Do NOT allow this industrial operation to be established on Marrowstone Island. It belongs in an industrial
area. Marrowstone is a small rural neighborhood and we do not need this large scale marijuana operation
here. The neighbors do NOT want or deserve bright security lights and security cameras facing their quiet
property and should not be forced to be recorded on the security cameras. Do NOT allow this. I cannot
attend the commisioners' meeting due to health reasons, but I want my voice to be heard. We will be
watching your vote when it comes to reelection.

Dear Commissioners Sullivan, Kier and Dean,
It is very disturbing to read the time line of the recent application for placing a commercial sized,Tier III Marijuana
processing plant onto a rural Island in Puget Sound.The only public notice that we are aware of was placed a month
after the Permit Application to the County. It gave a two week deadline for response from Islander to be able to set up
any public hearing on this permit request.And then, as written in the Jefferson County Leader, one day after the Notice
appeared,the official observation was that there was no objection reported. Well,there is objection now.
Within the 2 minutes allowed for making statements, I expect the most important issue to be that Public Hearings must
be held. And Jefferson County cannot announce them only the day before.
Several issues loom large:
This is not like any cottage industry ever before. We deny that it can claim that category.
The 1978 Marrowstone Community Development Plan, which was adopted &signed by the then
Jefferson County Commissioners, has restrictions on industrial development on the Island and it's potential impact on
our rural Island neighbors.
Why did Thurston County change their rules to deny Marijuana processing in rural areas?Are
the Jefferson County Commissioners aware of them?
Are the rumors true that disturbance from this same group's processing presence in Silverdale
caused them to be removed from that city?
What exactly is the product that they are wanting to grow& process?What proven ways are
they mitigating impact to our finite land?
Marrowstone Island residents are very concerned about having a thorough examination of how this proposal fits into
the rural countryside of a quiet Island with only small grandfathered industry.

I am writing to register my opposition to Olympus Garden's recently proposed construction of a marijuana
production and processing facility on Marrowstone Island.
I believe that the production and processing of commercial marijuana is fundamentally incompatible with land
use zoned as "rural residential", and instead, belongs in areas zoned for agricultural or industrial use. The
required fencing and lighting, among other security measures, clearly differentiates marijuana growth and
processing from other agricultural enterprises, making it uniquely obtrusive and adversely impacting the
character and aesthetics of residential communities.
Odors and volatile organic compounds (VOCs) can be expected to degrade air quality, while fertilizer and
pesticide runoff can potentially contaminate the aquifer and on-site stream. Many Marrowstone Island residents
are entirely or partially dependent upon well water, and there do not appear to be any regulations in place to
ensure that the operation is strictly organic. All these factors will predictably result in devaluation of
surrounding residential properties.
It appears that this proposal for a "cottage industry permit" under Jefferson County Code (JCC) 18.20.170 is in
direct conflict with the conditions set forth in Washington Administrative Code (WAC) 314-55-015(5) for
marijuana production and processing. JCC 18.20.170 (3)(a) and (3)(n) state that all cottage industries shall "be
operated by at least one full-time, bona fide resident in a single-family residence of the parcel on which the
proposed use is being requested"; and that the enterprise must be "an accessory use to the residential use of a
dwelling unit." Conversely, WAC 314-55-015(5) states that the WSLCB "will not approve any marijuana
license for a location where law enforcement access, without notice or cause, is limited. This includes a
personal residence."
This proposal, for a 78x140, (i.e., 10,920 square foot), greenhouse/canopy does not conform to JCC 18.20.170
(3)(o), which states that "any new structure constructed to accommodate the cottage industry shall be limited in
scale so that it is in character with neighboring properties. In no case shall more than five thousand(5,000)
square feet of total building area on the property be devoted to the cottage industry." The proposed facility is
more than double that limit. There are only a few commercial structures on Marrowstone Island, and none come
anywhere close to approximating this in scale. This proposal is clearly not "in character with neighboring
properties" or consistent with scale of other commercial enterprises on the Island.

A final concern that I would like to bring to your attention, is that there are four fines and two written warnings
associated with Olympus Garden's marijuana license. This track record suggests a high probability of continued
violations, and does not bode well for making a good neighbor.
I strongly urge the County to deny this permit, and I respectfully request that I receive notice of any hearings or
decisions related to this proposed facility.

Dear Pat Hopper
Residents of Marrowstone Island moved here to enjoy the peace,tranquility, and beauty of the island. We feel that the
proposal to grow Marijuana and the size of the structure at 9272 Flagler Road would severely impact the island's way of
life. Fort Flagler,the Nordland Store,Smitty's RV Park and all the cottage industries rely on tourists to support their way
of life. Historically, this kind of activity draws a criminal element i.e., robbery, break-ins, and unsavory individuals that
impacts the surrounding neighborhood. This proposal would bring additional traffic on the island and, most of all,will
destroy our piece of mind.
We feel it is imperative that a public hearing should be held before this proposal is approved.

have owned my home on Marrowstone Island since 1987.The proposed facility is not far from our home and we are
very concerned about this type of operation on the island.This type of facility is better suited for industrial areas, not
near homes and a state park, and definitely not on an island with a limited water supply!!
