Highlights from Monday’s Commissioner Meeting July 27, 2010
PUBLIC COMMENT PERIOD: The following comments
were made by citizens in attendance at the meeting: a
citizen stated that he has talked with individuals who believe
that the Shoreline Master Program will negatively impact the
market value of their property and was told that they will
appeal their property values to the Board of Equalization
and if they do not get monetary relief they will file a class
action lawsuit; a citizen asked the Board to let the people
vote on the issue of shoreline setbacks and he stated that
he feels the Board is not listening to the citizens and
unilaterally decided on a setback of 150' rather than 50' as
recommended by the Planning Commission and supported
by the majority of the citizens; a citizen commented about
the County hiring a consultant to review a permit submitted
by the Sportmens’ Association to expand their shooting
range and he stated that while he supports their gun range,
he wants the same treatment from the County for his gun
range; a citizen clarified that the permit application
submitted by the Sportmens’ Association is to add a couple
of “pistol bays” to the facility which constitutes an expansion
of less than 1% and he thinks the County is hiring a
consultant to review the application in an effort to appear to
be fair which in his opinion is an unnecessary expense
since the Department of Community Development is
capable of doing their job.
CONSENT AGENDA: All the items were approved as
submitted:
RESOLUTIONS: 1) Hearing Notice for 2010 2 Quarternd
Supplemental Budget Extensions/ Appropriations for
Various County Departments; Hearing Scheduled for
August 9, 2010 at 10:00 a.m. in the Commissioners
Chambers (Rescheduled from August 2, 2010
3 AGREEMENTS: 1) Provide Archiving and Imaging
Services for Various County Departments; US Archive &
Imaging Services, Inc.; 2) Quinault South Shore Road
Repair with the Washington State Department of
Transportation; and 3) JeffCom 911 Radio System
Improvements Project Change Order No. 14 with Buchanan
General Contracting Company
Advisory Board Reappointments: Lodging Tax Advisory
Committee (LTAC): 1) Amanda Lovelady, Kalaloch Lodge
(3-year term); 2) Miriam Villiard, Inn at Port Ludlow (3-year
term); 3) William Tennent, Jefferson County Historical
Society (2-year term); and 4) Joy Baisch, Tourism
Coordinating Council (2-year term)
Payment of Jefferson County Vouchers/Warrants Dated
July 19, 2010 totaling $650,568.62 and dated July 21, 2010
totaling $5,377.00
Payment of Jefferson County Payroll
Vouchers/Warrants: Dated July 20, 2010 totaling
$91,497.49 and dated July 21, 2010 totaling $16,679.89
COMMISSIONERS BRIEFING SESSION:
Commissioner Austin:
- Visited the Big Quilcene River with the Hood Canal
Coordinating Council to examine the results of the riparian
restoration and found the habitat to be no longer degraded.
- Within the next two months there should be a decision
made on how the Dosewallips Road will be restored.
- There is interest in moving a 10,000 gallon water tank
that was used by the Forest Service near Falls View
campground in Quilcene for use in Brinnon.
Commissioner Johnson:
- This week a Special Meeting of the Board is scheduled
for Wednesday, July 28, 2010 at 8:00 a.m. to discuss
County finances.
Commissioner Sullivan:
- Discussed the Peninsula Regional Transportation
Planning Organization (PRTPO) which prioritizes road
projects in Jefferson, Clallam, Kitsap and Mason Counties.
He noted that regional support is important in obtaining
federal funding for projects.
Update re: Jefferson County Budget: County
Administrator Philip Morley gave an update on the County’s
current budget and preliminary financial projection for
2011- 2015.
2011 Budget Goals and Objectives: The Board adopted
a resolution establishing goals and objectives for
developing the 2011 County Budget.
Agreement re: Watershed Stewardship Resource
Center Environmental Protection Agency Grant: The
Board approved an agreement with the U.S. Environmental
Protection Agency that will provide funding to the County
for the creation of a Watershed Stewardship Resource
Center that will guide property owners and developers in
applying sustainable development practices.
Request for Additional Time to Respond to Shoreline
Master Program Comments: The Board authorized the
Department of Community Development staff to send a
letter to the State Department of Ecology (DOE) requesting
a 45 day extension of the July 30 deadline for respondingth
to issues raised in public comments on the Shoreline
Master Program that were received during the State-wide
public comment period. If approved by DOE the new
response deadline will be October 4, 2010.
Letter: The Board approved a letter to the Washington
State Recreation and Conservation Office in support of a
U.S. Forest Service application submitted by the Back
Country Horsemen of Washington for funding the Lower
Big Quilcene River Bridge trail project.
