STATEMENT OF ISSUE:
Environmental Health and Conservation Futures Citizen Oversight Committee (CF Committee) Chair
Mary Biskup request an opportunity to present the Committee's funding recommendations for 2017.
ANALYSIS/STRATEGIC GOALS:
The four applications for conservation futures funding are:
1. Iglitzin Farm, $110,000 towards the purchase of a conservation easement on three parcels of
agriculture, riparian, and forested lands currently used as a performing arts venue totaling 53 acres in the
upper Tarboo Creek watershed. The proposed match of $110,000 includes a partial donation of the
conservation easement's value and cash from private sources for operations and maintenance activities.
Jefferson Land Trust is the project sponsor. Northwest Watershed Institute is the project applicant. Project
location: Sec. 17, T.28N, R.1 W.
2. Lower Duckabush River Estuga Open Space, $55,800 towards the fee simple acquisition of 0.80 acres
of floodplain along Pierce Creek in proximity to the lower Duckabush River south of Brinnon, and
$16;200 to reimburse operations and maintenance expenses. The site is currently used by the Brinnon Fire
Department. The proposed match is $57,400 from a pending Recreation and Conservation Office Salmon
Recovery Funding Board grant. Jefferson County Environmental Health is the project sponsor. Hood
Canal Salmon Enhancement Group is the project applicant. Project location: Sec. 16, T25N, R.2W.
3. Serendipity Farm, $106,600 towards the acquisition of a conservation easement on four parcels of
actively used agricultural land totaling approximately 45 acres located along Cemetary Drain in the Little
Quilcene River watershed just north of Quilcene. The proposed match of $106,600 is a pending WA State
Conservation Commission State Farmland Preservation grant. Jefferson Land Trust is the project sponsor
and applicant. Project location: Sec. 14, T.27N, R.2W.

4. Snow Creek Uncas Preserve Taylor, $9,434 towards the fee -simple acquisition of approximately 2.5
acres of forested and riparian land along Snow Creek and $4,000 to reimburse operations and
maintenance expenses. The proposed match is $53,461 from a Recreation and Conservation Office
Salmon Recovery Funding Board grant secured in 2015. Jefferson Land Trust is the project sponsor and
applicant. Project location: Sec.36, T.29N, R.1W.
The combined total request for this year is $302,304. Conservation Futures Funds available to projects in
2017 equal $297,000. At its May 31 meeting, the CF Committee concluded that, based upon the
established scoring criteria found in the Conservation Futures Program Manual for 2017, three of the four
project are worthy of full funding and recommend them for a total award of $226,034. The fourth project
did not meet the requisite scoring threshold (70%) necessary for recommendation.

• Letter from CF Committee Chair Mary Biskup detailing the Committee's process and
recommendations
• May 3, 2017 draft project ranking meeting minutes and the composite score sheets for each
project
The purpose of the CF Program is to address the "general and increasing need to provide a system of
public open spaces... for the health, welfare, benefit and safety of the residents of Jefferson County,"
and to maintain "Jefferson County as a desirable place to live, visit and locate businesses."
Conservation futures tax levy collections, authorized under RCW 84.34.230 are an important means
of retaining community character and accomplishing open space policies and objectives of the
Jefferson County Comprehensive Plan. The goal of the program is to preserve and protect the
county's open space resources from development, and from being "negatively and permanently
affected."
Environmental Health has separately requested that the BoCC hold a public hearing on the four
applications on July 19, 2017. The applications themselves are included with that briefing packet and
may also be viewed online at

FISCAL IMPACT:
Costs for the presentation are negligible.
RECOMMENDATION:
Review the four project proposals brought forth by the CF Committee, hear the Chair's presentation
of the Committee's process and recommendations, and ask questions.

2017 Funding Round Recommendations
This is the 15' year for the Jefferson County Conservation Futures Fund. I'd like to take a moment,
preliminarily, to read the two opening statements of the Conservation Futures Ordinance No. 06-0708-02
of July 2002, and to note the great success of the program to date.
The ordinance begins, "WHEREAS, there exists in Jefferson County a general and increasing need to
provide a system of public open spaces, those open spaces being necessary for the health, welfare, benefit
and safety of the residents of Jefferson County and the maintenance of Jefferson County as a desirable
place to live, visit and locate businesses; WHEREAS, unless necessary property interests in such open
space resources are acquired, these important resources are likely to be developed and negatively and
permanently affected;"
What has been accomplished in 15 years? Protected farms are producing meat and produce for local
markets, schools and restaurants. Protected timberlands remain in sustainable production. Key
acquisitions are contributing to habitat and water quality corridors along Tarboo, Chimacum and Snow
Creeks. Cappy's Trails in the Quimper Wildlife Corridor in Port Townsend continue to offer diverse
recreational opportunities to residents and visitors. Many conservation futures project allow for limited
development while contributing to the agricultural, silvicultural and cultural foundations of our
communities. They all support the scenic and environmental qualities, and habitat productivity, for which
Jefferson County is well regarded.
All Jefferson County citizens enjoy the benefits of the Conservation Futures Program, and all of us can be
extremely proud of the program's accomplishments. How about the next 15 years? We look forward to
working with you to select the most deserving projects.
And now, as Chair of the Conservation Futures Citizen Oversight Committee (CF Committee), I'm very
pleased to present our recommendations for the 2017 funding cycle. This memo also explains the process
that was used to evaluate and rank these projects as described in the Conservation Futures Program
Manual for 2017.
The CF Committee received four applications for funding this year, for a combined total of $302,304 in
requests. Conservation Futures Funds available to projects in 2017 equal $297,000. Based upon the
established scoring criteria, the Committee concluded that three of the four project are worthy of full
funding at this time and recommend them for a total award of $226,034. The fourth project did not meet
the requisite scoring threshold (70%) necessary for recommendation. However, we encourage the

applicant to re -apply in the future when the larger effort to restore the Duckabush River estuary and
floodplain is further advanced.
The four applications may be described as follows:
1. Iglitzin Farm, $110,000 towards the purchase of a conservation easement on three parcels of
agriculture, riparian, and forested lands currently used as a performing arts venue totaling 53 acres in the
upper Tarboo Creek watershed. The proposed match of $110,000 includes a partial donation of the

Review and Selection Process
The Project Selection process was maintained for this cycle and detailed on page 4 of the 2017
Conservation Futures Program Manual.
Project Selection
The CF Committee evaluates and ranks project applications according to criteria designed to reflect the
priorities expressed in the Jefferson County Code Section 03.08.040. This evaluation process has five (5)
distinct phases as follows:
1. Written project application: Each CF Committee member (CFCM) independently reads and assesses
each application and prepares any necessary clarification questions.
2. Site visits: Each CFCM must attend the project site visits (or view a video of the site visit), where the
applicant and/or the project sponsor willpresent the layout of the project with reference to the written
application and site maps. Additional questions posed by committee members will be answered during
this site visit.
3. Oral presentation of the project: Each CFCM must attend this meeting in which the project sponsor
presents the project and answers questions posed by the committee members. Following the oral
presentations, a deadline will be established for CFCMs to submit additional questions to applicants (via

county staffi. After this set deadline for additional questions, a second deadline will be established for the
receipt of all answers from applicants. After this second deadline no further additional information may
be requested, received or considered by the committee.
4. Submission of project ranking form: Each CFCMsubmits to county staff member a form, which consists
of questions that ask how well, in the committee member's judgement, an applicant meets the criteria for
approval and funding. The committee member assigns a numerical "score " (within a range
predetermined by the CF Committee) for each of the questions. These question "scores " are totaled for
an overall evaluation "score ". A committee composite "score ", for each project application is obtained
by taking the average of the "scores ". If a project application's composite "score " is 70% of the total
possible numerical value for a project "score " the project is considered worthy of funding (i. e. eligible
for). Projects "scoring" below 70% of the total possible numerical value for a project "score" are not
considered for funding unless compelling reasons for funding arise in the final evaluation phase.
5. Ranking and recommendation for funding of project applications: Each project application judged
eligible in phase #4 is discussed, bringing into focus information garnered from phases I through 4. All
project applications are compared and a final ranking and funding recommendation may be determined
for each of the project applications and submitted to the Board of County Commissioners. The Committee
will provide justification to the Commissioners for any and all changes from the numerical ranked order.
Site visits were held on April 12'. These were video-taped for any members or interested individuals who
were unable to attend in person. On April 17t'', the Committee met again to hear project presentations by
Michelle Myers of Hood Canal Salmon Enhancement Group, Peter Bahls of Northwest Watershed
Institute, and Sarah Spaeth of Jefferson Land Trust. Prior to the meeting to rank projects on May 3rd, the
committee members completed and submitted an Appearance of Fairness Questionnaire and individual
project score sheets. Staff compiled the scores into composite spreadsheets and calculated the percentage
of the total possible points that were awarded to each project.
The four project applications recommended this year include protections for two historic farms and a
significant addition to salmon habitat protections along Snow Creek. The Iglitzin Farm conservation
easement will ensure that the property, known for years as the Olympic Music Festival grounds, remains
under single ownership and retains habitat for wildlife and the salmon in Tarboo Creek; the Serendipity
Farm conservation easement will limit development and maintain single ownership of four parcels of
active farmland near Quilcene; and the Snow Creek Uncas Preserve Taylor acquisition will expand the
area of protected riparian corridor held by Jefferson Land Trust to protect habitat for summer chum
habitat in Snow Creek. We concluded that each of these projects are worthy of funding and will
contribute to the "preservation of lands that have significant regional or community benefit" (JCC
3.08.040).
The CF Committee felt that the fourth project, to acquire and partially restore a property on the
Duckabush estuary, was presented too soon in the larger context of acquisitions necessary to
meaningfully restore ecological functions to the area.
Ranking
The project ranking is as follows:
L Iglitzin Farm: received 266 out of a possible 306 points (87%).
2. Lower Duckabush River Estuga Open Space: received 127 out of a possible 306 points
(62%).
3. Serendipity Farm: received 239 out of a possible 306 points (78%).
4. Snow Creek Uncas Preserve Tam received 229 out of a possible 306 points (75%).

The CF Committee recommends that the Jefferson County Board of Commissioners approve full funding
for the Iglitzin Farm, Serendipity Farm, and Snow Creek Uncas Preserve Taylor projects in 2017.

minutes from the October 10, 2016 meeting were accepted.

VII. New Business
A. Review of Appearance of Fairness Forms
Ray Hunter disclosed the fact that he is friends with Chris Llewellyn, owner of
Serendipity Farm, and asked the Committee whether he should recuse himself from the
project rankings. There were no objections. Richard Jahnke moved to accept all
appearance of fairness forms as written, including Ray Hunter's disclosure of his
friendship with Chris Llewellyn; Craig Schrader seconded. The motion passed by
consensus.
B. Review Project Selection Protocol
Mary Biskup reviewed the ranking procedure from the 2017 Conservation Futures
Program Manual. Each project must receive at least a 70% score to be considered
worthy of funding. If, after review, there is additional reason to consider a low -scoring
project, a justification for possible funding can be provided.
C. Presentation of Composite Scores
Three of the four projects qualified for funding without additional review:
1. Iglitzin Farm: received 266 out of a possible 306 points; scored 87%
2. Serendipity Farm: received 239 out of a possible 306 points; scored 78%
3. Snow Creek Uncas Preserve Taylor: received 229 out of a possible 306 points; scored
75%
4. Lower Duckabush River Estuary Open Space: received 127 out of a possible 306
points; scored 42%
Members reviewed project scores and discussed whether the Lower Duckabush River
Estuary Open Space project should be considered in spite of it scoring below the 70%
threshold. The consensus was that the Committee did not wish to consider the
Duckabush project as it stands, but was in favor of writing a letter of support for the big
picture project. Phil Andrus moved that the Lower Duckabush River Estuary Open
Space project was not worthy of funding. Lorna Smith made a friendly amendment to
include an encouraging comment in support of the overall project in the Jefferson
County Conservation Futures report to the Board of Commissioners. Lige Christian
seconded; the motion passed all in favor.
D. Develop Funding Recommendations
The Committee noted that there was sufficient funding to fully fund the remaining
three projects. Scott Brinton moved that the three top ranked projects: Iglitzin Farm,
Serendipity Farm and Snow Creek Uncas Preserve Taylor, were worthy of being fully
funded; Lorna Smith seconded. Ray Hunter disagreed on fully funding the Iglitzin Farm
project; discussion was opened. Lige Christian called the question. The motion passed
with all in favor, with the exception of Ray Hunter voting in favor of funding the top
three ranked projects, but in opposition to fully funding Iglitzin Farm.
Iglitzin Farm
Phil Andrus moved that Iglitzin Farm be declared worthy of funding; Lorna Smith
seconded. The Committee voted with all in favor; Ray Hunter agreed to fund the
project, but remained in opposition to fully funding it.
Serendipity Farm
Phil Adrus moved that Serendipity Farm be declared worthy of funding at the level
requested; Rob Harbour seconded. The Committee voted all in favor.
Snow Creek Uncas Preserve Taylor
Lige Christian moved that Snow Creek Uncas Preserve Taylor be declared worthy of
funding at the level requested; Ray Hunter seconded. The Committee voted all in
favor.
The Committee then commented on each project.
Iglitzin Farm: Lige Christian commented that the project met almost all of the criteria,
had excellent conservation and restoration projects, significant historical value and was
part of a longstanding corridor.
Snow Creek Uncas Preserve Taylor: Lorna Smith said that all three projects ranked very
highly on fulfilling other related projects in the community, which increases the value of
the acquisitions and is invaluable for helping to preserve salmon runs. Ray Hunter was a
strong proponent of the project because he grew up fishing on Snow Creek and because
of its wild steelhead run.
Serendipity Farm: Rob Harbour called the project one of the top two projects for him
since he has been part of the Committee; it protects its land and also the farms
(including Midori Farm) around it. Lige Christian added that the owner has been
involved in restoration projects for a long time. The Committee agreed that the long
term value of the project was very important.
Lower Duckabush River Estuary Open Space Project: Dave Wilkinson led discussion in
support of the overall project in order to encourage other related projects that would
rank well with the Jefferson County Conservation Futures Committee. The Committee
appreciated the great potential for future projects that are tied to the larger area. Lorna
Smith commented on the high value of projects that are working to preserve the
forests, salmon runs, local farms and other resources that are important in responding
to and planning for climate change. Dave Wilkinson made a friendly amendment to the
Lower Duckabush River Estuary Open Space project motion (from section C of this
document): although the Jefferson County Conservation Futures Committee did not
find sufficient reason to consider the project, the Committee would like to add an
encouraging word on the importance of the area and potential for future projects;
Rob Harbour seconded and opened the motion up for discussion. Dave Wilkinson and
Rob Harbour withdrew the motion and the Committee decided instead to write a
letter in approval of the potential of the project, but agreed that it did not meet the
criteria for funding.
E. Revision of Program Materials for 2018
Discussion followed over Lorna Smith's concern that a pure conservation project might
not rank highly with the given criteria. A subcommittee was formed to rework the
wording of the criteria: the subcommittee volunteers were Phil Andrus, Ray Hunter
and Lorna Smith, with input from Rob Harbour. They will have a report for the full
Committee at the fall meeting and will let Tami Pokorny know when they meet so the
meeting will be open to the public. Phil Andrus brought up the 70% threshold as an
issue to discuss in the subcommittee meeting.
F. Long-term Monitoring of CF Projects
A subcommittee was formed to discuss long-term monitoring of past projects: the
subcommittee volunteers were Rob Harbour, Rick Jahnke and Dave Wilkinson. They
will inform Tami Pokorny of the subcommittee meeting to open it to the public and
will report back at the next full Committee meeting in the fall.
G. Next Meeting
The next Jefferson County Conservation Futures Full Committee Meeting was
scheduled for Thursday, 10/5/17, from 3:00 to 5:00 p.m. It will meet in the Tri -Area
and will present recommended program changes from the two subcommittees.
VIII. Other/ Administrative
Staff Update:
Fund balance: Tami Pokorny reported that the Fund balance at the end of April
was $735,767.98.
SB 1820: Tami Pokorny updated the Committee on the House Bill, which allows
for 25% of Conservation Futures funds to be used on maintenance and operation
of recreational land if the county has acquired at least 400 acres and if the
county's Conservation Futures Committee has been receiving funding for at least
20 years. Jefferson County Conservation Futures has only been operating since
2002, so the bill does not apply to the County yet.
Membership: A District 2 seat is open, vacated by Jerry Gorsline; advertising for
the seat will go out soon. No one's term is expiring in 2017.
Outreach: Lorna Smith suggested working on an organized outreach idea to
inform more people on what the Committee is doing. The Committee agreed
and decided to work the topic into the subcommittee meeting on monitoring. JD
Gallant commented that the Committee website needs updating. Tami Pokorny
reported that the County is updating their entire website and she will be able to
manage her own site for the first time.
