PUBLIC COMMENT PERIOD: The following is a summary of
comments made by citizens in attendance at the meeting and
reflect their personal opinions:
• 14 citizens, including Madam Chair Kler and Commissioner
Sullivan, commended Commissioner Phil Johnson for his 12
years of service to Jefferson County and its citizens;
• A citizen: 1) Stated there will be a potluck open to the public at
the Chimacum Grange Wednesday, December 14, 2016; and
2) Gave his opinion on President-Elect Donald Trump; and
• A citizen thanked Madam Chair Kler for addressing the
concerns of Port Ludlow residents during a recent meeting.
CONSENT AGENDA: The Board approved the items on the
Consent Agenda as presented:

RESOLUTION NO. 55-16 re: Certifying the Special Taxing
District Levies for Collection of Taxes in the Year 2017
RESOLUTION NO. 56-16 re: Adoption of the 2016/2017
Jefferson County Cost Allocation Plan
4 AGREEMENTS: 1) Healthy Communities; Kitsap Public Health
District; 2) Extension of the Collective Bargaining for Jefferson
County Public Works and Central Services Department;
Teamsters Local #589; 3) Annual Jury Software Maintenance;
Jury Systems; and 4) AGREEMENT, Interlocal re: Share
Resources; Services Reimbursed by the Party Receiving
Services; Jefferson Healthcare.
CALL FOR BIDS re: Supply of Liquid Asphalt Products for
Bituminous Surface Treatment for the Calendar Year of 2017;
Bids Accepted Until 9:30 a.m. and Opened and Read Publicly at

Advisory Board Appointment re: Solid Waste Advisory

COMMISSIONERS’ BRIEFING SESSION: The Commissioners
reported on their meeting schedules.
APPROVAL of MINUTES: The Board approved the Regular
Meeting minutes of November 14, 2016 as presented.
DELIBERATION: The Board reviewed the proposed 2017 Jefferson
County Budget. After deliberation, the Commissioners approved
the following resolutions: 1) RESOLUTION NO. 57-16 re: Adopting
the 2017 Budget for the General Fund and Other Funds, and the
2017 Jefferson County Road Construction Program and 2017
County Capital Improvement Program; and 2) RESOLUTION NO.
58-16 re: Adopting a Salary Schedule for the FLSA and Union
Exempt Management and Professional Employees for 2017.
BRIEFING: The Public Works Director/County Engineer briefed
the Board on the status of Undie Road. FEMA will be
reimbursing the County approximately $1.04 Million for the
construction of the road.
LETTER OF APPRECIATION: The Commissioners approved
sending a Letter to the Washington Emergency Management
Department for their role in Undie Road being granted FEMA
funding.
COMMENDATION and LETTER: The Executive Director of the
Olympic Region Clear Air Agency (ORCAA) acknowledged
Commissioner Phil Johnson with a plaque and Certificate of
Commendation for his years of service with ORCAA. The Board
approved sending a joint LETTER with the City of Port Townsend
to the Port Townsend Paper Company (PTPC) for their efforts in
reducing greenhouse gas emissions.
DISCUSSION: Environmental Health staff met with the Board
to discuss the Conservation Futures program materials and
processes for 2017. After review, the Board approved
RESOLUTION NO. 59-16 re: Establishing a Conservation Futures
Program Application Period, Setting an Estimated Amount of
Conservation Futures Funds Available and Approving Program
Materials for Use in the 2017 Conservation Futures Funding
Cycle.
EXECUTIVE SESSION: The Board held an Executive Session to
discuss potential litigation.
COUNTY ADMINISTRATOR BRIEFING: The Board discussed
various topics with the County Administrator.
