PUBLIC COMMENT PERIOD: The following is a summary of
comments made by citizens in attendance at the meeting
and reflect their personal opinions:
• A citizen urged the Commissioners to start the process on
Home-Rule Charter style of government;
• 2 citizens stated they believe a Home-Rule Charter style of
government would be beneficial to Jefferson County;
• A citizen gave examples of communites with
Home-Rule Charter who created Bill of Rights that passed
in their towns;
• A citizen commented on Quilcene events; 1) July Bite is
July 6, 2013 at Worthington Park; and
2) Children’s summer nutrition program starts in July;
• A citizen stated his concerns regarding an item on the
Consent Agenda; and
• A citizen commented that the City of Port Townsend is
installing 46 smart meters and she believes there will be
safety and financial repercussions.
CONSENT AGENDA: The Board deleted item #5 from the
Consent Agenda for further review re: On-Call Building Plan
Review Service. The following items were approved as
submitted:
3 RESOLUTIONS: 1) Establishing the Date for 2014 Budget
Submissions, Review Hearings and Final Adoption; 2) Create
Permanent Realignment, Downs Creek Road County Project
No. CR17993; and 3) HEARING NOTICE: 2013 Second Quarter
Budget Appropriations/Extensions; Hearing scheduled for
Monday, July 15, 2013 at 10:00 a.m. in the Commissioners’
Chambers
HEARING NOTICE: Proposed Resolution to Amend Exhibit “A”
of Ordinance No. 11-1214-98 Jefferson County Road Speed
Limits; Revise Speed Limits on Various County Roads; Hearing
scheduled for Monday, July 15, 2013 at 10:15 a.m. in the

COMMISSIONERS BRIEFING SESSION: The Commissioners
each provided updates on the following items:
Chairman Austin
- Attended a National Association of Counties (NACO)
meeting in Washington D.C. last week and spoke with
Congressman Derek Kilmer.
Commissioner Sullivan
- Development District updated their Community
Development Strategy.
- Resource Conservation & Development (RC&D) received
a rural business opportunity grant.
Commissioner Johnson
- Olympic Region Clean Air Agency (ORCAA) received
funding for their ultrafine study of particles.
Discussion and Approval of Memorandum of Understanding
(MOU) re: Implementation and Operation of Emergency
911: The Board approved an MOU between Washington State
Military Department, Clallam County and Jefferson County.
WSU Extension 4-H Program Update: 4-H staff gave statistics
for their programs and services during the past year.
Letter of request: The Board approved a letter to the
Department of Ecology requesting review of two
contaminated sites in Port Ludlow.
