WHEREAS, a planned replacement of a failed culvert at MP 1.36 on Center Road, County Road No.
931507, shall cause interruption and unavoidable delays to traffic, and
WHEREAS, potential hazard exists to the motoring public and the construction workers, and
WHEREAS, alternate routes are available to the motoring public, and
WHEREAS, Chapter 47.48 R.C.W. authorized closure of roads,
IT IS HEREBY RESOLVED that said Center Road at MP 1.36 will be closed to all traffic, over a
consecutive four day period from Monday to Friday between 9 AM on the first day, and terminating
5 PM on the last day. The earliest date this can occur is July 10, 2017, the latest date is August 18,
2017. If the culvert replacement is completed prior to the end of the four days allowed, the road will
be reopened as soon as it is safe to do so.

Subject: Resolution for Temporary Closure of Center Road
County Road No.931507
Statement of Issue: A failed culvert at Center Road MP 1.36 is to be removed and replaced as
part of the Center Road Overlay Phase 5 project.
Analysis/Strategic Goals/Pro's & Con's: The culvert to be replaced has failed allowing the
roadway embankment to enter the pipe. This results in voids in the roadway embankment that
must be filled to prevent damage to, or collapse of the pavement. Earlier this year eight cubic
yards of fill were required to fill a void that opened under the west half of the roadway. The
culvert's condition represents a hazard to persons and vehicles traveling the roadway as well as
a continuing maintenance expense to the County. Because of the depth of the pipe, replacing
the culvert will require temporary closure of the roadway. The conditions of the contract allow
complete closure of Center Road to vehicular, pedestrian and bicycle traffic for a consecutive
four day Monday thru Friday period. The earliest date this is expected to occur July 10, the
latest is August 18. If the culvert replacement is completed prior to the end of the four day
period, the roadway will reopen as soon as the work is completed. Advanced notification signs
will be placed at the work site and the roadway closure will be noted on electronic message
signs at the Center Rd./SR 19 and Center Rd./ SR 104 intersections beginning 7 days ahead of the
closure.
The Jefferson County Sheriff's Office and Dept. of Emergency Management, Jefferson Transit, US
Postal Service, Washington State Patrol, East Jefferson Fire and Rescue, and Port Townsend
Paper Company have been contacted regarding this closure and a legal notice will be published
in the Peninsula Daily News and The Leader. Additional communications with above agencies
and an additional notice will be published in the newspapers once the exact closure dates are
known. In addition, contact information for the project manager is provided in the Legal Notices
so that any interested party can be sent an email informing them of the closure dates once they
are known.
Fiscal Impact/Cost Benefit Analysis: The passing of a Resolution for Temporary Road Closure
does not in itself require spending of funds above the cost included in the project.
Recommendation: The Board is requested to execute the attached Resolution for Temporary
Road Closure and return a copy to Public Works for further processing.
