The request is to install a 4 foot by 8 foot sign near the entrance to the mobile home park including landscaping. Findings 1 . The property is located at 6062 Highway 20 , Port Townsend, known as Olympic Mobile Home Village. 2 . The property to the north, south, east, and west are designated as "general use" . 3 . The proposed RV park was issued a Mitigated Determination of Non- Significance on March 15, 1993 . 4 . The Board of County Commissioners adopted the findings and recommendations of the Planning Commission and granted preliminary binding site plat, subject to conditions. 5. This approval is subject to Conditions 11 and 17 of the preliminary approval. 6 . The proposed use is consistent with the goals, policies, and provisions of the Jefferson County Comprehensive Plan and the Jefferson County Emergency Zoning Ordinance, No. 1-0106-92 . Development Review Division The Jefferson County Zoning Administrator has reviewed the application, and approves the proposed use subject to the conditions of approval enumerated below. • BRUCE BROWN CONDITIONS OF APPROVAL SIGN The following conditions of approval are binding, and commit the applicant to: (a) the proposed project as submitted; (b) the applicable development standards outlined in Section III of the Administrative Rules adopted pursuant to Section 13 , Subsection (1 ) of the Jefferson County Emergency Zoning Ordinance; and, (c) the following: 1 . The illumination of signs shall be hooded or directed away from the adjoining public right-of-way and adjacent properties and not create a glare to passing traffic nor adversely affect surrounding properties. 2 . No sign or part thereof shall consist of rotating revolving, or moving parts; consist of banners, streamers, or spinners; or involve flashing, blinking, or alternating lights. 3 . The total square footage of free-standing or projecting signs shall not exceed 64 square feet. 4 . No more than 2 on-premise free-standing or projecting signs or combination thereof is allowed. 5. No off-premise signs are allowed. 6 . All signs shall be continuously maintained. 7 . All free-standing pole signs or projecting signs shall provide pedestrian clearance to a minimum of 8 feet where applicable. 8. Advertising signs visible from the adjacent State Highway 20 shall comply with the State Scenic Vistas Act of 1971 , as administered by the Washington State Department of Transportation. The State Department of Transportation should be contacted for information regarding sign placement. This approval provides a basis upon which a building permit can be issued. Once a building permit is issued, construction may begin. Prior to occupancy or use of the facilities a final inspection must be conducted to confirm that all conditions and requirements have been met.
