SUBJECT: Agenda Item — Amendment #4 to Interlocal Agreement with WA Dept. of Fish
and Wildlife (WDFW) to transfer funds between tasks; July 1, 2015 — June 30,
2017.
STATEMENT OF ISSUE:
Jefferson County Public Health requests approval of Amendment #4 to Interlocal Agreement with WDFW to
transfer funds between tasks; July 1, 2015 — June 30, 2017; Amendment #1 awarded additional $16,590 to
$91,920 for a total of $108,510. Amendment #2 awarded no additional funds. Amendment #3 awarded
additional $25,990 to $108,510 for a total of $134,500. This amendment adds no additional funds.
ANALYSIS/ STRATEGIC GOALS/PRO'S and CON'S:
The original contract funds administrative capacity for the North Pacific Marine Resources Committee by
funding the activities and responsibilities of the MRC Coordinator, and providing project funds for the two -
county partnership (Jefferson and Clallam), as well as funds the UW COASST bag -n -tag protocol
development and training, education programs through Feiro Marine Life Center, and coordination of coast -
wide beach cleanups and outreach by Washington CoastSavers. The amendment is to transfer funds
between tasks, as follows:
• -$1,500. Task 5: West End Natural Resource News
• -$5,200. Task 7: Water Bottle Filling Stations and Educational Signage
• $6,700. Task 6: Forks Rainforest Events and Activities
This is a no cost amendment resulting in the award total remaining the same at $134,500.
The goal of the Coastal MRC program is to understand, steward, and restore the marine and estuarine
ecological processes of the Washington coast in support of ecosystem health, sustainable marine resource
based livelihoods, cultural integrity, and coastal communities. This contract supports education and
outreach, coastal communities, marine life, sound science, and marine habitats.
Consent Agenda
FISCAL IMPACT/COST BENEFIT ANALYSIS:
Funding for the NPC MRC is provided by the State General Fund and administered through the WDFW
Coastal MRC Program. There is no impact to the Jefferson County General Fund for this agreement and
there are no match requirements.
RECOMMENDATION:
JCPH Management recommends BOCC signature of Amendment #4 to the NPC MRC Interagency Agreement
to Support North Pacific Coast Marine Resources Committee (NPC MRC) and its Projects; July 1, 2015 —
June 30, 2017; Amendment #1 awarded additional $16,590 to $91,920 for a total of $108,510. Amendment
#2 awarded no additional funds. Amendment #3 awarded additional $25,990 to $108,510 for a total of
$134,500. Amendment #4 awards no additional funds.

AMEND Attachment C I Statement of Work
Tasks 5, 6 and 7 are amended to allow for the transfer of funds between tasks as follows:
PROJECT TASK 5: JEFFERSON COUNTY - WEST END NATURAL RESOURCE NEWS
This Amendment removes $1,500 from this Task bringing the new Task 5 total to $6,500.
PROJECT TASK 7: WATER BOTTLE FILLING STATIONS AND EDUCATIONAL SIGNAGE
This Amendment removes $5,200 from this Task bringing the new Task 7 total to $6,665.
PROJECT TASK 6: JEFFERSON COUNTY - FORKS RAINFEST EVENTS AND ACTIVITIES
This Amendment transfers funds from Task 5 and Task 7 in the amount of $6,700 to this task bringing the new Task
6 total to $13,415.
This is a no cost Amendment resulting in the award total remaining the same at $134,500.
All other terms and conditions of this Contract remain in full force and effect.
