attended a meeting of the Budget Committee and noticed there is a disconnect between the Commissioners and other Elected Officials and staff; two citizens stated that there is no nexus or relevance between the issue of special access or privilege during the public comment period and the number of minutes someone speaks during the public comment period; a citizen stated that he believes citizens who contribute to the Commissioners’ campaigns are given special treatment during the public comment period. CONSENT AGENDA: The following items were approved as submitted: 7 AGREEMENTS: 1) Surveying Services for Waste Management Facility Boundary Fencing Project with Van Aller Surveying; 2) Solid Waste Recycling Services Extension of Time with Skookum Educational Programs; 3 & 4) 2010 Lodging Tax Advisory Committee (LTAC) Hotel-Motel Grant Funding with Port Ludlow Chamber of Commerce and Hadlock Days Association; 5) Legal Representation in Mental Health Cases for 2010 with Stephen Greer, Esg.; 6) Facilitate Jefferson County Transition Network Meeting with Creative Employment Consultants (Kathy Goldenberger); and 7) Change Order #4 for JeffCom 911 Radio System Improvements with Buchanan General Contracting Company Certification Reports for 2009: Jefferson County Public Works; County Road Administration Board Advisory Board Resignation: Brian Miller, District #2 Representative on the Parks and Recreation Advisory Board Advisory Board Reappointment: Marilyn Mitchell to serve a 5 year term on the Jefferson County Library District Board of Trustees Payment of Vouchers/Warrants: Dated March 15, 2010 Totaling $348,323.00 and Dated March 16,2010 Totaling $6,860.00 Payment of Payroll Warrants: Dated March 6, 2010 Totaling $123,751.45 COMMISSIONERS BRIEFING SESSION: Each Commissioner provided an update on recent meetings they attended. August 31, 2010 is the target date for having the “Chetzemoka” ferry in service. In response to public comments it was noted that: 1) the surveying services for the waste management facility boundary fencing is being done to get into compliance with the solid waste handling and operations permit. There is no agreement in place yet with Jefferson Equestrian Association (JEA) to operate an equestrian events center, but if an agreement is approved that outlines JEA is responsible to pay for fencing costs, then the County will seek reimbursement; and 2) The use of Public Infrastructure funding for City projects was supported by the County because it affects the economy in Jefferson County and the entire Olympic Peninsula. PROCLAMATION: The Board approved a proclamation designating April as Child Abuse Prevention Month HEARING: The Board took testimony regarding the proposed E911 Emergency Locator Ordinance that includes changes which will make it easier for emergency responders to locate residences. Public Works staff will prepare the final ordinance for approval next week. BID AWARD: The Board accepted the County Administrator’s recommendation to award the bid for the official County newspaper to the Port Townsend -Jefferson County Leader. 2010 BUDGET UPDATE: The County Administrator updated the Board on the 2010 budget noting that revenues are coming in below projections. Revised timber revenue estimates from the State Department of Natural Resources are still pending. He reviewed objectives and approaches to keep the budget balanced while protecting employees and retaining public services.
