HomeMy WebLinkAbout10-19-15PUBLIC COMMENT PERIOD: The following is a summary of comments made by citizens in attendance at the meeting and reflect their personal opinions: • A citizen stated: 1) His neighbor’s barking dog issue has temporarily ceased; and 2) He has safety concerns re: The Jefferson County Sportsmen’s Club nearby and stated they are not abiding by posted shooting hours; • A citizen stated: 1) It took him almost a decade to get a nuisance noise ordinance passed; and 2) He urged the County to get a Fireworks Ordinance passed before the end of the year; • A citizen stated: 1) He is impressed by the County Officials, Sheriff, Law Enforcement Officers, County Prosecutor, Police Chief and Board of County Commissioners as he has never heard of them taking bribes. They are known for their honesty; and 2) “Reaganomics” is working, in 1982 there were only 13 billionaires in the United States, now there are 565; • Two (2) citizens urged the Board to make the connection between the Larry Scott Trail and the Olympic Discovery Trail a higher priority; and • Two (2) citizens seconded the comment re: approval of a Fireworks Ordinance. CONSENT AGENDA: The Board unanimously approved the items on the consent agenda as presented: 3 AGREEMENTS: 1) Eligibility Examinations for Entry and Lateral Deputy Sheriff and Corrections Officer; Public Safety Testing; 2) Road Maintenance Services; Washington State Department of Fish and Wildlife (WDFW); and 3) Permanent Repair, Quinault S. Shore Road, M.P. 1.14 and M.P. 1.28, County Project No. CR18481, Federal Aid Project No. ER- 1002(010); Johnston Land Surveying Payment of Jefferson County Vouchers/Warrants Dated October 12, 2015 Totaling $647,493.12 and Dated October 13, 2015 Totaling $3,065.71 COMMISSIONERS BRIEFING SESSION: The Commissioners reported on their meeting schedules. PROCLAMATION: The Commissioners read and approved a Proclamation In Support of the “Stepping Up Initiative to Reduce the Number of People with Mental Illness in Jails” program. Sheriff Dave Stanko, Undersheriff Joe Nole and Jefferson Mental Health Director Adam Marquis each spoke about the importance of agency collaboration to better handle mentally ill individuals facing incarceration. PROCLAMATION: The Commissioners read and approved a Proclamation Declaring October as Disability Employment Month. The Commissioners handed out certificates to local businesses who employ persons with disabilities. PRESENTATION: Association of Washington Cities Retro Program Manager Brian Bishop presented 6 Jefferson County employees with a plaque for completing their sponsored Safety Academy. As a result of completing this training, Jefferson County will receive a 15% discount on the County’s Worker’s Compensation Retro Pool Fee. DISCUSSION: The Board met with two bicycle enthusiasts who are requesting that the County connect the Olympic Discovery Trail with the Larry Scott Trail. COUNTY ADMINISTRATOR BRIEFING: The Board discussed the following topics: Calendar Coordination, Miscellaneous Items and Future Agenda Items. BRIEFING: The Board finished reviewing the written public comments re: Proposed Animal Responsibility Code. Staff will bring a revised draft ordinance to the Board for consideration at a later date, or give a recommendation to schedule a follow- up Public Hearing on the issue, if required. LETTER: The Board approved sending a letter to Steve Brunette in support of the Blue Ribbon Banner program which honors local military heroes. The Board approved giving permission to use “Jefferson County” in the title of each banner. The banners will be placed along State Routes 19 and 20.
