HomeMy WebLinkAbout03-16-15PUBLIC COMMENT PERIOD: The following is a summary of comments made by citizens in attendance at the meeting and reflect their personal opinions: • 8 citizens voiced concern over homeless individuals in Jefferson County and the “Tent City” which has been established at the Fairgrounds; • A citizen stated that a recent study suggests that Roundup and Monsanto are to blame for autism in children; and • A citizen gave the status on legislation that may affect the local Pit-to-Pier process. CONSENT AGENDA: The Board deleted and later approved Consent Agenda Item No. 7. The following items were approved as submitted: CALL FOR BIDS re: Jefferson County Jail Fire Alarm Replacement; Bids Accepted Until 9:30 a.m. and Opened and Read Publicly at 10:00 a.m. or shortly thereafter on Monday, April 6, 2015 in the Commissioners’ Chambers; Jefferson County Courthouse 10 AGREEMENTS: 1) Installation of Four (4) Navigational Buoys West of Port Townsend Ferry Dock; Marine Surveys & Assessments; 2) AGREEMENT Interagency, Amendment No. 1 re: Assessment of Community Health Needs, Demographics, and Risk; Kitsap Public Health District; 3) AGREEMENT NO. 1563-32718 re: Long-term Payables; Washington State Department of Social and Health Services (DSHS); 4) AGREEMENT NO. C17112, Amendment No. 1 re: Consolidated Management of Work to Include Administrative, Monitoring, Reporting, Development and Education for Public Health Services; Washington State Department of Health (DOH); 5) Support of Student Interns at the North Olympic Peninsula Skills Center; Pacific Coast Salmon Coalition; 6) AGREEMENT NO. DIGITAL SUBMITTAL CERTIFICATION re: County Road Administration Board (CRAB) 2014 Reports Advisory Board Temporary Reappointments (2) re: Jefferson County Planning Commission; Terms Expire March 17, 2015 to serve until June 30, 2015; or until he/she or another member of the public is appointed by the Board; Kevin Coker, Representative District #1; Patricia Farmer, Representative District #2 Payment of Jefferson County Vouchers/Warrants Dated March 9, 2015 Totaling $448,451.98 and Dated March 10, 2015 Totaling $3,086.78 Payment of Jefferson County Payroll Warrants Dated March 5, 2015 Totaling $668,425.75 and A/P Warrants Done by Payroll Dated March 5, 2015 Totaling $96.79 and Dated March 6, 2015 Totaling $120,555.62 CONSENT AGENDA ITEM NO. 7: The Board discussed Consent Agenda Item No. 7 re: AGREEMENTS (2), Amendment No. 1 re: Pleasant Harbor Marina and Golf Resort Project: 1) Applicant to Pay for Preparation of a Supplemental Environmental Impact Statement (SEIS); Pleasant Harbor Marina & Golf Resort, LLP; and 2) Preparation of Supplemental Environmental Impact Statement (SEIS); EA Engineering and Statesman Corp. After discussion the Board unanimously approved the agreement. COMMISSIONERS BRIEFING SESSION: The Commissioners reported the following: Chairman Sullivan - The Board will attend the Jefferson Transit Meeting this week - Unable to attend a discussion re: Combining the RC&D and PDD - Annual Fairgrounds Garage Sale will be held on Saturday - Attended a Marijuana Then and Now Meeting last week that was very educational. Commissioner Johnson - Plans to testify against SB5057 in Olympia on Wednesday - Has requested an executive session during the Transit meeting regarding potential sale of Port Townsend property. Commissioner Kler - Attended the following meetings last week: Tourism Coordinating Council; Hood Canal Coordinating Council, Substance Abuse Advisory Board and the Chamber mixer - Met with the Quilcene Fire Chief and the Fire Commissioners - Invited to give a presentation on the radio show, “Tossed Salad,” regarding the State of the County - Participated in a Webinar regarding bill updates and will attend the Legislative Steering Committee meeting this week. - Will be attending the Board of Health meeting on Thursday - Will also be attending a WDFW meeting on Thursday evening at Point Hudson regarding Opening of Quilcene Bay to flat fish fishing. County Administrator Morley - Budget Committee Meeting on Wednesday - County Shared Infrastructure Overview for new/past elected Next Tuesday APPROVAL OF MINUTES: The Board approved the Regular Meeting minutes of December 8, 15 and 22, 2014 and the Emergency Meeting minutes of December 11, 2014 as presented. BID OPENING: Three bids were received and read aloud for the Upper Hoh Road MP 3.3 Culvert Replacement. Public Works staff will review the bids and submit a recommendation for bid award to the Board at a future date. County Administrator Briefing Session topics: The Board discussed the following issues: • Calendar Coordination • 2015 Legislative Session • Washington State Department of Natural Resources Staff updated the Board on: 4th Quarter County Income Report; FY2016 Sale Schedule; Future Sale Planning; and County and Junior Taxing District Revenue LETTER: The Board approved sending a letter of Support for HB1449 and SB5087 and opposing SB5057 concerning oil transportation safety.
