Highlights from Monday’s Commissioner Meeting August 14, 2012
PUBLIC COMMENT PERIOD: The following is a summary
of comments made by citizens in attendance at the
meeting and reflect their personal opinions:
•A citizen presented a copy of the Jefferson County
Ecological Roadsides test plan and stated this project
is being done to show that invasive plants can be
suppressed without the use of herbicides;
•A citizen discussed the affects of politics on the
economy;
•A citizen thanked the Board for being fiscally
responsible with public funds;
•A citizen commented on the City’s possible withdrawal
of Proposition 1 funding for parks and recreation and
stated that the County should hold the City to the
terms of the existing agreement without negotiation;
•A citizen stated that the Fort Discovery Unity of Effort
event held over the weekend was a success with over
six hundred people attending;
•A citizen referred to the need for respect of other
individuals during the public comment period and
expressed dissatisfaction with a response he received
from the Department of Community Development; and
•A citizen stated the public needs to be educated on the
use of herbicides and suggested that noxious weed
test sites be placed in public Rights of Way for public
viewing.

COMMISSIONERS BRIEFING SESSION: The Commissioners
each provided updates on the following items:
Chairman Austin stated all of the Commissioners attended the
Jefferson County Fair this past weekend. He attended the Fort
Discovery Unity of Effort event on Saturday and he attended
Clallam County’s Mental Health Sales Tax Committee meeting
last week.
Commissioner Sullivan met with Law and Justice departments
last week to discuss optional funding sources.
Commissioner Johnson will be attending a Climate Action
Committee meeting, a Housing Action Plan Network meeting,
and a meeting on net pens this week. A Board of Health
meeting is also scheduled this week.
HEARING: Proposed Adoption of the Six-Year
Transportation Improvement Program and Amendments to
Existing Program: After taking public testimony, the Board
approved Resolution No. 49-12 adopting the Six-Year
Transportation Improvement Program for 2013-2018 and
amending the program for 2012-2017.
Executive Session: The Board met in Executive Session from
11:00 a.m. to 11:50 a.m. to discuss potential litigation,
attorney-client privilege exemption as outlined in the Open
Public Meetings Act RCW 42.30.110(1)(i).
Washington Counties Risk Pool Update: Washington
Counties Risk Pool representatives were present to give
an update to the Board on the Washington Counties Risk
Pool Insurance program.
Draft Parks and Recreation Plan Review: Parks and
Recreation Manager Matt Tyler and Parks Advisory Board
Member Mike McFadden presented and discussed the
draft Parks and Recreation Plan. The Board was asked to
review the plan and submit any comments to Mr. Tyler.
Special Meeting: The Board scheduled a special
meeting with representatives from the Washington State
Association of Counties on Thursday, August 23, 2012 at
2:00 p.m. in the Commissioners’ Chambers.
Letter: The Board approved a letter to the U.S.
Department of the Interior, Bureau of Land Management
requesting a Programmatic Environmental Impact
Statement be prepared for the Gateway Pacific Terminal
in Whatcom County.
