PLAN REVIEW COMMENTS: 1. IBC 903.2.9 requires that an automatic fire-sprinkler system is required for any building of occupancy Group S-1 that has a fire area that exceeds 12,000 square feet. A fire wall is instead proposed to divide the building into 2 separate fire areas, however, the resultant fire areas are approximately 8235 square feet to the east, and 13,695 square feet to the west, obviously resulting in a fire area that still exceeds 12,000 square feet. Please describe how the requirements of IBC 903.2.9 will be satisfied. 2. IBC 706.6 requires vertical continuity of fire walls to extend a minimum of 30 inches above the roof unless certain exceptions are satisfied. Sheets AS4.1, AS4.2 and Detail 2/AS5.4 do not describe a continuation above the roof, nor is the roof covering described to determine if an exception will apply. Please provide a description and/or details of how the requirements of IBC 706.6 will be satisfied. 3. Sheet AS4.1. In accordance with IBC 1011.1, the path of egress travel shall be marked by readily visible exit signs to clearly indicate the direction of exit travel. In addition, no point in an exit access hallway can be more than 100 feet from a visible exit sign (or manufacturer's listed viewing distance). As such, at each intersection of east-west hallways with the three north-south hallways, directional exit signs are required (3 locations at each). In addition, the easternmost north-south hallway requires a directional exit sign at the intersection with the short hallway providing access to the exit door to the east. (A total of 3 exit door signs and 10 directional signs appear to be necessary to accommodate the proposed layout.) Please clarify the proposed exit signage in accordance with IBC 1011. 4. Sheet AS4.1. Technically, when the (coiling) doors in the fire wall are closed, the east side of building G has only a single exit. (West side has 2 available exits.) In accordance with IBC 1021.2, spaces with one exit are allowed a maximum travel distance (to an exit) of 100 feet. As shown, from the north hallway, by Grid 16 to the single exit exceeds 100 feet. However, to look at code intent, multiple exits are typically required so that no single fire location will block exiting capability. In this instance, if a fire originated near the east exit, making it and the east hallway unusable, realistically, because the coiling doors in the fire wall are held open with a fusible link (as opposed to electronic control by smoke detection), they would still be available to access exits with a fire originating as described. A fire originating where it would trip one or more of the coiling doors would assumedly allow the single exit door to be usable. So realistically, I believe the intent is satisfied as an additional exit path is still maintained (thus subject to a 250 foot maximum exit travel distance in accordance with IBC 1016.1). This is noted here simply for documentation of the issue; assuming the architect is in agreement, no correction is required, however, if the fire wall is relocated (See Comment #1) this issue should be revisited and/or addressed to assure code compliance. 5. Sheet AS4.1 (Building G) Note 5 states that a schematic layout is shown for proposed portable fire extinguishers; however, none are shown on the plan. Please provide all locations of proposed extinguishers in accordance with IBC and IFC Sections 906. (With 2A-10BC extinguishers proposed, and assuming ordinary hazard, the extinguishers are suitable for coverage of up to 3000 square feet each, and must be locate such that no point in (or around) the building is more than 75 feet from an available extinguisher. Please identify all portable extinguisher locations in accordance with IBC/IFC Sections 906. 6. Sheets AS2.1 &AS2.2. Similar to the comment above, portable fire extinguishers are required for buildings A through F in accordance with IBC and IFC Sections 906. Please identify all proposed portable fire extinguisher locations. Energy Code/Mechanical: 7. In accordance with WSEC Sections 1310.1 and 1310.2, a semi-heated building is required to satisfy all of the building envelope requirements of WSEC 1310.1. The plans indicate roof insulation of R-30 in compliance with WSEC 1310.1 and Table 13-1, but no information is provided indicating the required slab insulation (1,2 and 4/AS5.1) or U-factors of exterior wall door assemblies. Please provide minimum R-10 foundation/slab insulation and exterior door specifications indicating compliance with the WSEC Table 13-1 requirements. (Or provide other information if walls other than the exterior walls are proposed as the boundary between semi-heated and non-conditioned spaces.) A full description of the proposed heat source(s) and identification of heated (or semi-heated) spaces is also required to determine code compliance. 8. Please provide complete mechanical plans indicating all heating equipment, any ductwork, appliance locations, fuel types, gas piping, condensate piping, refrigerant piping, hydronic piping, all system controls, etc., as well as all exhaust system components. Please also be sure to identify how all proposed equipment satisfies the requirements of WSEC Chapter 14. Structural/Geo-Technical 9. Sheet AS5.1. The geo-technical engineer recommends that continuous (wall) and isolated (column) footings should be at least 15 and 30 inches wide, respectively. However, the structural calculations and the details on Sheets AS3.1 (buildings A-F) and AS5.1 (for building G) generally indicate 12-inch wide (continuous) footings, and (for isolated locations in building G) 24-inch wide column footings. By calculation, the footing sizes appear adequate for the imposed loads, however, the discrepancy between the geo-technical recommendations and the structural design should be resolved. (It is noted that the geo-technical report classifies the site soils as class C, whereas the structural engineer utilized a more conservative assumption of site class D for the structural calculations.) 10. The geo-technical engineer recommends a minimum 10-mil vapor retarder/barrier to be placed below the buildings' slab-on-grade floors as well as a specifically prepared sub-grade. IBC 1910.1 likewise requires the installation of a vapor barrier (6-mil min.) below the floor slabs. The foundation details on Sheets AS3.1 and AS5.1 do not identify the vapor retarder or sub-grade preparation. Please clarify the requirements. 11. The geo-technical engineer recommends installation of foundation drains at the perimeter of each building and along the heel of the retaining walls. The construction plans do not depict the foundation drains. Please clarify. Unfortunately, the construction plans cannot be recommended for approval for a building permit until all outstanding issues are resolved. To re-submit plans: Please make the required corrections and/or clarifications and submit a revised electronic copy of the plans (.PDF or .DWF); or, if on paper, two complete sets of the plans clearly identifying all revisions. If the plan sets are re-submitted electronically, then once approved, the electronic set will contain the approval indications and will be returned to the City on two CDs, one copy for the City record, and one copy to be returned to the applicant/architect in order to print off an official "Approved Site Copy" of the plans to be maintained on-site during construction.
