Highlights from Monday’s Commissioner Meeting May 17, 2011
PUBLIC COMMENT PERIOD: The following
comments were made by citizens in attendance at the
meeting and reflect their personal opinions:
•Why is there a $10,000+ contract to maintain the
Jefferson County Health Department website on
today’s Consent Agenda? There is nothing being
provided in this contract to guarantee backup of
public records, availability of the site, or training
for staff as stated in the agenda bill. This contract
is overpriced and not well written.
•A Quilcene resident updated the Board on
community activities in Quilcene and then asked
who will be in charge of any additional volunteers
when the MOU for the Quilcene Park re-opening is
approved?
•There is a science war going on about net pens
and DOE would like the County to make the
decision through a local Conditional Use Permit
process. The Board should not make such
approvals by a conditional use permit. The State
DOE should approve netpens not the County; the
meeting on a new voluntary process for agriculture
is a breath of fresh air and a good approach to
use.
•The DOE sent a letter to the County dated May 9
regarding the County's prohibition of netpens and
other water dependent uses in the LASMP. Water
dependent uses are preferred uses under the
SMA and the County will be sued if this prohibition
is retained. DOE is the approving agency for the
SMP.
•The Port Townsend Paper Biomass project will
burn slash and it has been said this will reduce
slash burning in the woods. Information was
provided about how much slash is actually
available on the Peninsula at this time. The
Biomass Project will burn almost anything.
•Scientists are saying that the next 10 years will be
colder than normal and sun spots have slowed
down which will also contribute to increased cold
temperature. Many States have laid off school
teachers and are cutting other services such as
building officials.
CONSENT AGENDA: The Board deleted the
Agreement for website hosting and maintenance for
Jefferson County Public Health with LineAngle
Internet Solutions and approved the balance of the
items on the Consent Agenda as presented.

COMMISSIONERS BRIEFING SESSION: The
Commissioners each provided updates on the
following items:
Chairman Austin noted that he attended the Launch
Party on Saturday evening for Port Townsend's radio
station (KPTZ). It can be heard around the County
and Emergency Management will use it to air
emergency communications. There was a film
presented at Chimacum School last weekend about
the pressures students face in school. He will miss the
meeting for the "Hearts of Service" award given by the
Peninsula Daily News.The 4 people being recognized
are very deserving.
Commissioner Johnson noted that he will be going on
vacation on Wednesday and will be gone 6 days total.
He attended a Renewable Energy Forum last week
that included a program on wind and tidal turbines.
There is a lot of study to be done on the impacts of
these turbines.
Commissioner Sullivan said that he will attend the
"Hearts of Service" award program.
Philip Morley explained that an invitation for letters of
interest for projects that qualify for Public
Infrastructure Funds will be mailed this week. The
applicants must be public agencies with projects
geared toward infrastructure to support economic
development. The first meeting of a regional parks
committee is scheduled for next week.
The Board approved an agreement for the operation
and maintenance of the Quilcene Campground and
Day Use Park with Clayton White.
