Staff recognizes the significant effort the plan represents and the strong "grass roots" support that the comprehensive plan will be built upon. The Marrowstone Plan provides an excellent discussion of the "rural" community and the groundwater and aquifer issues so critical to the community. The community plans will form the backbone of the comprehensive plan. Adjustments for internal consistency between community plans,the Jefferson County Planning Commission's goals, and the Growth Management Act will be necessary, however. Staff review consists of two phases. The first, in a general overview, addresses the content of your community plan,the GMA goals, and the County-wide planning policies. The second phase of review considers internal consistency- do the policies support the goals, and are the format and sentence structures clear? Our comments are intended to raise issues and ideas to help you clarify your intent. Our next step is to sit down with your committee to go over the issues we have raised. We will be arranging for this within the next 30 days. We hope that our critical comments, combined with your local experience and wisdom,will make your community plan a stronger and more viable document. Thank you for all your good work in the comprehensive planning process for Jefferson County.
