HomeMy WebLinkAbout20170615_SAACDraftMin_0603Substance Abuse Advisory Board *Draft* Meeting Minutes June 13, 2017 3:30 – 5:00 p.m. Commissioners Chambers, Jefferson County Courthouse Board Members Present: Anne Dean, Dave Stanko, Kathleen Kler, Michael Evans, Mary Feeney, Anthonie Cullen Staff Present: Ford Kessler, Denise Banker Guests: Two community members with interest in community issues relating to substance abuse and mental health attended the meeting. Meeting Called to Order: Vice Chair Michael Evans called the meeting to order. Approval of Agenda: (M) Anne Dean/ (S) Kathleen Kler/ All Approved Meeting Minutes: Meeting minutes for the May 2017 meeting were not available for review. They will be provided at the July 2017 meeting. Public Comments/From the Floor/Announcements:  Gray Wolf Ranch (Treatment Facility) is under new ownership and looking at possible new directions.  Tri Area Food Bank will be relocated from the Tri Area Community Center. They will still be located in the Port Hadlock/Chimacum area. Exact address unknown at this time. Reports: Kathleen Kler, County Commissioner:  In 2014, Bill 6312 was passed to establish BHOs. This also set the framework to move all healthcare dollars, including behavioral healthcare dollars, over to managed care facilities and operations by 2020. The state has been divided into 10 different regional service areas with common insurers. Incentives are being offered for BHOs to fully integrate before 2020. The Olympic Communities of Health and Salish BHO Executive Board are considering becoming a mid-adopter for full integration. Each county authority must sign a letter of intent, and all three counties need to be in agreement to integrate by September 15, 2017. It is now upon our region to decide if they are to become a mid-adopter. The Salish BHO Advisory Committee has made a recommendation to the Executive Board to NOT become mid-term adopters, but instead ask legislators to consider a pilot project. County Commissioners will have the final say in what will happen to the BHO in our region.  The board needs to explore its options before making a decision on integration. What is the risk to our communities if we do not go along with mid-enrollment? Would it be worth it to develop a proposal that integrates healthcare into the SBHO? What do the commissioners envision in a fully integrated system? These items will be taken to the Jefferson County Board of Health on 6/15 and to the Salish BHO Executive Board on 6/16 for further discussion and analysis.  This is a very complex issue, with many factors involved, including what will happen at the federal level with Medicaid dollars. Anthonie Cullen, Safe Harbor/Beacon of Hope:  Recovery community still is highly impacted by housing concerns in Jefferson County (availability/affordability). OlyCAP is currently renovating some of the Haines Street Cabins which has reduced availability of beds.  The Homeless Shelter has re-opened, but serves a limited population (Age 65+, veterans, persons with mental health problems). The Shelter is a sober environment now.  Sheriff Stanko mentioned that he is still very interested in utilizing both buildings and land that is out in Port Hadlock at the JCSO Complex for some form of emergency housing. The group discussed the complexities of creating a new place, but interest continues to see if innovative and new approaches could be created. Denise Banker, Chimacum Prevention Coalition (CPC):  Addressed questions surrounding the SAAB including: o Administrative support o Maintenance of Agendas/Minutes o Bylaws/Guidelines—as the mandate for a county SAAB ceased to exist with the evolution of BHOs, how does this group want to be structured going forward? o Volunteered to act as informal, interim “secretary” to further explore these issues  The CPC is writing a new strategic plan now. One item they are placing into the plan is looking at Drug/RX Takeback in Jefferson County. The Sheriff’s Office still does have a Takeback Mailbox, but the CPC will look at expanding the program in Jefferson County. Mary Feeney, Jefferson Healthcare:  Jefferson Healthcare and Safe Harbor are working together more closely, in particular with patients who present and need detox services or urgent SUD consultation.  Naloxone has been used recently, preventing two overdose deaths.  Tele Psych services are being utilized at Jefferson Healthcare now. Dave Stanko, JCSO:  All deputies and jail staff have been trained in naloxone overdose treatment.  Discussions are still ongoing regarding a “mentorship” program with the jail and therapeutic courts.  Discovery Behavioral Health is coming into the jail daily.  There are still employment opportunities out at the jail. Anne Dean, Guardian ad Litem Program:  Compliments to local law enforcement officers who are being persistent with reporting concerns of child abuse and neglect, and aiding in placing children in protective custody when there is concern about their safety and welfare.
