Health approval of this SPAAD is based on the notes added to the revised site plan on April 24, 2012 that excludes those portions of the primary and reserve drainfield areas and septic components identified as buildable area. 2.) To help prevent seawater from intruding landward into underground aquifers, all new development activity on Marrowstone Island, Indian Island and within 1/4 mile of any marine shoreline shall be required to infiltrate all stormwater runoff onsite. 3.) VOLUNTARY MEASURES OF COASTAL&AT RISK SIPZ: Water conservation measures: 1. Roof and other intercepted precipitation shall be routed to on-site detention ponds and/or other approved means and allowed to be released to the soil slowly. 2. Water collected from Storm water and roof catchments may be used for watering lawns and gardens. Unless catchment water has been treated to meet drinking water standards, there shall be no cross connections allowed between the potable supply and impounded water. 3. Water withdrawn from wells on each property shall not be used for watering of lawns and/or gardens. 4. Ground water withdrawn from each property shall be restricted to a rate of three (3) gallons per minute. 5. Installation of water conserving fixtures such as low flow toilets, faucets and shower restrictors and other water saving plumbing fixtures. 6. Landscaping plan (xeriscaping, native vegetation with minimal amounts of irrigation). Please NOTE that the above listed measures are not intended to be exhaustive, but rather is intended to be illustrative of the types of water conservation measures. 4.) VOLUNTARY MEASURES OF COASTAL &AT RISK SIPZ: 1. Installation of a flow meter. 2. On-going well monitoring for chloride concentration. 3. Submittal of monitoring data to County. 5.) MANDATORY MEASURES FOR COASTAL SIPZ: 1. For proof of potable water on a building permit application, applicant must utilize DOH-approved public water system if available. 2. If public water is unavailable, a qualifying alternative system may be used as proof of potable water or an individual well may be used as proof of potable water subject to the following requirement: a. Chloride concentration of a laboratory-certified well water sample submitted with building permit application. 3. If public water is unavailable, a qualifying alternative system may be used as proof of potable water. 6.) The property owner shall comply with Water Conservation Measures (per list maintained by the UDC Administrator). 7.) A Geotechnical Report dated October 27, 2011 prepared by Zenovic&Associates was submitted in conjunction with this application. The report addressed the stability of the geologic hazard area. A setback of 75-feet shall be maintained as any future structures will stay within the existing house footprint that is identified as being 75 feet from th top of the marine bank. This proposal is under the No Net Loss, RCW 36.70A.480(3)(c). 8.) Critical Aquifer Recharge Areas may require special protection measures to mitigate water quality degradation. The submitted proposal does not require additional aquifer protection measures. However, during construction the project shall follow the Best Management Practices (BMPs) and facility design standards as identified and defined in the Stormwater Management Manual for the Puget Sound Basin. 9.) A stormwater management plan shall be prepared and submitted at time of building permit application and shall comply with the Washington State Department of Ecology Stormwater Management Manual for Western Washington to control stormwater, erosion and sediment during construction, to address permanent measures to stabilize soil exposed during construction, and in the design and operation of a stormwater and drainage control system. 10.) Outdoor residential storage shall be maintained in an orderly manner and shall create no fire, safety, health or sanitary hazard. 11.) Not more than 2 unlicensed vehicles shall be stored on any lot unless totally screened from view of neighboring dwellings and rights-of-way. Such screening shall meet all applicable performance and development standards specific to the district in which the storage is kept, and shall be in keeping with the character of the area. Screening shall meet the requirements of Chapter 18.30 JCC. Outdoor storage of 3 or more junk motor vehicles is prohibited except in those districts where specified as an automobile wrecking yard or junk (or salvage) yard and allowed as a permitted use in Table 3-1 or Chapter 18.18 JCC, and such storage shall meet the requirements of JCC 18.20.100, Automobile wrecking yards and junk (or salvage) yards. In no case, shall any such junk motor vehicles be stored in a critical area. 12.) A minimum of two (2) on-site parking spaces shall be provided for the single family residence. 13.) Duration of Approval - Several of the included findings shall become conditions upon the submittal of a building and septic permit. The duration of approval of the Site Plan shall be effective for five (5) years from the date of original approval by the Administrator. If a building permit has not been issued within the five (5) year period, the Site Plan Approval Advance Determination (SPAAD) cannot be revived or extended except by new application that must meet all the existing criteria and conditions listed in this Section. Knowledge of the expiration date shall be the responsibility of the applicant. The county will not provide notification prior to expiration. Limitations of Approval -Approval of the site plan shall not guarantee the performance of specific site features or improvements (e.g. wells, septic systems, stormwater drainage facilities, etc.) and shall not be immune from changes in state or federal law which are enacted or have an effective date after the date of the Site Plan Approval Advance Determination (SPAAD) and which may affect the performance and implementation of the site plan and associated use or activity. Any subsequent land division or boundary line adjustment of a parcel or lot which has received site plan approval advance determination under this Section 8.7 shall void such site plan approval and require a new site plan approval advance determination application. Approval of a site plan under this section does not constitute authority to comence any development or building activity until such time as final authorizing permits are issued (e.g., septic, wells, stormwater management, or building permit, etc.). Modification to an approved site plan may be required by the applicant and approved by the Administrator subject to the provisions for Type I decisions. (Please request a copy of Section 8.7 of the UDC for criteria pertaining to modifications). 14.) Minimum setback from Tala Shore Drive right-of-way shall be 20 feet. Minimum side yard setbacks shall be 5 feet. Minimum setback from shoreline top of bank shall be no less than 75 feet(any new structures shall be located within the footprint of the existing residence in order to comply with the"no net loss" requirement of RCW 36.70A.480(3)(c)). 15.) The building height is not to exceed 35 feet. 16.) Pre-existing legal lots of record less than one acre in size in rural residential districts are subject to the stormwater requirements in Chapter 18.30 JCC and must meet the"Area of Impervious Surface Coverage" to the maximum extent practicable as determined by the administrator. Lot coverage is defined as amount of impervious surface, which includes rooftops, driveways, concrete, etc. 17.) Exterior lighting for residential uses shall not exceed twenty feet (20') in height from the finished grade, excepting when such lighting is an integral part of a building or structure. Ground level lighting is encouraged. 18.) Lighting fixtures shall be designed and hooded to prevent the light source from being directly visible from outside the boundaries of the property. The intensity or brightness of all lighting, during construction and after project completion shall not adversely affect the use of surrounding properties or adjoining rights-of-way. 19.) The applicant shall apply for a Shoreline Substantial Development Permit Exemption for any accessory structures or at the time of a building permit for the addition to the single-family residence. 20.) Residential developers and individual builders shall be required to preserve shoreline vegetation and reduce the associated risk of erosion during construction and any future activity which may impact the stability of the shoreline. 21.) The applicant shall provide proof of potable water at the time of building permit application. This application does not vest the parcel for potable water. 22.) Maintaining ground cover will help reduce erosion from surface runoff. Any bare areas that develop should be revegetated. Native low growing vegetation that requires little or no irrigation would be the most beneficial. 23.) Tree limbs, lawn clippings, etc. should not be thrown over the bluff because these piles have a tendency to damage/kill the underlying vegetation which in turn increases the erosion potential of the bluff soils. These piles also add unnecessary weight to the bluff soils, especially when saturated with water. 24.) Silt fences or other sediment control devices may be needed during construction such that sedimentation off site does not significantly exceed predevelopment conditions. Standard erosion control best management practices (BMP's) should be utilized as necessary to prevent erosion and off-site runoff. Temporary stabilization might include silt fences and/or hay bails or straw waddles staked with rebar. Permanent stabilization might include replanting, mulching or gravel. 25.) Control of drainage from impervious surfaces on the site is critical for protecting the integrity of the marine bank. Saturation of the soils lowers the grade at which the soils are stable. In addition, the surface soils are very erosive and discharging concentrated runoff onto these soils will negatively impact slope stability. Drainage from roof runoff and other impervious surfaces should be collected into a tight line system and directed to the existing drainage system for the garage/shop structure that discharges at the base of the marine bank. Proper analysis of runoff rates needs to be completed to assure that the existing system will not be overloaded with the addition of this new runoff. 26.) Based on preliminary design information, the proposed structure will apparently be founded on the sandy gravel material well above the till layer. Zenovic &Associates recommends that the structure be founded on conventional spread footings or slab on grade bearing on the natural sandy gravel. A net allowable bearing pressure of 3,000 pounds per square foot (psf) should be used for design of all foundations. The allowable bearing pressure may be increased by 33 percent for short term or infrequent loading such as wind and seismic loads. The recommended minimum dimension of continuous or isolated footings is 18 inches. Due to proximity of the proposed structure to the top of the nearby slope, the increase in allowable sliding resistance as set forth in Section 1804.3.1 of the 2009 International Building Code is not permitted for this project. FINDINGS: 1.) The Administrator finds that this application complies with applicable provisions of the Unified Development Code, all other applicable ordinances and regulations, and is consistent with the Jefferson County Comprehensive Plan and Land Use map. 2.) Any disturbance of the EXISTING septic system components or soil disturbance in the vicinity may invalidate the septic system permit, and prevent future building permit approval. 3.) The SPAAD approval does not assure future use of the existing onsite sewage system permitted under SEP10-00139. Any development application for a structure shall comply with the requirements of the current Jefferson County Code. JCC 8.15.060 (3)Any new or replacement residence or commercial structure, or any expansion, as that term is defined in 8.15.050 of this Code, may be connected to a pre-existing on-site sewage system only when the pre-existing system has hydraulic capacity, sufficient vertical and horizontal separation, an adequate reserve area and satisfies all other requirements to be in compliance with current code. Any changes, alterations or modification of the site in the vicinity of the approved design may invalidate this permit. 4.) The application was reviewed by the Jefferson County Department of Community Development staff on February 27,2012 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: suburbar shoreline designation; stable/unstable old slide shoreline slope stability; seismic; severe landslide hazard area; SUSC aquifer recharge area; coastal SIPZ. 5.) Aquifer Recharge Areas in Jefferson County are characterized by porous geological formations that allow percolation of the surface water into the soils and the underlying zone of saturation. Aquifers are geologic formations that contain sufficient saturated permeable material to yield significant quantities of water to wells and springs. Aquifers serve as the source of drinking water within most of the rural portions of Jefferson County. 6.) Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions that promote rapid infiltration of recharge waters to groundwater aquifers. 7.) Geologically Hazardous Areas in Jefferson County are characterized by slope, soil type, geologic material, and groundwater that may combine to create problems with slope stability, erosion, and water quality during and after construction or during natural events such as earthquakes or severe rainstorms. 8.) Marine shorelines and islands are susceptible to a condition that is known as seawater intrusion. Seawater intrusion is a condition in which the saltwater/freshwater interface in an aquifer moves inland so that wells drillec on upland areas cannot obtain freshwater suitable for public consumption without significant additional treatment and cost. Maintaining a stable balance in the saltwater/freshwater interface is primarily a function of the rate of aquifer recharge (primarily through rainfall) and the rate of groundwater withdrawals (primarily through wells). The Washington Department of Ecology is the agency with statutory authority to regulate groundwater withdrawal for individual wells in Jefferson County. New development, redevelopment, and land use activities on islands and in close proximity to marine shorelines in particular should be developed in such a manner to maximize aquifer recharge and maintain the saltwater/freshwater balance to the maximum extent possible by infiltrating stormwater runoff so that it recharges the aquifer. 9.) The parcel is located within a coastal SIPZ (seawater intrusion protection zone) according to the County GIS map. There are voluntary and mandatory measures identified in the Jefferson County Seawater Intrusion Policy (Resolution 44-22, effective September 23, 2002) that apply to well drilling proposals and building permit applications on existing lots of record. A Coastal SIPZ is defined as: all islands and area within one-quarter mile of marine shoreline, but no history of chloride concentration above 100 mg/L in groundwater sources within 1000 feet. 10.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i). 11.) The revised site plan dated April 24, 2012 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated June 28, 2012 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 12.) This approval is for a SPAAD only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 13.) The parcel has been designated as RR 1:5 under the Jefferson County Comprehensive Land Use Map effectivE August 28, 1998. 14.) The proposal was reviewed against the site plan determination criteria of the Unified Development Code (Section 8.7). The criteria for approval is as follows: 1. The proposed site plan conforms to all applicable county, state, and federal land use, environmental and health regulations and plans, including but not limited to the following: The Jefferson County Comprehensive Plan and the provisions of the Unified Development Code. Staff comment: The application was reviewed for consistency under the provisions of the Unified Development Code, Comprehensive Plan, and Shoreline Master Program. The application was found in compliance with all ordinances pertaining to the proposed development. 2. Adequate provisions for utilities and other public services necessary to serve the needs of the proposed site plan have been demonstrated, including open spaces, drainage ways, roads, and other public ways, potable water, sewerage disposal, fire flow and other improvements. Staff comment: Staff comment: The parcels total approximately 0.55-acres, and the revised site plan dated April 24, 2012 complies with UDC Table 6-1: Density, Dimension and Open Space Standards. Environmental Health states there is a septic system under SEP10-139. Health approval of this SPAAD is based on the notes added to the revised site plan on April 24, 2012 that excludes those portions of the primary and reserve drainfield areas and septic components identified as buildable area. The SPAAD approval does not assure use of the existing onsite sewage system. Any development application for a structure shall comply with the requirements of the current Jefferson County Code. Potable water is required at time of building permit application. The SPAAD does not vest for potable water. The approved site plan has not been reviewed for stormwater requirements. Sections JCC 18.30.060 and JCC 18.30.070 of the Jefferson County Code requires the project applicant prepare a stormwater plan in compliance with the Department of Ecology Stormwater Management Manual for Western Washington to control stormwater, erosion and sediment during construction, to address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. The SPAAD was not reviewed for fire flow due to the application as proposed identifies the parcel as utilizing a well. Jefferson County has no specific adopted fire flow requirements for utilization in permitting. Application of Coordinated Water System Plan (CWSP) fire flow requirements for individual projects is inappropriate since the primary purpose is for water system design to assure adequate pipe size, source and storage. 3. The probable significant adverse environmental impacts of the proposed site plan, together with any practical means of mitigating adverse impacts, have been considered such that the proposal will not have an unacceptable adverse effect upon the quality of the environment, in accordance with the State Environmental Policy Act (SEPA) implementing the provisions contained within Section 8 of this Code and Chapter 43.21C RCW. Staff comment: Single family residences are EXEMPT from the State Environmental Policy Act(SEPA). WAC 197-11-800(1)(b)(i) identifies the construction of any residential structure of four(4) dwelling units. 4. Approving the proposed site plan will serve the public use and interest and adequate provision has been made for the public health, safety and general welfare. Staff comment: The proposal will not affect the public health, safety, and general welfare. 15.) The revised site plan dated February 7, 2012 states proposed development will occur within the existing single family residence footprint. The geotech report states the existing single family residence is approximately 75 feet from the top of the marine bank (marine bank is approximately 50 feet in height). RCW 36.70A.480(3)(c)(i) applies to this proposal in that there is existing development on the parcel consisting of a single family residence with deck (bottom of deck is enclosed) and an installed septic system under permit number SEP10-139. The county's first critical areas ordinance was adopted on May 9, 1994 of which the existing development(existing house built in 1979) pre-dates this CAO. The proposal conforms to the 1989 SMP and there is no net loss in buffer habitat function. 16.) NOTICE: This permit does not excuse the proponent from complying with other local, state, and federal ordinances, regulations, or statutes applicable to the proposed development, but consistent with RCW 90.58. Development pursuant to this permit shall be undertaken subject to the applicable policies and performance standards of the Jefferson County Shoreline Management Master Program and the Jefferson County Unified Development Code. If during excavation or development of the site an area of potential archaeological significance is uncovered, all activity in the immediate area shall be halted, and the Administrator shall be notified at once. The Federal Endangered Species Act rules to protect threatened Chinook and Summer-run Chum salmon became effective on January 8, 2001. Bull trout have been listed as threatened since early 2000. Under the ESA, any person may bring lawsuit against any individual or agency that"takes" listed species (defined as causing harm, harassing, or damaging habitat for the listed species). In addition, the National Marine Fisheries Service can levy penalties. All areas in Jefferson County are included as "critical habitat" for a listed species. Development of property along any marine shoreline, freshwater shoreline, or floodplains could harm habitat if protective measures are not taken. To minimize the potential to damage habitat, all property owners developing adjacent to marine shoreline, freshwater shoreline, or floodplains are advised to do the following: -All development activities should avoid unstable slopes, wetlands, and forested areas near surface waters - Remove minimal vegetation for site development, especially large trees -Allow trees that have fallen into surface waters to remain there - Infiltrate stormwater from buildings and driveways onsite through drywells rather than discharging directly into surface waters or roadside ditches The Federal Bald and Golden Eagle Protection Act requires landowners within 660 feet (1/8th of a mile) of an eagle nest to consult with the US Fish and Wildlife Service. This Eagle Act prohibits anyone from "taking" bald eagles. This federal law defines the term "take" and describes the possible legal consequences when a "take" occurs. Among other actions, "take" includes a disturbance of bald eagles or their habitat. Under federal law a permit may still be required for activities that impact bald eagles or their habitat. Contact the US Fish and Wildlife Service (http://www.fws.gov/pacific/eagle/) to learn more about how this law affects your project. Any individual, group, or agency can bring suit for a listed species "taking", even if you are in compliance with Jefferson County development codes. The risk of a lawsuit against you can be reduced by consulting with a professional fisheries habitat biologist, and following the recommendations for site development provided by the biologist. For more information, contact the National Marine Fisheries Service in Seattle, or the U.S. Fish and Wildlife Service. APPEALS: Pursuant to RCW 36.70C,the applicant or any aggrieved party may appeal this final decision to Jefferson County Superior Court within twenty-one(21)calendar days of the date of issuance of this land use decision. KVINNESLAND 320 TALA SHORE DRIVE PORT LUDLOW, WA 98365 11 FEB - 7202 J ,1 JEFFERSON COUNTY 1.0 INTRODUCTION DEPT.OF COMMUNITY DEv,'EI.OPMENT Zenovic &Associates, Inc. was retained by Douglas Kvinnesland to complete a geotechnical report for the proposed construction of a new single-family residence at 320 Tala Shore Drive in Port Ludlow. The report is required pursuant to Jefferson County Code Section 18.22 (Critical Areas)and 18.25 (Shoreline Master Program) prior to permitting a residence within 200 feet of the Ordinary High Water mark of Hood Canal and within a mapped Geologically Hazardous Area. 1.1 Site Location The site is located on the east side of Tala Shore Drive, approximately 1/3 mile north of Paradise Bay Road, south and east of the community of Port Ludlow, within the NW 1/4 of the SE '/ of Section 15, T 30 N, R 1 E, W.M. The site is at 47 deg. 54' 37" N Lat. and 122 deg. 39' 21" W Long. The site location is shown on the Site Vicinity Map, Figure 1. 1.2 Proposed Construction We understand that the proposed project consists of the demolition of the existing dwelling on the property and the construction of a new residence in the general footprint of the existing house. A new on-site sewage disposal drainfield has been recently installed just to the west of the existing house. 1.3 Purpose Pursuant to the Jefferson County Unified Development Code (JCC 18.22), a Geotechnical Report is required for development on lots which have a designated Landslide Hazard Area. The marine bank along the east edge of the property meets the definition of a Landslide Hazard Area as set forth in JCC 18.22.160. The purpose of the investigation was to evaluate the potential of the failure of the marine bluff that forms the east edge of the property and establish appropriate protection standards for the lot that will minimize the potential for impacts to the bank from the proposed development. The lot slopes downhill consistently from west to east (towards the marine bank) at an average slope of 10-15%. The existing dwelling is located approximately 75 feet from the top of the marine bank. The garage is located on the north side of the driveway approximately 30 feet west(uphill)from the dwelling; the shop is located on the south side of the driveway just west of the garage. The marine bank has an estimated height of 50 feet(based on measurements using a hand-held inclinometer)and an average slope of 65 degrees (0.5 horizontal to 1 vertical). The face of the bluff is covered with dense vegetation consisting primarily of small diameter willow trees and an understory of native brush and ground cover. The toe of the bank sits on the upper beach area of the Hood Canal; no armoring of the toe of the bank was observed. The upland portion of the lot between the top of the bank and the existing dwelling is covered with lawn and some ornamental plantings. A short rock wall, averaging approximately 30" in height is located approximately 35 feet from the top of the bluff. From the top of the wall, the level yard area extends a distance of 40 feet to the dwelling. An 8' wide wood deck extends along the entire water side of the dwelling. A small storage/work room located below the deck and extending an additional 12 feet out from the edge of the deck is located approximately in the middle 1/3 of the dwelling. A small, well-vegetated swale is located along the south property line. Vegetation in the swale consists of salmonberry, ferns, and big leaf maples. No defined drainage path was observed in the swale that would indicate that this area is part of any natural or man-made drainage system. 2.2 Geologic Setting The site lies within the Strait of Juan de Fuca branch of the Georgia Depression. The Strait of Juan de Fuca Branch was occupied by the Juan de Fuca lobe of the Cordilleran ice sheet during the Vashon Stade of the Fraser Glaciation. The Geologic Map of Eastern Jefferson County indicates that the basic geologic formation of the project area is Vashon Lodgement Till. Till is described as an unsorted, unstratified, highly compacted mixture of clay, silt, sand, gravel, and boulders deposited by glacial ice and may contain interbedded stratified sand, silt, and gravel. Page 3 Geotechnical Report for Douglas Kvinnesland —320 Tala Shore Drive, Port Ludlow October 27, 2011 2.3 USDA Soil Conservation Service Soils Information The United States Department of Agriculture (USDA) Soil Survey of Jefferson County Area, Washington, issued August 1975, indicates that the near surface soils (0 to 5 feet below the existing ground surface (bgs))at the site consists of the Alderwood-Sinclair association, soils that are typically moderately well-drained, dominantly strongly sloping to steep, gravelly soils underlain by compact glacial till. The site soils are mapped as Cassolary-Kitsap complex (CkD), 15 to 30% slopes. 2.4 Coastal Zone Atlas Information The marine bank along the project site is designated as Unstable Old Slide by the Coastal Zone Atlas. The instability of the slope is a result of the impacts from surface erosion of the marine bank and shoreline dynamics. While the glacial till soil mass is relatively stable, the flow of intercepted groundwater will erode the bank face and freeze- thaw cycles in winter tend to increase this impact. The eroded soil is deposited at the toe of the bluff, providing some protection of the bank. The wave and tidal action will erode these soils and allow for further oversteepening. At this site the wave and tidal action is minimal due to the stability of the beach formation at the base of the bluff. As such, the slope stability in this location is much greater than a typical marine bank. 2.5 Subsurface Exploration No test pits were completed for this project due to the lack of access to the portion of the site adjacent to the marine bank and the ability to observe the near vertical portion of the bluff adjacent to the shoreline. 3.0 CONCLUSIONS AND RECOMMENDATIONS 3.1 General The recommendations for design and construction presented in the following sections are based on our understanding of the proposed construction (Section 1.2), engineering assessment of the anticipated subsurface conditions (Section 2.4), and experience with similar projects in similar soil conditions. If there is any change in the project criteria, including project location on the site, a review should be made by this office prior to final design and construction at the site. The design recommendations included in this report do not apply to future structures. 3.2 Setback from the Top of the Marine Bank Based on our inspection of the site, review of historical photographs and maps, and observation of the shoreline bank, it is estimated that the rate of recession will be less than 3-4" per year and that the formation will stabilize when the slope approaches Page 4 Geotechnical Report for Douglas Kvinnesland —320 Tala Shore Drive, Port Ludlow October 27, 2011 approximately 1 horizontal to 1 vertical. As such, the top of the glacial till formation will stabilize about 25 feet westerly of is current location in not less than 100 years. Using a typical safety factor of 100%, the recommended setback from the existing top of the bluff would be 50 feet. This setback is less than the bank height setback required by the Shoreline Master Plan. Constructing a house in the approximate footprint of the existing modular home will result in a structure that is safe from bluff recession for much longer than the lifespan of a typical house. 3.3 Shallow Foundations Based on preliminary design information, the proposed structure will apparently be founded on the sandy gravel material well above the till layer. We recommend that the structure be founded on conventional spread footings or slab on grade bearing on the natural sandy gravel. A net allowable bearing pressure of 3,000 pounds per square foot (psf) should be used for the design of all foundations. The allowable bearing pressure may be increased by 33 percent for short term or infrequent loading such as wind and seismic loads. The recommended minimum dimension of continuous or isolated footings is 18 inches. Due to the proximity of the proposed structure to the top of the nearby slope, the increase in allowable sliding resistance as set forth in Section 1804.3.1 of the 2009 International Building Code is not permitted for this project. 3.4 Permanent Slopes Permanent cut or fill slopes should be designed to be no steeper than 2 horizontal to 1 vertical. Permanent slopes should be replanted with fast-growing, deep rooted grasses, shrubs, and other ground cover after final grading. If vegetation is not fully established prior to wet weather occurring, the slopes should be covered with visquene to aid in preventing excessive erosion and water infiltration. 3.5 Drainage Control of drainage from impervious surfaces on the site is critical for protecting the integrity of the marine bank. Saturation of the soils lowers the grade at which the soils are stable. In addition, the surface soils are very erosive and discharging concentrated runoff onto these soils will negatively impact slope stability. Drainage from roof runoff and other impervious surfaces should be collected into a tight line system and directed to the existing drainage system for the garage/shop structure that discharges at the base of the marine bank. Proper analysis of runoff rates needs to be completed to assure that the existing system will not be overloaded with the addition of this new runoff. Page 5 Geotechnical Report for Douglas Kvinnesland—320 Tale Shore Drive, Port Ludlow October 27, 2011 3.6 Groundwater Influence on Structures/Construction Groundwater was not encountered in the test pit excavations as noted previously. It is not anticipated that groundwater will be encountered in excavation for the building. 4.0 REVIEW AND CONSTRUCTION OBSERVATIONS 4.1 Review of Plans and Specifications The recommendations outlined in this report are based only on preliminary plans and verbal discussions about the project with the Client's representative. It is recommended that Zenovic &Associates, Inc. be retained to review the final plans and specifications to assure that the requirements set forth herein are met. 5.2 Construction Observations Due to the scope of the project, construction observation is not anticipated to be required for this project. However, if soil conditions that vary significantly from those presented herein are encountered during site excavation activities, Zenovic &Associates, Inc. should be contacted to review the conditions and make appropriate changes, if required. 5.0 LIMITATIONS This report has been prepared for Mr. Douglas Kvinnesland regarding the subject project. Information provided in this report has been collected and interpreted in a manner consistent with the level of care and skill ordinarily exercised by members of the profession currently practicing under similar conditions, and in accordance with sound and generally accepted principles consistent with normal consulting practice. No other warranty, expressed or implied, including (but not limited to)any warranty or merchantability or fitness for a particular use has been made. In the event that change in nature, design, or location of the proposed construction is made, or any physical changes to the site occur, recommendations are not considered valid unless the changes are reviewed by our firm and conclusions of this report are modified or verified in writing. The subsurface exploration logs and related information depicts conditions only at the specific locations and at the particular time designated on the logs. The passage of time may result in a change of subsurface conditions at these exploration locations. Subsurface conditions at other locations may differ from conditions occurring at the exploration locations. The nature and extent of variations of subsurface conditions between exploration locations are not known. If variations appear during additional exploration or construction, reevaluation of recommendations in this report may be necessary. The septic system will be installed on a parcel that is immediately adjacent to Hood Canal. This segment of the shoreline is designated as Suburban. 2.) The application was reviewed by the Jefferson County Department of Community Development staff for the potential presence of Critical Areas under the provisions of the Jefferson County Code (JCC). After an initial Geographic Information Systems mapping review, the following Critical Areas were identified on the subject property: fish and wildlife habitat conservation areas (listed species in marine waters); wetlands; geologically hazardous areas (unstable old slides, seismic hazards, high landslide hazards), and seawater intrusion protection zone (coastal). 3.) Maintaining a stable balance in the saltwater/freshwater interface is primarily a function of the rate of aquifer recharge (primarily through rainfall) and the rate of groundwater withdrawals (primarily through wells). New development, redevelopment, and land use activities on islands and in close proximity to marine shorelines in particular should be developed in such a manner to maximize aquifer recharge and maintain the saltwater/freshwater balance to the maximum extent possible by infiltrating stormwater runoff so that it recharges the aquifer. 5.) In addition, the National Marine Fisheries Service can levy penalties. All areas in Jefferson County are included as "critical habitat"for a listed species. Development of property along any marine shoreline, freshwater shoreline, or floodplains could harm habitat if protective measures are not taken.
