HomeMy WebLinkAbout04-16-13 Public Comment Period: The following is a summary of comments made by citizens in attendance at the meeting and reflect their personal opinions: • A citizen expressed concern about a recent SEIS traffic study for the Blackpoint Resort Development; • A citizen stated: 1) Looking forward to the Community Input meeting scheduled on April 16, 2013 in Quilcene; and 2) Worthington Park in Quilcene is 80% funded; • A citizen stated that a motion detection camera was installed on Snow Creek to see what kind of wildlife was in the area and caught two children playing; and discussed the benefits of using organic weed killer. CONSENT AGENDA: The Board unanimously approved the items on the consent agenda as presented: 8 AGREEMENTS: 1) 2013 Community Services Grant Funding; Gardiner Community Center; 2) Voluntary No Anchor Eelgrass Protection Zone Project; Northwest Straits Foundation; 3) Coordinated Prevention Grant – Enforcement; Washington State Department of Ecology (DOE); 4) CHIPRA Technology Grant; Washington State Department of Social and Health Services (DSHS); 5) Washington Connection, Data Share Agreement; Washington State Department of Social and Health Services (DSHS); 6) Queets River Bridge Painting; Western Industrial, Inc.; 7) Local Agency Federal Aid Project Prospectus and State Funding for Center Road Overlay Project – Phase 5; Washington State Department of Transportation (DOT); and 8) Local Agency Federal Aid Project Prospectus and State Funding for Center Road Overlay Project – Phase 6; Washington State Department of Transportation (DOT) Payment of Jefferson County Vouchers/Warrants: April 8, 2013 Totaling $284,051.28 Payment of Jefferson County Payroll Warrants: Dated April 5, 2013 Totaling $773,537.52 and A/P Warrants Done by Payroll Dated April 5, 2013 Totaling $671,526.13 COMMISSIONERS BRIEFING SESSION: The Commissioners each provided updates on the following items: Chairman Austin - Attended an informative meeting of representatives from the Nurse Family Partnership with Clallam, Kitsap, and Jefferson Counties and Port Gamble S’Klallam Tribe. - Participated in a conference call with the State Association of Local Public Health Officials. Commissioner Johnson - Traveled to Olympia and attended: 1) Heritage Caucus meeting; 2) Olympic Region Clean Air Agency meeting; 3) Meeting with Deputy of the Governor regarding the Peninsula Development Association (PDA); and 4) Meeting with Allison Brooks, Historical Preservation regarding the Worthington Park Project in Quilcene. - Attended the Whale Trail meeting in Kalaloch. - Will be attending a Legislative Steering Committee meeting this week and another Heritage Caucus meeting this week. Commissioner Sullivan - Reported that the Public Works Trust Funding that was swept in the Senate budget and not in the House budget are critical for many infrastructure funds. - Participated in a town hall meeting that was well attended last week. During the meeting he asked about HB1512 - Fire Flow and Fire Hydrants and how they are funded. Supporters do not expect too much opposition on this bill. - Reminded everyone about the PERC Tax Blues Breakfast scheduled for April 17, 2013 beginning at 6:15 a.m. County Administrator Morley - Will be meeting with a constituent later this morning to address his concerns about the processing of a Public Records Request by the Department of Community Development. - Reported a Special meeting is scheduled for tonight at 6 p.m. in Superior Court to take Hearing testimony regarding the Shoreline Management Plan (SMP); Finfish Aquaculture Revisions. - Reported a YMCA Collective Impact meeting will be held on Tuesday. He is unable to attend and asked if a Commissioner could participate. Commissioner Johnson volunteered to attend. - Stated the Board will be holding “On The Road” Community Input meetings at 7:00 p.m. on April 16, 2013 at the Quilcene Community Center and on April 22, 2013 at the Port Ludlow Beach Club. - Reported the BOCC will hold a public hearing April 22, 2013 re: 1st Quarter Budget Appropriations and will possibly revisit the Port Ludlow Development Agreement Extension. - Reported next week the following meetings will take place on Tuesday: Finance Committee Meeting; Metropolitan Park District (MPD) Meeting at Chimacum Grange at 2 p.m. LETTERS OF SUPPORT (2): The Board approved two Letters of Support to be sent to State Representatives Kevin Van De Wege and Steve Tharinger for continued Mental Health Funding in the Biennium budget. REMINDER to Jefferson County Employees to attend the “Tax Blues” Breakfast on Wednesday, April 17, 2013 from 6:15 a.m. until 8:45 a.m. at the Port Townsend Community Center sponsored by the Jefferson County PERCommittee Board’s Official Business Highlights from Monday’s Commissioner Meeting April 16, 2013
