A copy of the DARPA approved by the Army Corps of Engineers, dated November 23, 2016 is attached. However, the November 23, 2016 copy shows no significant changes to the November 3, 2016 copy that Jefferson County already has on file. 2. The most recently updated project drawings, including schematics of oyster culture bags, are attached. Please remove all previously submitted drawings from the permit application. 3. Lines used to secure or suspend oyster culture bags will be anchored using helical type anchors. A schematic of these anchors is included in Appendix A. 4. The grow -out period for oysters reared in tumble bags is approximately 14 months. The grow -out period for Manila clams is approximately 3 years. However, Manila clams will be planted over existing stock of mixed ages classes. Therefore, harvest of Manila clams will occur on an annual basis. 5. Access to the project area will be by boat from the Quilcene or Point Whitney boat launches. On average, it is estimated that 6-8 boat trips per month will occur to access and maintain the aquaculture project. 6. Documentation of eelgrass mapping including updated drawings is provided in Appendix B. 7. A No Net Loss (NNL) biological report is attached. A narrative addressing interference of normal public use of surface waters is included in the NNL report. 9. Part 7 of the JARPA was intentionally left blank because of the absence of wetlands in the project area. 10. The links provided in sections 91, and 9M of the JARPA were for the Biological Opinion of the USFWS for programmatic consultation for shellfish activities in Washington State inland marine waters. Please request a copy of the Biological Opinion if it is needed. 19472 Powder Hill Place NE, Suite 210 • Poulsba, Washington 98370 + Phone (3601297-3422 • Fax (360) 297-3413 Point No PointTreaty Port Gamble S'Klallam • Jamestown S' TO: Jefferson County Department of Community Development FROM: Port Gamble S' Klallam and Jamestown S' Klallam Tribes DATE: March 7, 2017 RE: Permit Application 16-00037 This memo is intended to provide supplemental information regarding the project description for permit #16-00037 and details outlining how the project will comply with all relevant Jefferson County Codes (JCC). • The project area is located on two Washington Department of Natural Resources Leases on the eastern shoreline of Dabob Bay (see attached map). Existing aquaculture activities on the leases include on -bottom oyster culture and Manila clam culture using predator exclusion nets. The project site is in the intertidal zone with some vegetation present. Eelgrass is located inside the parcels in some areas. The substrate is mostly sand and shell rubble from pre-existing oyster production. There are mature oysters with newer generations of oysters covering the substrate throughout the parcel. Manila clams are present as well. No buildings or other structures are present. The adjacent tidelands to the south are currently used by the State and Tribes for commercial and recreational shellfish harvest. The adjacent tidelands to the north are within a State Natural Preserve Area. The uplands adjacent to the project area are a mix of State and private ownership. The privately owned uplands in the vicinity are very lightly developed with few home sites within view of the project area. The proposed aquaculture activity is a continuation of on-going and existing aquaculture operations in the project area with one exception: The applicants are proposing use of suspended oyster tumble bags on a subsection of the project area not to exceed 10 acres in size. In addition to commercial aquaculture activities, the tidelands will be used for aquatic research and education purposes by the Natural Resources Departments of the Port Gamble S' Klallam and Jamestown S' Klallam Tribes. * The proposed project will not involve dredging using mechanical equipment. • The proposed project will not involve filling of tidelands or bedlands. 19472 Powder Hill Place NE, Suite 210 • Poulsbo, Washington 98370 • Phone (360) 297-3422 + Fax(360)297-3413 0 Critical Areas o Our project proposal complies with the JCC 18.22 Critical Areas requirements in that we followed all the conditions of the Biological Opinions provided by the USFWS and NMFS regarding shellfish aquaculture in marine waters of WA State. Our proposal was verified through the use of the Specific Project Information Form provided by the Army Corps of Engineers to reflect the conditions of the Biological Opinions. ■ Fish and Wildlife Habitat Conservation Areas: Although native eel grass is present in some areas, a buffer area that exceeds the requirements established for Federal permitting will be used. Wetlands: the project area is entirely within the intertidal zone and wetland delineation is not applicable. ■ Frequently flooded areas: the project area is entirely within the intertidal zone and flooded area delineation is not applicable. 7999 N.E.
