County Administrators Briefing Session Commissioners Office JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST TO: Board of County Commissioners Philip Morley, County Administrator FROM: Karen Obermeyer — Jefferson County Public Health DATE: July 10, 2017 SUBJECT: 5210Jefferson STATEMENT OF ISSUE: 5210 is a nationally recognized community & science -based initiative to help people & communities improve their health by adopting four simple healthy behaviors every day. It is a strategy of the Jefferson County Community Health Improvement Plan to address chronic disease. 5210 aims to increase physical activity and increased consumption of fruits and vegetables, through both common messages and system, policy and environmental strategies that support these common messages. ANALYSIS: Chronic Disease Prevention is one of the top 4 health priorities of the Jefferson Co. Community Health Improvement Plan. According to the Jefferson Co Community Health Assessment: The primary cause of 1 in 5 deaths was due to diseases of the heart, second only to cancer. Cerebrovascular deaths have increased. The primary cause of about 1 in 6 Jefferson County resident hospitalizations was related to the circulatory system (hypertension, heart disease, cerebrovascular disease). • 5- About 3 in 10 Jefferson adults and About 1 in 3 Jefferson youth, reported eating at least five fruits and veggies per day, slightly above WA State. • 2 -In Jefferson County, about half of 8th, 10th and 12th graders and 1 in 5 sixth graders report 3 or more hours of screen time daily, about the same as WA for all grades. Jefferson and WA 10th and 12th grade rates have worsened over time, • 1 -Only about half of 8th and 10th graders and about half of 12th graders Jefferson County and Washington State report getting the recommended level of daily physical activity. • 0 -Sugar sweetened beverage consumption rates have skyrocketed since the 1970's. They are the single food most closely associated with overweight and obesity. RECOMMENDATION: JCPH recommends that Jefferson County join nearly 20 community local partners and leading national organizations such as American Academy of Pediatrics, Institute of Medicine, Center for Disease Control and Prevention, in supporting the 5210Jefferson initiative. A diet rich in fruits and vegetables provides vitamins and minerals, important for supporting growth and development, and for optimal immune function in children. High daily intakes of fruits and vegetables among adults are associated with lower rates of chronic diseases such as heart disease, stroke, high blood pressure, diabetes, and possibly, some types of cancers. Emerging science suggests fruit and vegetable consumption may help prevent weight gain, and when total calories are controlled may be an important aid to achieving and sustaining weight loss. 13 hours or less recreational screen times`. According to the American Academy of Pediatrics (AAP,) the average child watches an average of 5--6 hours of television a day. Watching too much television is associated with an increased prevalence of overweight and obesity, lower reading scores, and attention problems. The AAP therefore recommends that children underage two shouldn't watch any television.
