comments made by citizens in attendance at the meeting and
reflect their personal opinions:
• A citizen commented on the resignation of Stanley Willard from
the Climate Action Committee, stating he will be missed;
• Three (3) citizens commented on the recent logging and other
activities of Port Ludlow Associates (PLA);
• A citizen stated he has alternative medicine ideas known to
reduce signs of cancer and he will post the information online;
• A citizen stated the County should enforce fees re: Solid Waste
Junk Ordinance and special events; and
• A citizen asked how to get more information on the process for
hiring the new Department of Community Development
Director.
CONSENT AGENDA: The Board unanimously approved the items
on the consent agenda as presented:
RESOLUTION NO. 30-15 re: Determination to Declare Certain
County Property as Surplus; Treasurer’s Office
RESOLUTION NO. 31-15 re: Cancellation of Unclaimed
Warrants; Treasurer’s Office
MEMORANDUM OF UNDERSTANDING re: Amending Article
15.1 of the Collective Bargaining Agreement for the Central
Services Department; Adding Section 15.1.1 to include
language regarding Eligibility Requirements for Participation in
the Washington Teamsters Welfare Trust; Teamsters Local 589
3 AGREEMENTS: 1) Individual Employment and Individual
Technical Assistance; Concerned Citizens; 2) Jefferson County
Jail Alarm Replacement, Project No. 301 594 1901; North Shore

APPROVAL OF MINUTES: The Board approved the regular
meeting minutes of June 15 and 22, 2015 and July 6, 13 and
27, 2015 as presented and July 20, 2015 as corrected.
COMMISSIONERS BRIEFING SESSION: The Commissioners
reported on their meeting schedules.
DISCUSSION re: Interim Community Development Director:
After discussion, the Board approved an AGREEMENT re:
Professional Services; David Goldsmith and RESOLUTION NO.
33-15 re: Delegating Certain Job Titles and Responsibilities to
Interim Director of DCD, David Goldsmith.
EXECUTIVE SESSION: The Board held an Executive Session to
discuss actual litigation. After the Board resumed the public
meeting, staff was directed to initiate mediation with Port
Ludlow Associates (PLA).

meeting, it was decided that the County will participate in
litigation re: OPNET/FAGER lawsuit.
UPDATE re: Noxious Weed Control: The Noxious Weed
Coordinator briefed the Board on the various activities and
goals of the department.
COUNTY ADMINISTRATOR BRIEFING SESSION TOPICS:
The Board discussed the following topics: Calendar
Coordination, Miscellaneous items, and Future Agenda items.
The Weed Control
Board’s tasks are to
provide outreach
education, survey for
noxious weeds,
coordinate weed
control work, and
assist in weed control
when feasible, all in
an effort to preserve the integrity of our county’s cultivated
and natural lands. Controlling noxious weeds is a key part of
that equation; through weed control and revegetation we not
only increase the economic value of the land, but also its health
and resilience. We plan to use this integrated approach to help
landowners develop long term management plans.
The Noxious Weed Control Board has scheduled a special
meeting to hold a public hearing in the Marina Room of the
Washington Department of Fish & Wildlife offices at 375
Hudson Street, Port Townsend, on Thursday, September 17,
2015 at 6:00 p.m. The purpose of the hearing is to review
public testimony regarding land classification prior to levying
an assessment on land in Jefferson County for the control of
noxious weeds. For more information please contact the
