MEETING MINUTES – Thursday, March 23, 2017

Approval of January 26, 2017 Minutes: Chris moved and Alysa seconded. Motion carried.

Business:
1. Jefferson County Solid Waste Management Plan. Final approval from the Department of Ecology was
received on February 17, 2017. Question about the MRW plan not included in the Solid Waste Management
Plan. The Moderate Risk Waste Management Plan is a stand-alone operations plan.
Kathleen just received an update from the Senate budget about cuts in waste reduction, recycling and litter
control of 5.5 million dollars. Comment from Tom, the number one recommendation in our plan is
education. Somehow our educational outreach will be continued.
2. Legislative Letters for the Drug Take Back Bill and CPG Grant to Representative Mike Chapman. The Drug
Take Back Bill is back in committee for some changes. It is still alive.
3. Revision highlights to the Coordinated Prevention Grant. Changes being made include the name being
changed to Local Solid Waste Assistance Financial Grant. The ability to appropriate funding from counties
not using the funding to those making a difference. There are penalties for not reporting on time. Jefferson
County will be receiving another $36,000.00. The last extra funding received went towards a Hazardous
Waste Collection Event. Jerry reported that DOE looks for counties that use the funds for noticeable
programs.
4. Capital/Master Plan Update (Food Waste Composting) Update from Tom. Tom has been meeting with the
Public Works Director and former Director in creating the tasks. The current timeline allows for extending
the current contract beyond the 2019 goal date. Discussion on going forward with assessing sites, input from
vendors and the public outreach.
Question about the cost. The cost will be determined by what options are chosen in going forward. The
SWAC will have updates. Formation of the Steering Committee is being discussed.
The Anticipated dollar amount will be included in the larger plan. There has been no actual name given to
the project process. Preliminary date for decision of which plan to go with is January 2019. Discussion of
the process involved to get to the decision. SWAC will be involved and there will be a steering committee,
which has yet to be identified. Tom emphasized there will be great public outreach.
Kathleen explained the process using the Recreation District as an example. It took a year to get
recommendations from the public that provided the steering committee with the information on what the
community wanted. From the steering committee came the options to base dollar amounts on and then the
discussion of funding.
5. Clallam County Joint SWAC meeting in the future. The meeting would probably be in Blyn. Yes there is
interest.
6. 20-20 Sustainability Events announcement. On April 15 at the Chimacum School auditorium, the movie
Tomorrow with a networking event afterward. The event is from 1 to 5:30 PM.
7. From Jerry: Presented the ad in the PDN special section for the Household Hazardous Waste Collection event
that will take place in Port Ludlow on April 29th.
Product Stewardship Pilot program from the USDA. Pilot program to take rechargeable batteries and
mercury thermostats at the Quilcene transfer station. The USDA has a grant to cover the costs of recycling
and expanding the deposit sites. Discussion on battery types and the recycling of alkaline batteries. Also the
dangers of batteries not handled properly. Quantities historically collected. Laura suggested utilizing high
school students needing senior projects. They are good at video and outreach.
Laura gave information on the Unitarian Church recycling Styrofoam in conjunction with the food bank. The
food bank delivers food here and takes Styrofoam back to Seattle. Small quantities. There may be entities
we could make similar arrangements with?
8. Decision Matrix. Jerry explained using the parameters from the Solid Waste Master Plan and the Triple
Bottom Line. Using the scenario: “Should Jefferson County recycle used oil filters at its Quilcene and Port
Townsend Recycle Centers?” Discussion on; the variables, how the filters would be handled and the
financial aspects.
Jerry tabulated the results. The SWMP scored 3.5 and the Triple Bottom Line was slightly higher.
In an actual decision, there would be more information and discussion.
Discussion on the parameters for future decisions.
Motion to adopt this matrix. Motion carried.
Next meeting will have a list of items to evaluate using the matrix.
From the Floor:
Laura discovered another Styrofoam recycling option in Tacoma. Location is the Tacoma Recovery &
Transfer Center on S. Mullen Street.
Laura reported on the PT High School students that went to Olympia. They met with Mike Chapman about a
Bottle Bill. They will be returning to Olympia to continue the discussion and work on the creation of a
Bottle Bill.
