SWEARING IN: A swearing-in ceremony for Commissioner Kate
Dean and Commissioner David Sullivan was held prior to the
Commissioner meeting.
REORGANIZATION of the BOARD: Commissioner Kler was
appointed to serve as the Chair of the Board for 2017.
PUBLIC COMMENT PERIOD: The following is a summary of
comments made by citizens in attendance at the meeting and
reflect their personal opinions:
• A citizen: 1) Reported that Granny the local Orca whale has
died at the age of 102; and 2) Stated that the State Supreme
Court has ruled on storm water discharge;
• Six citizens welcomed Commissioner Kate Dean to the Board
of County Commissioners;
• A citizen urged the Commissioners to complete infrastructure
projects in Quilcene;
• A citizen commented on the recent settlement agreement
with Port Ludlow Associates and noted the need for vigilance
as the plan is implemented;
• A citizen: 1) Stated he is pleased to see all Democrats on the
Board of County Commissioners; 2) Commented on how easy
it is to become homeless; and 3) Stated the Democrats lost
the union vote and other individuals who work for a living and
suggested ideas for the Democrats to win that group back; and
• A citizen stated that in 2017, the County can work on
affordable housing, homelessness, farm sustainability and
earthquake preparedness. He commented on his family who
has been involved in the legislature.

APPROVAL of MINUTES: The Commissioners approved the
Regular Meeting minutes of November 21 and 28, 2016 and
December 5, 2016 as presented.
COMMISSIONERS’ BRIEFING SESSION: The Commissioners
reported on their meeting schedules and miscellaneous
items.
BID OPENING: Two bids were received and read aloud for
the Supply of Liquid Asphalt Products for Bituminous Surface
Treatment for Calendar Year 2017. Staff will review the bids
and bring a recommendation for bid award to the Board at a
future date.
HEARING: After listening to a presentation on the 2016 Solid
Waste Management Plan and holding a hearing, the Board
approved RESOLUTION NO. 03-17 Adopting the 2016 Solid
Waste Management Plan.
COUNTY ADMINISTRATOR BRIEFING: The Board discussed
the following topics with the Acting County Administrator:
• Proclamation re: Anti Hate/Anti Bullying
• Criteria for approving proclamations
• 2016 Boards and Committees Assignments
• Miscellaneous items
