Highlights from Monday’s Commissioner Meeting June 15, 2010
PUBLIC COMMENT PERIOD: The following comments were made by
citizens in attendance at the meeting: a citizen commented on the
need to process permits to promote jobs and the building industry and
he asked the Board to direct the County Administrator to authorize the
Department of Community Development to hire staff to help with
processing permits; 5 citizens spoke in support of the proposed
Equestrian Events Center and 1 citizen spoke in opposition to it; a
citizen asked for a response to a letter he sent to the Board six months
ago and he added that he feels the Board should hold hearings on
issues such as the Equestrian Events Center, so that the public
comment period is not the only venue for people to provide public
comment and to allow comments to be kept for the record; a citizen
expressed his concerns about the Equestrian Events Center
agreement and he stated that there needs to be a financial plan and
revenue projection in place before the agreement is approved to
determine if it is in the best interest of the citizens of the County; a
citizen commented on the oversight of the County budget; a citizen
stated that the County should take action to insure that the proposed
equestrian facility does not affect neighboring property owners and he
also commented on the decrease in student enrollment and how he
feels the Board’s management of land use is affecting the growth in
the County.
CONSENT AGENDA: The Board deleted and later approved a
proclamation designating June 17, 2010 as Dump the Pump Day. The
balance of the consent agenda was approved as submitted:
REQUEST FOR PROPOSALS: Jeffcom 911 Procurement and
Installation of VHG and UHF Simulcast Radio System Improvements;
Proposals Accepted Until 9:30 a.m. on July 6, 2010 to be opened and
read thereafter in the Jefferson County Commissioners’ Chambers
13 AGREEMENTS: 1) Quilcene-Snow Watershed Implementation
Phase 4 with the Washington State Department of Ecology; 2) U.S.
Locality Domain Name Registration with Neustar, Inc.; 3) Castle Hill
HVAC Maintenance Service with Mayda & Sons Mechanical; 4) Adding
Jefferson County as a Secondary Sponsor of the Dosewallips State
Park Riparian Acquisition with the Washington State Recreation and
Conservation Office; 5) Reimbursement of Medicaid Administrative
Cost for Public Health Medicaid Patients with the Washington State
Department of Social and Health Services; 6) Water Resource
Inventory Area (WRIA) 17 Watershed Water Availability, Supply and
Demand Assessment with the Public Utility District No. 1; 7) Hood
Canal On-Site Septic Repair Revolving Loan Fund No. L0700001 with
the Washington State Department of Ecology; 8) Emergency
Management Program Grant for Operations Support and
Enhancement with the Washington State Emergency Management
Division; 9 & 10) Various Road Improvement Projects with Wengler
Surveying and Mapping and Van Aller Surveying; 11) Willougby Creek
Bridge Emergency Repair and Easement Supplement with the
Washington State Department of Natural Resources; 12) Timber
Thinning Services at Upper Donovan Creek Timber Site with Resource
Renewal, Inc.; and 13) Economic Development Services with E.D.
Hovee and Company.

Lindstorm from the Peninsula Regional Support Network Advisory

Payment of Payroll Warrants: Dated June 4, 2010 totaling
$757,333.80 and $619,519.62
COMMISSIONERS BRIEFING SESSION:
Commissioner Sullivan:
- The Watershed Planning Act is being updated to create a vision for
the future.
- Members of the Peninsula Regional Transportation Planning
Organization participated in a bus tour in Jefferson County to view
various local transportation projects which will aid in determining
funding priorities between the projects of all the participating Counties.
Commissioner Austin:
- Many residents in Gardiner support a left-hand turn lane on Highway
101at the entrance to the R.V. park, and there have been some
complaints by Gardiner residents regarding the noise caused by the
rumble strips along Highway 101.
-He will be lobbying in Olympia this week to keep a strong presence of
higher education in Jefferson County, because there is a risk that the
State may cut funding to the education programs offered at the Shold
Business Center.
- In an effort to save money the State Board of Health members will be
meeting via teleconference rather than traveling to meet in person. In
the event of a required hearing, the Board is applying to the State
Office of Financial Management to fund one face-to-face meeting in
November.
Commissioner Johnson:
- A bench has been placed at North Beach Park in memory of Byron
Ruby who was instrumental in establishing the park.
County Administrator Philip Morley:
- In response to a public comment, he reported that audio recordings
of the Commissioner proceedings are retained for 6 years.
- Applicants for the JeffCom Director position will be interviewed this
Friday.
Presentation and Hearing re: 2010 Conservation Futures Funding
Projects: Staff gave a presentation on2 proposed projects
recommended for Conservation Futures funding in 2010: 1) Salmon
Creek Riparian Acquisition; and 2) Tamanowas Rock and Nicholson
Short Plat. After holding a hearing to take public testimony on the
projects, the Board agreed to fully fund them.
Planning Commission Recommendation re Unified Development
Code Text Amendment: The Board approved the Planning
Commission’s recommendation and directed staff to prepare an
ordinance to amend text in the Unified Development Code to allow
underground storage tanks containing hazardous substances within
Critical Aquifer Recharge Areas.
AGREEMENT re: Jefferson County Equestrian Events Center: The
Board approved a license and operating agreement with Jefferson
Equestrian Association to lease County-owned land for the
establishment of an equestrian events center.
Washington Counties Risk Pool Update: Representatives from the
Washington Counties Risk Pool updated the Board on the Risk Pool
program.
Letter of Support: The Board approved a letter of support for the Port
Townsend School of Woodworking and the Northwest Natural
Resource Group to receive a USDA Regional Business Opportunity
Grant.
