Subject: Call for Bids, Center Road Overlay Phase 5: MP 0.00 to 2.26
County Project No. 18019270, CRAB Project No. 1613-01
Statement of Issue: The Board is asked to approve the Call for Bids for the Center Road Overlay
Phase 6 Project.
Analysis/Strategic Goals/Pro's Et Con's: This project is a pavement preservation project and
includes Hot Mix Asphalt overlay of Center Rd between mile post 0.00 and 2.26. It also includes
replacing an existing culvert, installation of traffic lane markings, and installation of recessed
pavement markers.
Fiscal Impact/Cost Benefit Analysis: The Engineer's Estimate is $773,559 for the construction
contract. Construction will be funded at 90% by the County Roads Administration Board with
matching funds provided by the Public Infrastructure Fund (PIF).
Recommendation: The Board is requested to sign the Call for Bids and return to Public Works.

CALL FOR BIDS

Notice is hereby given that the Board of County Commissioners of Jefferson County, State of
Washington, will receive sealed bids up until the hour of 9:30 a.m. on Monday, June 5, 2017 at the
Office of the County Commissioners, basement level of the Jefferson County Courthouse, 1820
Jefferson Street, P.O. Box 1220, Port Townsend, Washington, 98368, for construction of the Center
Road Overlay Phase 5 (MP 0.00 — 2.26), County Project No. 180-19-270. Sealed bids will be opened
and read publicly at 10:15 a.m., or shortly thereafter, on the same day in the Jefferson County
Commissioners Chambers, basement level of the Jefferson County Courthouse.
This Contract provides for a hot mix asphalt overlay of Center Road in Jefferson County near
Chimacum, Washington by repaving 2.26 miles of Center Road. Work includes planing sections of
existing pavement, placing the hot mix asphalt overlay, replacing an existing culvert and reconstruction
of the roadway at the culvert location, project temporary traffic control, striping, temporary erosion
control, and other work, all in accordance with the Contract Plans, Contract Provisions, and the
Standard Specifications. The Engineer's Estimate is $773,559
Bids shall be submitted in accordance with the plans and specifications on file at the Department of
Public Works, 623 Sheridan Street, Port Townsend, Washington, where copies may be obtained by
prospective bidders. Printed copies may also be obtained by calling the Department of Public Works
at 360-385-9160 and electronic copies may be obtained by emailing pubworksCcDco.iefferson.wa.us.
Each bid shall be accompanied by a surety bond, postal money order, cash, cashier's check or
certified check payable to the Treasurer of Jefferson County in the sum of five (5%) percent of the bid
amount, to be forfeited to Jefferson County by the successful bidder if he/she fails to enter into a
contract and file an acceptable surety bond in the amount of 100% of the contract price within ten (10)
calendar days of the award. The Board of County Commissioners reserves the right to reject any and
all bids and to accept the bid deemed most advantageous to Jefferson County and to waive all
informalities in the bidding.
The Jefferson County Public Works in accordance with Title VI of the Civil Rights Act of 1964,
78 Stat. 252.42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department
of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally
assisted programs of the Department of Transportation issued pursuant to such Act, hereby
notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to
this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be
afforded full opportunity to submit bids in response to this invitation and will not be
discriminated against on the grounds of race, color, national origin or sex in consideration for
an award.
