Meeting Minutes
Wednesday, July 13, 2016
4:00 to 5:00 pm

Present: Johnny Colden, Lyndsey Kellan (new from ESD, Marijuana Prevention
Specialist), Teresa Bailey, Bob Wicks, Teri Naughton, Silvia Zimmer-Blikas, Ron
McClung, Tonya Barnett

Meeting called to order: 4:05 pm
Welcome and Introductions: Members checked in. Lyndsey Kellan introduced
herself. She is from OESD114 and is the new Marijuana Prevention Specialist. Denise
Banker introduced herself as a candidate who interviewed for the CPWI Coordinator
position.
Minutes: Bob moved that the Minutes be approved, Teresa seconded, the motion carried.
Public comments: Silvia wants to change the whole community. She wants to work on
substance abuse issues for all people of all ages.
Teresa announced a self-defense class for girls and women, called RAD, will be held in
the Quilcene High School on August 23, 24 & 26th from 5:00 to 9:00 pm in the Quilcene
High School gym.
Johnny announced a UGN Community Conversation about Youth Mental Health &
Substance Abuse tonight from 6-7:30 PM at PT Carnegie Library in Port Townsend.
Celebration of CPC accomplishment
Kelly Matlock stated that the coalition members should be proud of the
accomplishments of the coalition as she handed out a quick history for the Chimacum
Prevention Coalition. From the beginning of the coalition in September 2013 the
coalition has consistently added more and more programs.
Timeline for the 2016 – 2017 school year
Kelly handed out a timeline with all of the tasks that the coalition will be involved with
starting in September.
Social Media Update
County has stopped us from using any social media because of the concern that we
would not be able to comply with a Jeff Co public records request.

Ron expressed the desire to get this issue to the legal department of the county asap (it
may already be in process because other County agencies are also interested in using
social media).
The Question is: Would a community coalition governed by volunteers be subject to a
public records request?
Update on Hiring Process for the new CPWI Coordinator
Ron, Kelly and Vicki Kirkpatrick, the Director of the Health Department, have
interviewed 5 candidates for the CPC Coordinator position. All were quite capable.
Decision will be forthcoming
Update on Environmental Committee work
In looking the legal complexity at all of the policies that deal with alcohol, marijuana and
other drugs for Chimacum School District, Kelly asked for templates for these policies
from the Washington State School Directors’ Association. It is this Associations
templates that are the foundation of the District’s policies. The current templates have
been updated since marijuana has been legalized. Kelly is suggesting that the
Environmental Committee focus on the policies that deal with prevention only. She will
be contacting the committee later this month to suggestions.
Update on Parenting Wisely
This is a direct service evidence-based online parenting program that the Coalition
sponsors year round. Currently Julia Danskin is still monitoring the program. When the
new Coordinator is hired, she will be in charge of monitoring the program. We still have
a number of slots open, so Coalition members are encouraged to think of parents who
might be interested in doing this online training.
Update on Strengthening Families Program
Strengthening Families is a direct service evidence-based parent-child bonding
program that the Coalition sponsors twice a year. It is done in partnership with Jeff.
Co. 4-H. The Coalition pays for the training, curriculum, rent and the site manager. The
facilitators are trained 4-H volunteers. Insurance is provided by 4-H. The next session
has tentatively been planned for October and November 2016. Again, Coalition
members are encouraged to think of parents who might be interested in doing this
training next fall. Dinner and childcare for younger children is provided.

Update on Protecting You/Protecting Me
Historically this direct service evidence-based prevention program has been facilitated
by Deputy Kellie Greenspan with Jeff. Co Sheriff’s Department in the 5th grade in
Chimacum. Kellie will not be facilitated it in the future, but Sheriff Stanko is committed
to having another Deputy doing it. Kelly Matlock contacted the program developers to
find out about training options. Currently the program is being revised. The new
Coordinator will need to follow up with the developer about the revised program and
training for a new Deputy. This program focuses on what happens to the developing
brain if young people drink alcohol. It also teaches refusal skills, and talks about car
safety if a child must ride in a car with a driver who is impaired.
Update on Project Toward No Drug Abuse
Whitney and Ciela asked to bring this prevention curriculum in for the “Open Doors”
program at Chimacum High School. It is an alcohol evidence-based program and a
marijuana promising program. The new Coordinator will need to follow up with Whitney
and Ciela about purchasing the curriculum and the implementation of this program in
the high school.
Next meeting
It will be on August 10th at the Teen Center. Agenda items are:
Introduction of the CPWI Coordinator;
More discussion about developing and writing the new Strategic Plan this next school
year.
