Stormwater Management Unified Development Code Requirement(s): The Jefferson County Unified Development Code, Sections 18.30.060, Grading and excavation standards and 18.30.070,Stormwater Management Standards both set standards for erosion and sedimentation control and stormwater management. The code adopts the requirements set forth by the most current version of the Washington State Department of Ecology, Stormwater Management Manual for Western Washington(SWMMWW). JCPW Findings: The project parcel(021204015) is 7.3 acres and zoned Rural Residential 1:10. Up to 65%impervious surface coverage is allowable in Rural Residential zoning. The site has a continuous 1-3%slope from west to east.Approximately 45%sf the site was cleared for development; the remainder is native vegetation.The proposal does not propose any trees to be removed. The proposal is the construction of a new 10,080 square feet(SF)greenhouse on an already developed residential parcel. The existing house, sheds and driveway have 12,920 SF of impervious surface. The total new plus existing impervious area would be 23,000 SF or 7%(±)of the site. The proponent has submitted a Jefferson County Stormwater Site Plan template and a project site plan. Per the 2014 SWMMWW the project is classified as a"Large Project"given that it will develop a site that has less than 35%existing impervious coverage and will create more than 5,000 sf of new impervious surface area. Given this criteria,the proponent shall comply with Minimum Requirements 1 thru 9 of the SWMMWW. Runoff from the greenhouse roof stormwater is proposed to be conveyed through gutters,downspouts,and tight-lines to two flow dampening surface dispersal areas and then across—500' of non-native flow path to 100' of native vegetation flow path.This is consistent with BMP T5.30 Full Dsipersal.The closest dispersal area is 40' north of the existing septic system. This will prevent runoff from flowing onto the drainfield. k Page 1 of 2 To comply with Minimum Requirements#1-9 the proponent has submitted the following documents: - Site Plan with Existing Conditions and Proposed Stormwater Management Features - Construction Stormwater Pollution Plan,Temporary Erosion& Sedimentation Control Notes - Stormwater Management Facility Maintenance Agreement - Jefferson County Stormwater Site Plan Submittal Template - Jefferson County Stormwater Calculation Worksheet JCPW Recommendations: 1. The proponent shall install the stormwater management facilities and implement the Best Management Practices per the approved Stormwater Site Plan. All applicable temporary erosion control measures shall be installed at the start of construction. 2. The proponent shall notify Jefferson County Public Works(360 385-9160)prior to commencing land- disturbing activity. 3. Prior to final project approval,the proponent shall submit a letter to Public Works from the Engineer of Record certifying that the site has been developed and stormwater management facilities have been constructed as per the Stormwater Site Plan. 4. To meet the requirements of the Jefferson County Unified Development Code, SWMMWW Minimum Requirement#9 Operation and Maintenance,and to ensure that the approved stormwater management facilities are appropriately maintained for the life of the project,prior to final project approval,the proponent shall enter into a Stormwater Management Facility Maintenance Agreement with Jefferson County. The Public Works Department will send a copy of the Agreement to the proponent which has been signed by the Public Works Director. The proponent shall sign the Agreement before a notary, file it with the Jefferson County Auditor, and provide Public Works with a copy of the recorded document. B. Transportation Unified Development Code Requirement(s): The Jefferson County Unified Development Code, Sections 18.30.020(5), General Development Standards, states that all land use activities shall be served by appropriate transportation facilities.Transportation facilities shall be adequate to meet the level of service standards adopted in the Jefferson County Comprehensive Plan and the appropriate design standards referenced in JCC 18.30.080 (1)(a). JCPW Findings: • The site has an installed access at 9272 Flagler Rd. JCPW Recommendation: • N/A C. Public Works Department Fees Requirement: Unified Development Code Requirement(s): The Jefferson County Unified Development Code Chapter 18.30.080(1)(u) authorizes the Public Works Department to assess fees in accordance with the Jefferson County Fee Schedule Ordinance for development review activities including application and plan review, inspections,meetings,hearings, and final review. • Prior to project approval,the proponent shall pay all costs related to the Public Works Department's application review,plan review,inspections,and preparation of the Stormwater Management Facility Maintenance Agreement. In accordance with the Jefferson County Public Works Department Fee Schedule,the proponent has paid the Department's$670.00 Stormwater Management Permit fee which covers the first 8 hours of review.The hourly fee for work exceeding 8 hours is$84 per hour.
