HomeMy WebLinkAbout11-21-16 PUBLIC COMMENT PERIOD: The following is a summary of comments made by citizens in attendance at the meeting and reflect their personal opinions: • A citizen thanked Madam Chair Kler for attending a Port Ludlow Roadway Safety forum and thanked the Board for the work they do for the citizens; • Four (4) citizens commented on the Presidential Election outcome; • A citizen submitted a court’s decision on Whatcom County versus Hirst. He is concerned about what the decision may mean for Jefferson County; • A citizen stated there will be a rally in Port Townsend at the Haller Fountain November 28, 2016 at 11:00 a.m. for those who wish to voice their feelings about how new President- Elect Donald Trump will lead America; and • A citizen stated that laws need to be enforced not only at the national level, but at the local level as well. CONSENT AGENDA: The Board approved the items on the Consent Agenda as presented: HEARING NOTICE re: 2017 Budget; Hearing Scheduled for December 5, 2016 at 10:00 a.m. in the Commissioners’ Chambers RESOLUTION NO. 45-16 re: Declare Certain County Property as Surplus and Sell to Government Agency; City of Port Townsend 2 AGREEMENTS: 1) AGREEMENT, Amendment No. 2 re: Amending Conditions for Disbursement of Funds from the Jefferson County Veterans Assistance Fund; Jefferson County Veterans’ Service Officers Association (SOA); and 2) East Quilcene Road Paving, M.P. 0.40 – M.P. 0.55, Project No. 18020110, County Road No. 327508; Lakeside Industries, Inc. Final Short Plat Alteration re: Schroeder and McGee Short Plat, MLA16-00009/SUB16-00004; To Remove a Two-party Well Easement and a 10 Foot Waterline Easement and Add Additional Language Under “View Easement”; Located Off of Arabian Lane, Port Townsend; Applicant: David H. McGee Payment of Jefferson County Vouchers/Warrants Dated November 14, 2016 totaling $1,144,104.93 Payment of Jefferson County A/P Warrants Done by Payroll Dated November 5, 2016 Totaling $128,699.86 APPROVAL of MINUTES: The Board approved the Regular Meeting minutes of November 7, 2016 as corrected. COMMISSIONERS’ BRIEFING SESSION: The Commissioners reported on their meeting schedules. HEARING: The Board held a hearing Setting the 2017 Ad Valorem Tax Levies for Jefferson County Levy in 2016 and Collection in 2017. After the hearing, the Commissioners approved the following resolutions: RESOLUTION NO. 46-16 re: Finding a Substantial Need and Adopting the Limit Factor for the Jefferson County General Fund Property Tax Levy RESOLUTION NO. 47-16 re: Finding a Substantial Need and Adopting the Limit Factor for the Jefferson County Road Fund Property Tax Levy RESOLUTION NO. 48-16 re: Finding a Substantial Need and Adopting the Limit Factor for the Jefferson County Conservation Futures Fund Property Tax Levy RESOLUTION NO. 49-16 re: Diversion of Road Levy for Traffic Law Enforcement for the 2017 General Fund Budget RESOLUTION NO. 50-16 re: Increasing the Jefferson County General Fund Levy for 2017 Taxes RESOLUTION NO. 51-16 re: Increasing the Jefferson County Road Levy for 2017 Taxes RESOLUTION NO. 52-16 re: Declaration of a Financial Emergency in the Jefferson County Conservation Futures Fund Requiring the use of 2.25% of the Conservation Futures Fund Tax Levy Banked Capacity RESOLUTION NO. 53-16 re: Increasing the Jefferson County Conservation Futures Tax Levy for 2017 LETTER TO ASSESSOR re: 2017 Real and Personal Property Levy and Refund Amount COUNTY ADMINISTRATOR BRIEFING: The Board discussed various topics with the County Administrator.
