Dear Mr. Hopper,
My name is Helen Copelan and I live on Marrowstone Island on Schwartz Road. My husband and I
moved here from Atlanta,GA a year ago. We had visited the Island a couple of times for extended
periods and were drawn to this area by the beauty, peace and quiet. We have met many island residents
and find them to be attracted to the same beauty, safety, peace and quiet that we found. We have also
been impressed with the concern so many people in Washington have for their environment. I oppose
the proposed marijuana growing facility here, as I feel it would negatively impact the lifestyle for island
residents and cause unwanted environmental changes. I support the Marrowstone Island Community
\\ Development Plan and Resolution no. 23-78. It offers the kind of life we would like to live.

Dear Mr. Hopper-
I am opposed to the proposed marijuana growing operation on Marrowstone Island and would like to
request a review.
The project is not a "cottage industry" and is an oversized building for the area. This type of operation is
not compatible with the character and intent of property use on the Island. There are also water usage
and pollution issues as well as need to address increased traffic.
Please consider a full hearing to examine these proposed permits.

At the Jefferson County Commissioners' meeting yesterday, it was suggested to those of us from
Marrowstone that we also contact DCD as you folks will be the ones deciding whether or not to have a
Public Hearing to weigh public response &other mitigating factors before then determining the
desirability of permitting this project where it is requested. So, I address this e-mail to all involved in the
potential permitting of this Tier 3, 10,000+square foot, 23 foot high processing& producing"flower&
dry sift hash" endeavor as a cottage industry on the rural residential island of Marrowstone.... MLA 17 -
00019, at 9272 Flagler Rd, Nordland.
I believe that our residents deserve time for public hearings to review the details of this proposal &to
communicate their researched reasons for or against this project.

For example,there are no sewers on Marrowstone, only septic systems to process waste on the
Island. How would that comply with the rules that septic is not sufficient for growing/processing run-
off?
If hydroponics is promised,what will be the penalty to violations?
How would the extensive water said to be necessary for growth, effect the water pressure to the rest of
the mostly"downstream" Island? Our Fire Hydrants are on that system as well.

I Are the outstanding complaints against Olympic Gardens related to the industry planned here? If so,
what are they?
What are Thurston County's reasons for its new rules denying processing of recreational marijuana in
rural residential areas and might they apply here?
There are any number of questions which I feel must be answered and the Public Hearing proposal
would allow that time.

neighbors have written letters expressing concerns, most of which we share. However, besides this, we
have additional concerns of a more personal nature and would like to be heard on them.
We live at 9066 Flagler Rd.,two properties away from the subject property. We have owned this

I submitted testimony during the 02May commissioners meeting, requesting a public hearing before any
permits for the above would be granted.
I understand that today is the last day for public comment to your office, and I would like to repeat my
call for evaluation of the above application as to suitability for a "Cottage Industry" here on
Marrowstone Island. In particular, I would question both the size and scope of the facility the applicant
has proposed for 9272 Flagler Road, and submit that the applicant's proposed facility does in fact not
meet the standards described in Jefferson Codes 18.10.030 and 18.20.170.

for forgiveness later".
Unless I am mistaken,the container in the attached photo would not be representative of the county's
description of"cottage industry".

We own our home at 7513 Flagler Road, Nordland, WA on Marrowstone Island. We
are concerned about the additional water and waste a marijuana farm would use
and produce.

proposal for Marrowstone Island.

We oppose the proposal.
It is inappropriate for a quiet island that is almost 100% residential.
The primary use of Marrowstone Island is for Public Recreation and Residential living and this utilization
of Marrowstone Island has proven to be appropriate and functional.
In addition, cultivation of marijuana requires large amounts of water. And, if wells are to be used, this
would further stress an already limited and scarce water table on the island.
