PUBLIC COMMENT PERIOD: The following is a summary of
comments made by citizens in attendance at the meeting and
reflect their personal opinions:
• 8 citizens commented on the I-502 implementation in
Jefferson County;
• A citizen stated: 1) Two PUD candidates will be speaking at
the Chimacum Grange this Wednesday at 6:30 p.m.; 2) An
area that was unsafe for bicyclists, has been made safer;
and 3) The Ebola virus is an international disaster;
• A citizen noted the Agenda Request for the Climate Action
Committee (CAC) did not list a fiscal impact amount; and
• A citizen stated climate change is real.
CONSENT AGENDA: The Board agreed to delete item No. 3
(Appointment of New Members to the CAC). The Board
discussed and approved the item later in the meeting). The
following items were approved as submitted:
2 AGREEMENTS: 1) Support of Court Appointed Special
Advocates (CASA) Guardian ad Litem (GAL) Programs;
Washington State Administrative Office of the Courts (AOC);
and 2) Government Relations, Seeking Resources for Upper
Hoh Road; Strategies 360, Inc.
DELETED: Advisory Board Appointments (4) re: Climate Action
Committee (CAC); 1) Jack Pokorny, Student Representative; 2)
Kevin Scott, Port Townsend Paper Mill Representative; 3)
Samantha Thomas, Non-Motorized Alternate Representative;
and 4) Laura Tucker, County Health-Green Business
Representative
Payment of Jefferson County Payroll Warrants Dated August
5, 2014 Totaling $821,610.14 and A/P Warrants Done by
Payroll Dated August 5, 2014 Totaling $722,958.33
COMMISSIONERS BRIEFING SESSION: The Commissioners
provided updates on the following items:
All 3 Commissioners:
- Attended the Jefferson County Fair last week.
Chairman Austin
- Will be attending a Washington State Board of Health (BOH)
meeting this week.
Commissioner Johnson
- Update re: Hood Canal Coordinating Council (HCCC):
They have completed their project priority list.
Commissioner Sullivan
- Attended a Quilcene Museum Fundraiser last week.
APPROVAL OF MINUTES: The Board approved the meeting
minutes of July 7 and 14, 2014 as presented.
PROCLAMATION: The Commissioners read and approved a
Proclamation proclaiming August 11-15, 2014 as Jefferson
County Employee Recognition Week.
DISCUSSION re: Climate Action Committee (CAC): The
Department of Community Development (DCD) discussed a
proposed Joint Resolution with the Board. After discussion, the
Board unanimously approved RESOLUTION NO. 39-14 re: Joint
Resolution of the Board of County Commissioners and the Port
Townsend City Council extending the term of the Climate
Action Committee. The Board discussed and approved Item No.
3 of the Consent Agenda as presented.
UPDATE re: I-502 (Legalized Recreational Marijuana): DCD
discussed new information they received after a meeting that
included the Washington State Liquor Control Board. After
discussion, the Board approved ORDINANCE 07-0811-14 re:
Establishing a Moratorium prohibiting the production,
processing and retailing of recreational marijuana in the certain
land use designations within unincorporated Jefferson County
AND establishing a work plan for the planning agency. The
Moratorium went into effect August 11, 2014 at 11:13 a.m. A
hearing on the matter will be held within 60 days.
DISCUSSION: The Board met with Public Works staff to discuss
the six (6) Year Transportation Plan.
LETTER: The Board approved sending a letter to staff of the
Washington State Healthcare
Authority re: maintaining a
relationship between Clallam,
Jefferson and Kitsap Counties in
the provision of mental health
and chemical dependency
services.
