Attached is the Marrowstone Island Community Development Plan approved by the County Commissioners in 1978. It is pretty clear that the proposed Production and Processing Facility, an industrial business, does not meet the criteria listed on page 18 of the plan. According to the Marrowstone Island Community Development Plan, which was approved by the Jefferson County Board of Commissioners March 20th, 1978, this business does not fit within the definition of a cottage or home business as outlined on page 18. Please refer to "Policies", items 1, 2, 3, and 4. Item two, subsection b, refers to not aversely affecting the use, value, or enjoyment of adjacent properties. Most jurisdictions now devalue properties by 10% when marijuana operations ore on adjoining property. Also, the well documented "skunk" smell and security lighting will make property values and property owner enjoyment of their own land diminish. Item 3 states that "intensive commercial activities...should be considered incompatible with the rural character of the Island and this plan". Item 4 states "Industrial activities are considered an urban land use and should not be considered compatible with the goals and policies of this plan." A 10,000 square foot greenhouse and processing IS industrial. This is a Tier 3 operation, the largest the state allows, and belongs in an industrial park, not on Marrowstone Island. There is really no need for the county to even go any further. You must, according to this plan approved by the county commissioners, deny the permit for Olympus Gardens, LLC, and any further marijuana growing operations. First the plot is purchased. The crop is grown. Then opportunists decide to steal some of the "cash crop." Next, they notice the neighborhood . The burglary rate goes up. Plus, the grower decides to open a "boutique " to feature pot products. I saw this exact scenario happen in Stanislaus County, California. Yes, it is not a legal product for everybody there. But even where it is legal, some people can't resist the lure of excitement in stealing. Being a nurse I have seen how even Marijuana takes a person's "get up and go." Their initiative seems to leave and give them even less ambition for money-earning jobs. There is already a "grow" on Beaver Valley Road. Plus, have you noticed this area seems saturated with Marijuana sales places already? (2 in Chimacum, 1 in Port Hadlock, lin Port Townsend.) Is this really how Jefferson County wants to represent it's self....as a destination resort for pot users? So PLEASE, leave Marrowstone Island off the weed circuit. I am opposed to allowing this proposal to proceed, because the scale of this operation is so large that it is a commercial\ industrial venture not compatible with the Marrowstone Community Development Plan. Potential adverse impacts from increased traffic, noise, and lighting required for such a facility are incompatible with the rural residential character of the Island and this Plan. The scale of this operation is so large and industrial that it is not compatible with the Marrowstone Community Development Plan. The residents of Marrowstone Island have chosen to live there to escape the very impacts this proposed development plan would bring: increased traffic, noise, and lighting. Not only are these impacts incompatible with the residential character of Marrowstone Island, it would adversely affect the serenity and peace for the residents who live there. Based on analysis of the impact of marijuana farming on Thurston county("What Thurston County Should Consider", by Michelle Horkings-Brigham) some of the factors that cause me to have serious reservations include: • deforestation • pollution of air, water and soil • loss of neighborhood character • loss of neighboring property values • excessive noise As well, I am deeply concerned that the entire process has circumvented the very population that will be so negatively affected. The path of implementation of the proposed industrial-scale plan has progressed so far without consulting the residents who will be grossly affected. Therefore, I ask you and the other members of the Planning Commission to stop this proposal for marijuana growing operations from moving forward on Marrowstone Island.
