IN THE MATTER OF A
DECLARATION OF AN EMERGENCY } RESOLUTION NO. —Z9-17
TO PROVIDE MANDATED FOOD }
SERVICE TO JAIL INMATES }
WHEREAS, the Jefferson County Jail houses approximately 45 inmates per day; and
WHEREAS, the Jefferson County Jail is legally responsible to provide the inmates three
nutritionally balanced meals per day; and
WHEREAS, the Jefferson County Jail Cook position is vacant and the Jail Superintendent has
single-handedly been preparing the inmate meals, ordering food supplies, and maintaining the kitchen
sanitation three meals per day, seven days per week, without a single day off, since May 2, 2017, which is
unsustainable; and
WHEREAS, the inmates may be harmed unless the Jefferson County Sheriff's Office is able to
provide immediate services for food preparation; and
WHEREAS, Jefferson County Code (JCC) section 3.55.150 provides for waiving the provisions of
JCC Chapter 3.55 Letting of County Contracts to the extent necessary to overcome a declared emergency,
consistent with RCW 39.04.280;
NOW, THEREFORE, BE IT RESOLVED, that the Board of Jefferson County Commissioners
hereby declare that a state of emergency exists for providing meals within the County Jail.
1. The Jefferson County Sheriff's Office is authorized to select an available and suitable vendor
which is willing to assume meal service responsibility in the County Jail on short notice, and to
negotiate a limited term contract for consideration for approval by the Board of County
Commissioners, where such vendor selection is exempted from using a competitive bidding
process.
2. Such contract will be of limited duration, to provide Jail meal services for sufficient time to
allow the Sheriff's Office to develop a long term strategy for providing Jail meals, and to follow
normal.procurement requirements for all subsequent vendor contracts to implement that strategy.

SUBJECT: RESOLUTION NO. re: Declaration of an Emergency to Provide Mandated Food
Service to Jail Inmates
STATEMENT OF ISSUE:
A resolution declaring an emergency to provide required food service to inmates. The Jefferson County
Jail Cook position is vacant and the Jail Superintendent has single-handedly been preparing the inmate
meals, ordering food supplies, and maintaining the kitchen sanitation three meals per day, seven days
per week, without a single day off, since May 2, 2017, which is unsustainable.
Jefferson County Code (JCC) section 3.55.150 provides for waiving the provisions of JCC Chapter

FISCAL IMPACT:
The Sheriff is proposing to use this Resolution to contract with Summit Food Services LLC for six
months. Estimated cost for six (6) months is approximately $94,000 plus actual opening charges, not to
exceed $500. The total 2017 food service budget is $160,231, and a supplemental appropriation may be
necessary in the 3rd or 4d' quarter
RECOMMENDATION:
Approve resolution re: Declaration of an Emergency to Provide Mandated Food Service to Jail
Inmates.
