ENVIRONMENTAL CHECKLIST Purpose of checklist: The State Environmental Policy Act(SEPA), chapter 43.21C RCW,requires all governmental agencies to consider the environmental impacts of a proposal before making decisions. An environmental impact statement(EIS)must be prepared for all proposals with probable significant adverse impacts on the quality of the environment. The purpose of this checklist is to provide information to help you and the agency identify impacts from your proposal(and to reduce or avoid impacts from the proposal,if it can be done)and to help the agency decide whether an EIS is required. Instructions for applicants: This environmental checklist asks you to describe some basic information about your proposal. Governmental agencies use this checklist to determine whether the environmental impacts of your proposal are significant, requiring preparation of an EIS. Answer the questions briefly,with the most precise information known,or give the best description you can. You must answer each question accurately and carefully,to the best of your knowledge. In most cases,you should be able to answer the questions from your own observations or project plans without the need to hire experts. If you really do not know the answer,or if a question does not apply to your proposal,write"do not know"or"does not apply." Complete answers to the questions now may avoid unnecessary delays later. Some questions ask about governmental regulations, such as zoning, shoreline, and landmark designations. Answer these questions if you can. If you have problems,the governmental agencies can assist you. The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of time or on different parcels of land. Attach any additional information that will help describe your proposal or its environmental effects. The agency to which you submit this checklist may ask you to explain your answers or provide additional information reasonably related to determining if there may be significant adverse impact. Use of checklist for nonproject proposals: Complete this checklist for nonproject proposals, even though questions may be answered "does not apply." IN ADDITION,complete the SUPPLEMENTAL SHEET FOR NONPROJECT ACTIONS(part D). For nonproject actions,the references in the checklist to the words "project," "applicant," and"property or site" should be read as"proposal," "proposer,"and"affected geographic area,"respectively. Proposed timing or schedule(including phasing,if applicable): Construction is planned to commence in the summer of 2010. Sale of the lots is expected to take 5 to 8 years. 7. Do you have any plans for future additions, expansion, or further activity related to or connected with this proposal? If yes, explain. None 8. List any environmental information you know about that has been prepared, or will be prepared, directly related to this proposal. Do you know whether applications are pending for governmental approvals of other proposals directly affecting the property covered by your proposal? If yes,explain. None known. 10. List any government approvals or permits that will be needed for your proposal,if known. PRRD Approval,Land Use Permit,Septic and Water System Plans Approval,Fire Service Approval, Clearing and Grading Permit,and Building Permits. 11. Give brief, complete description of your proposal,including the proposed uses and the size of the project and site. There are several questions later in this checklist that ask you to describe certain aspects of your proposal. You do not need to repeat those answers on this page. (Lead agencies may modify this form to include additional specific information on project description.) The proposal includes the development of 54+/-1-acre lots clustered on 85 acres of the 250-acre site,with the remaining 165 acres or 66% or the property to be preserved in a "reserve tract".Activities in the reserve tract include an area for a community septic drainfield,passive recreation trails,and an area for other recreational/community activities(for a more detailed description,see the attached Project Narrative). 12. Location of the proposal. Give sufficient information for a person to understand the precise location of your proposed project, including a street address, if any, and section, township, and range, if known. If a proposal would occur over a range of area, provide the range or boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographic map, if reasonably available. While you should submit any plans required by the agency, you are not required to duplicate maps or detailed plans submitted with any permit applications related to this checklist. The subject site is located on the Tala Point Peninsula.The parcel number is 821152001.The legal description is: S15 T28 R1E/LT1(LS PT TX2-5)2(LS PT TX2,3)4(W30A)5&6/(W22.32A)SENW,W1/2SW.The property is bordered by Paradise Bay Road to the south,the Tala Shores development to the east,Tala Point subdivision to the north,Port Ludlow Bay to the northwest,and the Ludlow Bay development to the southwest. B. ENVIRONMENTAL ELEMENTS 1. Earth a. General description of the site(circle one): Flat,rolling,hilly,steep slopes,mountainous,other Rolling,hilly,steep slopes b. What is the steepest slope on the site(approximate percent slope)? The site is situated on a north-pointing peninsula that features a gentle upland crest with relatively steep side slopes descending to the north, west, and east. The steepest is +/- 50%, but this is not within the area that is being developed. c. What general types of soils are found on the site(for example,clay,sand,gravel,peat,muck)? If you know the classification of agricultural soils,specify them and note any prime farmland. Cassolary sandy loam(glacial till and advanced outwash soils) 0 2 to d. Are there surface indications or history of unstable soils in the immediate vicinity? If so,describe. None identified. e. Describe the purpose,type,and approximate quantities of any filling or grading proposed. Indicate source of fill. Grading for this residential development will be limited to those areas identified for roads,storm drainge, utility infrastructure and home sites. It is anticipated that the Site will generate 21,933 cubic yards of fill and 21,933 cubic yards cut. The source of fill will be provided onsite. f. Could erosion occur as a result of clearing,construction,or use? If so,generally describe. Limited erosion could occur as a result of the initial construction on-site; however, temporary erosion and sedimentation control(TESC)measures will be utilized during construction phase to minimize impacts. g.About what percent of the site will be covered with impervious surfaces after project construction(for example, asphalt or buildings)? Impervious surface is estimated to be 6% for roads, driveways and houses. In no case will the amount of impervious exceed the 25% max. in accordance with UDC. h. Proposed measures to reduce or control erosion,or other impacts to the earth,if any: Best management practices during construction.Retention of vegetation where possible and practical and maintaining buffers will also help reduce erosion impacts. a. Air a. What types of emissions to the air would result from the proposal(i.e.,dust,automobile,odors,industrial wood smoke)during construction and when the project is completed? If any,generally describe and give approximate quantities if known. Emissions and dust from construction equipment will occur during construction only. Long term impact would be those typically associated with residential development including vehicular emissions and possibly emissions from fireplaces. b. Are there any off-site sources of emissions or odor that may affect your proposal? If so,generally describe. None Known. c. Proposed measures to reduce or control emissions or other impacts to air,if any: Best Management Practices will be used,which includes watering the site as necessary during construction to control dust and minimizing the idling of equipment. 3. Water a. Surface: 1) Is there any surface water body on or in the immediate vicinity of the site(including year-round and seasonal streams,saltwater,lakes,ponds,wetlands)? If yes,describe type and provide names. If appropriate,state what stream or river it flows into. Port Ludlow Bay to the west&Hood Canal to the east are in the vicinity.There are also seasonal,non- fishbearing streams&wetlands.The streams flow into Port Ludlow Bay. 2)Will the project require any work over,in,or adjacent to(within 200 feet)the described waters? If yes,please describe and attach available plans. Two of the lots are proposed adjacent to(within 200-feet)of Port Ludlow Bay. Some other lots are located near wetlands and streams. See site plan. '93 ITEM ( 0 3 (0 3)Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. Indicate the source of fill material. None proposed. 4)Will the proposal require surface water withdrawals or diversions? Give general description,purpose,and approximate quantities if known. None proposed. 5)Does the proposal lie within a 100-year floodplain? If so,note location on the site plan. The site abuts Port Ludlow Bay on Puget Sound and as such abuts the FEMA Flood Plain A for Puget Sound. 6)Does the proposal involve any discharges of waste materials to surface waters? If so,describe the type of waste and anticipated volume of discharge. No waste materials will be discharged to surface waters. b. Ground: 1) Will ground water be withdrawn,or will water be discharged to ground water? Give general description, purpose,and approximate quantities if known. Domestic water will be provided by extending an existing community water system located south of the Project Site with existing wells also located south and west to the project site. 2)Describe waste material that will be discharged into the ground from septic tanks or other sources,if any(for example: Domestic sewage;industrial,containing the following chemicals. . . ;agricultural;etc.). Describe the general size of the system,the number of such systems,the number of houses to be served(if applicable),or the number of animals or humans the system(s)are expected to serve. Waste water from septic drainfields(combination of individual and community systems)from residential sources will discharge into the ground. c. Water runoff(including stormwater): 1) Describe the source of runoff(including storm water)and method of collection and disposal,if any(include quantities,if known). Where will this water flow? Will this water flow into other waters? If so,describe. The project will generate stormwater runoff from impervious and pervious surfaces.The runoff will be dispersed on-site.Where dispersion is determined infeasible,the use of infiltration wells will handle the Site's runoff. Any remaining runoff that can not be dispersed or infiltrated will directly discharge to Puget Sound. Per Jefferson County Code,the site will be required to meet the stormwater runoff and water quality requirements listed in the 2005 Department of Ecology(DOE)Manual. 2)Could waste materials enter ground or surface waters? If so,generally describe. Minimal pollutants normally associated with residential development could enter the surface water. However, the amount would be minimal. d. Proposed measures to reduce or control surface,ground,and runoff water impacts,if any: The project proposes to utilize "Full Dispersion" as the preferred method of surface water flow control prescribed in Volume V of the DOE manual. Direct discharge to Ludlow Bay will be utilized only if and where full dispersion is not feasible. _O ITE 4L t 0 1D 4 4. Plants a. What kind and amount of vegetation will be removed or altered? Vegetation will be removed for the construction of the roads&building lots. Selective timber harvesting as outlined in Habitat Management Plan will also take place during construction. c. List threatened or endangered species known to be on or near the site. None known. d. Proposed landscaping,use of native plants,or other measures to preserve or enhance vegetation on the site,if any: Where possible& practical,existing vegetation will be preserved. Native plants will be used for all landscaping in "common" areas with the development.CC&R's will encourage the use of native vegetation on the lots. 5. Animals a. Circle any birds and animals which have been observed on or near the site or are known to be on or near the site: birds: ha��� 'mon,eagle,songbirds,other: mammals: deer,bear,elk,b aver,other: fish: bass,salmon,trout,herring,shellfish,ether: b. List any threatened or endangered species known to be on or near the site. There is a bald eagle's nest located on the northwest corner of the site near the Bay. c. Is the site part of a migration route? If so,explain. Eastern Jefferson County as well as the rest of Western Washington, is in the migration path of a wide variety of non-tropical songbirds,and waterfowl,including many species of geese. d. Proposed measures to preserve or enhance wildlife,if any: Mitigation measures as provided in the Habitat Management Plan will be implemented to preserve& enhance wildlife habitat. See Plan for more details. 6. Energy and natural resources a. What kinds of energy(electric,natural gas,oil,wood stove,solar)will be used to meet the completed project's energy needs? Describe whether it will be used for heating,manufacturing,etc. Electric and/or natural gas will be used to meet the primary energy needs of the new homes. b. Would your project affect the potential use of solar energy by adjacent properties?If so,generally describe. If any effect on the potential use of solar energy results,the project is likely to improve the potential for the use of solar energy by adjacent properties. ( 0 5 10 c. What kinds of energy conservation features are included in the plans of this proposal? List other proposed measures to reduce or control energy impacts,if any: The buildings will be constructed to meet or exceed applicable local,state and federal building codes to ensure compliance with energy conservation standards. 7. Environmental health a. Are there any environmental health hazards,including exposure to toxic chemicals,risk of fire and explosion,spill,or hazardous waste,that could occur as a result of this proposal? If so,describe. No hazards are likely to occur as a result of this project. 1)Describe special emergency services that might be required. None 2)Proposed measures to reduce or control environmental health hazards,if any: None necessary b. Noise 1)What types of noise exist in the area which may affect your project(for example: traffic,equipment,operation, other)? Normal traffic noise from nearby streets(Paradise Bay Road,Tala Shore Drive,East Ludlow Ridge Road,and East Ludlow Bay Road)as well as local shipping traffic. 2)What types and levels of noise would be created by or associated with the project on a short-term or a long-term basis(for example: traffic,construction,operation,other)?Indicate what hours noise would come from the site. Short term impacts would result from the use of construction equipment during site development and during the home construction phases of the project Construction activities are limited to hours from 7AM-5PM. Long term,the future residential uses will result in increased ambient noise due to traffic and yard maintenance equipment. 3)Proposed measures to reduce or control noise impacts,if any: Construction hours are limited to hours when it will have the least impact. 8. Land and shoreline use a. What is the current use of the site and adjacent properties? The property is currently undeveloped.Rural residential properties lie to the east,north and west of the property.Property to the south is forest lands. b. Has the site been used for agriculture? If so,describe. No it has not been used for agriculture. c. Describe any structures on the site. There is no existing structures on the site. d. Will any structures be demolished? If so,what? Rural Residential RR1:5.A portion of the southwest corner is RR1:20. f What is the current comprehensive plan designation of the site? RR1:5 and RR1:20(PRRD). g. If applicable,what is the current shoreline master program designation of the site? Conservancy. h. Has any part of the site been classified as an"environmentally sensitive"area? If so,specify. There are erosion hazards,landslide hazards,seismic hazards,a delineated Category III wetland on the NE corner,a Category IV wetland on the west side of E Ludlow Ridge Road,and several non-fishbearing streams mapped on the site. Site plan takes these environmentally sensitive areas into account. i. Approximately how many people would reside or work in the completed project? +1-135(2.5 average per household-State average) j. Approximately how many people would the completed project displace? None. k. Proposed measures to avoid or reduce displacement impacts,if any: None needed. 1. Proposed measures to ensure the proposal is compatible with existing and projected land uses and plans,if any: Development will comply with Jefferson County PRRD standards and/or reflect the characteristics of the surrounding development.The applicant has had several neighborhood meeting to give the neighbors the opportunity to share their ideas and concerns.The proposed plan is applicant's best attempt at addressing the concerns and ideas of the neighbors. 9. Housing a. Approximately how many units would be provided,if any? Indicate whether high,middle,or low-income housing. A maximum of 54 market priced,single family homes will be constructed on the site. b. Approximately how many units,if any,would be eliminated?Indicate whether high,middle,or low-income housing. None. c. Proposed measures to reduce or control housing impacts,if any: None necessary. 10. Aesthetics a. What is the tallest height of any proposed structure(s),not including antennas;what is the principal exterior building material(s)proposed? The maximum height will be 35' on lots closest to the top of a slope&35' on uphill lots. b. What views in the immediate vicinity would be altered or obstructed? No views in the immediate vicinity will be altered or obstructed. .... c. Proposed measures to reduce or control aesthetic impacts,if any: Careful consideration will be made to maintain vegetation to minimize aesthetic impacts. (See Project Narrative for further discussion) 11. Light and glare a. What type of light or glare will the proposal produce? What time of day would it mainly occur? Typical light and glare from a single-family development will be produced. b. Could light or glare from the finished project be a safety hazard or interfere with views? No safety hazards or view interferences are anticipated. c. What existing off-site sources of light or glare may affect your proposal? None known. d. Proposed measures to reduce or control light and glare impacts,if any: No street lights are proposed. Outdoor lighting of single-family homes will be kept to a minimum.Vegetation enhancement&preservation will minimize impacts. 12. Recreation a. What designated and informal recreational opportunities are in the immediate vicinity? In addition to the passive recreation opportunities on-site,the Master Planned Resort of Port Ludlow lies immediately west,and includes several recreational opportunities. b. Would the proposed project displace any existing recreational uses? If so,describe. No. c. Proposed measures to reduce or control impacts on recreation,including recreation opportunities to be provided by the project or applicant,if any: The development will include a trail system and other community recreational amenities for use by new and existing residents in the neighborhood. 13. Historic and cultural preservation a. Are there any places or objects listed on,or proposed for,national,state,or local preservation registers known to be on or next to the site? If so,generally describe. None known. b. Generally describe any landmarks or evidence of historic,archaeological,scientific,or cultural importance known to be on or next to the site. None. c. Proposed measures to reduce or control impacts,if any: None. 14. Transportation a. Identify public streets and highways serving the site,and describe proposed access to the existing street system. Show on site plans,if any. The site is served from ParadiseBay Road(PBR). ID 8 b. Is site currently served by public transit? If not,what is the approximate distance to the nearest transit stop? Yes,Jefferson Transit buses stop at various points on PBR. c. How many parking spaces would the completed project have? How many would the project eliminate? A minimum of two off-street parking spaces per unit will be provided. d. Will the proposal require any new roads or streets,or improvements to existing roads or streets,not including driveways? If so,generally describe(indicate whether public or private). Two new private roads will be constructed,and the existing East Ludlow Ridge Rd will be improved from the intersection with PBR to the intersection to the new road. e. Will the project use(or occur in the immediate vicinity of)water,rail,or air transportation? If so,generally describe. No. f. How many vehicular trips per day would be generated by the completed project?If known,indicate when peak volumes would occur. When fully built out, the project will generate a total of 517 weekday daily trips and 292 daily trips on the weekend. The peak hour trips are 55 and 36 for weekday and weekends, respectively. See the Trafic Impact Assessment for Tala Point. g. Proposed measures to reduce or control transportation impacts,if any: The Traffic Impact Assessment identifies minimal impact to the existing road network. 15. Public services a. Would the project result in an increased need for public services(for example:fire protection,police protection, health care,schools,other)? If so,generally describe. The new residential development will likely result in an increased need for public services,which may include but are not limited to fire& police protection,health care,and possibly schools. b. Proposed measures to reduce or control direct impacts on public services,if any. It is possible that some the new homes will be second residents.Additionally,fire flow is provided for the new lots,East Ludlow Ridge Road will continue to be gated,and recreational amenities will provide opportunities for exercise. Payment of all required mitigation fees. 16. Utilities a. Circle utilities currently available at the site: electricity,natural gas,water,refuse service,telephone,sanitary sewer, septic system,other. Electricity,refuse service,telephone,cable. b. Describe the utilities that are proposed for the project,the utility providing the service,and the general construction activities on the site or in the immediate vicinity which might be needed. Water service for the new development will be by Olympic Water&Sewer.The 8-lot cluster on the Southwest corner and the two waterfront lots will be served by individual septic systems.The remainder of lots will be served by a community septic system. -:rte 10 9 C.
