Sullivan District No. 3 Commissioner: Kathle le County Administrator: Philip M AFT T Clerk of the Board: Erin Lund `gS�I0 MINUTES Week of May 15, 2017 Madam Chair Kathleen Kler called the meeting to order at the appointed time in the presence of Commissioner David Sullivan and Commissioner Kate Dean. PUBLIC COMMENT PERIOD: The following is a summary of comments made by individuals in attendance at the meeting and reflect their personal opinions: • An individual: 1) Stated the flags in the Commissioners' Chambers are not in the correct order; and 2) Urged the County to give authority to Animal Shelter employees and the Parks and Recreation Manager so they can issue citations regarding violations of the Animal Responsibility Code; • An individual commented on chemicals in our environment and gave various examples of how they can affect our bodies; • An individual: 1) Thanked the County for addressing the geoduck harvesting issue expeditiously; and 2) Stated that the Pit -to -Pier project is still alive and questioned why; and • An individual welcomed the quad-plex apartment complex that recently moved into Port Townsend and urged the County to support all efforts that address our housing challenge. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Sullivan moved to approve all the items on the Consent Agenda as presented. Commissioner Dean seconded the motion which carried by a unanimous vote. 1. RESOLUTION NO. 22-17 re: Continuing Relationship with the Washington Counties Risk Pool (WCRP) and the Related Appointments and Designations of the County 2. CALL FOR BIDS re: Quilcene Solid Waste Drop Box Site — Improvements, Project No. 401 594 1984; Bids Accepted Until 9:30 a.m. and Opened and Read Publicly at 10:00 a.m., or Shortly Thereafter on Monday, June 5, 2017 in the Commissioners' Chambers; Jefferson County Courthouse 3. AGREEMENT re: HJ Carroll Park Caretaker Services; No Dollar Amount; Jefferson County Public Works; Tim and Christy Fiedler 4. Payment of Jefferson County Payroll Warrants Dated May 5, 2017 Totaling $774,841.98 and A/P Warrants Done by Payroll Dated May 5, 2017 Totaling $747,586.93 COMMISSIONERS BRIEFING SESSION: The Commissioners reported on their meeting schedules and calendar coordination. Calendar Coordination: Below is a list of the upcoming meetings and events the Commissioners will be attending in the near future: • Jefferson County Chamber of Commerce meeting • Navy Special Ops training demonstration • Rhododendron Festival and Parade The meeting was recessed at 10:15 a.m. and reconvened at 10:35 a.m. with all three Commissioners present. COUNTYADMINISTRATOR BRIEFING SESSION: County Administrator Philip Morley reviewed the following with the Board. Miscellaneous Items: • Quilcene Safe Routes to School. • Port Townsend Food Co -Op; expansion. • Jefferson County Library; looking at septic design for potential future expansion. Director Meredith Wagner will be retiring soon. • Northwest Maritime Center; has grown to 26 full-time employees. Potential underwater park in the area. Breakwater repair issues could impact the 2018-2019 Wooden Boat Festival. • Key City Theatre; looking for a new location. • Bill 5238 was signed by Governor Jay Inslee. • Housing Levy; potentially on the ballot for November 2017. • Public Development Authority; they are hoping to receive large grants for infrastructure improvements. Discussions regarding PDA potentially taking over management of the Fort Worden Lighthouse. • Howard Street; looking at new zoning. • New Port Townsend Water Treatment Plant; new reservoir is up and running. They will have an open house for the plant in July 2017. • Water Street; Plans for a project in front of the Visitor Plaza. Page 2 Commissioners Meeting Minutes of • FEMA; new map and guidelines. IJNW —N° • Sheriff's Office; they can receive a $10,000/year supplement for hiring Veterans. • Housing Levy; continued discussion. • Sentinel Landscape Designation; Jefferson Land Trust and Trust for Public Lands seem committed to working within parameters. • July 3, 2017 Board of County Commissioners' meeting; Commissioners discussed the option of cancelling the meeting. • Administrative Professionals Day; scheduling staff lunch. • Legislative work session; Mike Chapman of the Washington State Association of Counties to be invited to a work session during a BOCC meeting. Commissioner Dean to coordinate. The meeting was recessed at 11:45 a.m. and reconvened at 1:33 p.m. with all three Commissioners present. DISCUSSION re: Authorization and Concurrence for Acquisition of Gallagher and Holt Properties Located on the Big Quilcene Floodplain: Floodplain protections are necessary to ensure adequate riparian habitat for salmon and to prevent or mitigate the impacts of flooding. Through the Hood Canal Coordinating Council (HCCC) Lead Entity for Salmon Recovery process, key properties have been identified for acquisition by Jefferson County and its partners. Environmental Health, in partnership with Public Works, requests approval of an Authorization and Concurrence document to initiate negotiations on the Gallagher and Holt parcels located on either side of Rodgers Street, north of the Big Quilcene River. The properties total 2.89 acres. One single family residence and other improvements will be relocated or demolished subsequent to acquisition. Additional acquisitions are anticipated on the Big Quilcene River as part of the overarching effort to complete and implement the Big Quilcene Restoration Plan under development by the Hood Canal Salmon Enhancement Group in partnership with Jefferson County, tribes, stakeholders and local residents. Environmental Health Specialist Tami Pokorny briefed the Board on acquiring additional properties along the Quilcene Floodplain. She stated that they are focused on purchasing properties around the river and where the river could migrate to. Madam Chair Kler noted that the Gallagher property is a residential property with a home that could be rented. She asked why are we taking the house off the market? Commissioner Sullivan asked if the house could be moved? Ms. Pokorny replied that they have hopes that the house can be moved. She added that the home has been partially remodeled, but the remodel has not been completed. She stated she will work with the Treasurer's Office to discuss potentially auctioning the house. Commissioner Sullivan moved to approve the Authorization and Concurrence document for the purchase of the Gallagher and Holt Properties in the Big Quilcene Floodplain. Commissioner Dean seconded the motion which carried by a unanimous vote. The Board agreed that all attempts be made to relocate the house from the Gallagher property. Page 3 Commissioners Meeting Minutes of May 15, 2017 y � Y .............+--.--.-e.......«.....a..-..,....e..-.-..........-.... ....-........ ,...... _.,.....: -... ...�..««�«..«.,.—.A-,e.....,...,.-...�-.......-«....—......«....r..-,,.......-.A.. ...,...>-,. .-«....+v�--i..- i. � ., .......... .. ......., ,....- DISCUSSION re: Possible Removal of Jeffers ounty, Grantee, from Brown Dairy Agricultural Conservation Easement and Resource and Cons tion Office (RCO) Sponsorship Obligations: The Brown Dairy Agricultural Conservation Easement is one of three held by Jefferson County, Grantee, in partnership with Jefferson Land Trust (JLT) as Co -Grantee. The property is now operated as Finnriver Orchard. The easement was acquired in 2009 when the Resource and Conservation Office (RCO) Washington State Farmlands Preservation Account required the involvement of a public entity. Since that time, the requirement for a public entity has been withdrawn and JLT is eligible to hold sole title to the easement and act as sole project sponsor of the associated grant agreement with RCO. Removal of Jefferson County from easement and sponsorship obligations would simplify the ongoing stewardship, administration and enforcement of the easement by JLT in a number of important and cost- saving ways. Should the County wish to proceed, it would involve approval of an Amendment to Project Agreement (RCO 08-1214C) and a Quitclaim Deed to divest the County of its interests. Jefferson Land Trust Stewardship Director Erik Kingfisher stated that the previous property owner, Gloria Brown, sold the property to Conservation, LLC before she passed away. Conservation, LLC leased the property to agriculture producers who requested an amendment to the easement. They are looking to change the configuration of the building envelope. Mr. Kingfisher noted that this may be a good time to release the County from its obligations so they are not burdened by the entire process. Madam Chair Kler asked what does the County lose or gain from this? Commissioner Sullivan replied that it can free the County up to do other things. He added that what is proposed is consistent with the idea of conserving farmland. County Administrator Philip Morley noted that today is only a briefing. The County will defer action until they can review the request with legal counsel. Mr. Kingfisher explained some of the operational aspects of JLT with the Board. County Administrator Morley reviewed the timeline for the potential Housing Levy should the July 3rd meeting be cancelled. • Sheriff's Office; Chief Civil Deputy Prosecuting Attorney's Opinion No. 17-031 re: Balance between the Board of County Commissioners, the County Administrator and the Sheriff on personnel matters. CANCELLATION of the Board of County Commissioners' Meeting Scheduled for July 3, 2017: Commissioner Sullivan moved to cancel the July 3, 2017 Board of County Commissioners' meeting. Commissioner Dean seconded the motion which carried by a unanimous vote.
