Caller stated that she would call everyday. She stated the smell is intolerabe. Action 10/21/2014 I arrived on-site at approximately 3:15 and spoke with Jeffery Hanson. From the outside of the building, I did not observe any odors. I stated NOV# that we received a complaint. Mr. Hanson stated they had only been open for three days. I asked if he had a filtration system. He replied in the positive. I asked if I could view it and he stated, yes. He escorted me into the clean/packaging room. The fan was not on at the time of entry, but Mr. Hanson turned it on as soon as we entered. Sarah Becker has been a problem since day one. no other neighbors have had any problems with us. there is smell from the wine maker next door, the auto repairs shop, and bakery. They dont reside there only show up once a daythe amount of odor is bad its starting to permiate the indoor of our home at times. I have also asked other neighors who also have noticed this and one who is a retired WSP detective has called law enforcent. I would like you to ,look into this as well. I feel we should be able to live in our home with out the odor pof a pot grow. I am also going to possibly take the home owner to court over the matter. Action I arrived on-site at approximately 2.3+1 I knocked on the front door which was locked. I noted a slight marijuana odor on the outside of the building that would NOW meet the Level 1 odor. I met with Tammy Taylor. I explained the purpose of the inspection. She informed me that Jeff was out of town, but would accompany me. Inside the office, I noted a stronger marijuana smell, between Level 2 and 3 and pointed this out to Mr. Taylor. She stated that she could smell it too. We proceeded to the processing area and the bathroom. I inquired if they were using any air fresheners. Mr. Taylor replied in the affirmative. I stated that the complaint mentioned strong chemicaodors. I explained that the chemical smell miht be worse than the marijuana smell. Ms. Taylor stated that they could try not using the air fresheners. I stated ORCAA prohibited masking agents. Inside the processing area, I noted the absence of the filtration system. Mr. Taylor noted that they received permission from Liquor Control Board to move it over near the packaging area. The exhaust filtration was not running. There was a small amount of inventory in the packaging area. I commented that I was surprised to observe such a strong odor in the front office for such a small amount of inventory. I noted the safe and asked if it were vented, but it was not. I examined the filtration system and it appears to vent to the inside, Ms. Taylor turned on the filtration system, I explained that I would discuss the issue with our engineers and get back to her. Ms. Taylor accompanied me outside. I noted a strong marijuana odor on the outside of the building, Level 2. I pointed this out to Ms. Taylor. I'd like to have this looked into to see if it has permits that allow the odor to be obtrusive while we are conducting business in our downtown or waterfront areas. Action 03/02/2015 I arrived on-site at approximately 12:10pm. The wind was out of the north and approximately 10-15 knots. From the road, I could detect a strong odor NOW from a distance of 100 feet, I knocked on the door and waited, I observed a sign on the door that had a Department of Licensing Logo and the words NO MINORS allowed. After two minutes, I knocked again and also on the bay door immediately adjacent to the front door. I could hear sweeping sounds and voices. I knocked again very loudly. The door opened. I explained who I was, provided them a business card. Jeremy Pease introduced himself. He stated that it was a legal grow operation. I explained ORCAA's rules regarding odors. I asked if they had any filtration. Mr. Pease stated they did not. He stated they have vents and opened them. I explained that I could detect strong odors from the road. Mr. Pease asked about other grow operations at the industrial park, especially the outdoor grow operation. I stated I was aware of several marijuana related facilities in the area and had received complaints about other ones, but not the outdoor grow operation. I asked Mr. Pease if he was the owner. He stated no. He provided a business card and the name Mark Willamson as the owner. I asked if they had a mailing address. He stated that 2005 NW Petersen in Poulsbo. WA was the mailing address. He asked if we were going to require them to do anything. I stated that the Best Management Practices for the Marijuana Industry was to provide filtration and adequate ventilation. I stated that my written follow up would include our Best Management Practices. I left the site at approximately 12:35. 3/3/15 I received a voice message from Tracy Williamson letting me know her employers informed her of my visit. She stated that she went through ORCAA review process and that she will change the filters and close down two of the rooms. She stated she wanted to be a good neighbor and comply with all applicable regulations. Most likely terrible ventilation filters or none at all are in use. The last few days the odor is getting more potent and my children are now for the first time ever experiencing serious red itching eyes, snoring at night, and difficulty breathing. I am beginning to experience the same issues as of late. I've asked around and the smell can be smelled for over a mile towards the Dungeness River to Kitchen Dick Rd. These areas include a school and daycare center, which I've asked my friends that work at both places and they say they can smell it too. Action ORCAA received a marijuana odor complaint on 8/12/2015. The suspected address was 114Ruth's Place, Seouirn. WA. | arrived on-site aiapproximately NOV# 2:20 and parked my vehicle adjacent to the address. The name of the business was Rji Home and Garden and the area in and around it contained concrete fountains and decorative garden art. I walked around the area and noted the presence of an odor consistent with marijuana. The odor was a Level 1, barely detected but noticeable The wind was northwest at approximately 8 mph. I drove into the parking lot of Roji Home and Garden. It appeared to be consistent with a yard and garden center Inside I introduced myself and the nature of the complaint. The woman stated that they did not grow marijuana and invited me to look around, The inside was consistent with a retail shop. She stated that they also noted marijuana odors in the area and suspected it was from an area on the other side of the business park. She directed me to go across the street from Ruth's Place. I proceeded to the area suspected of being a grow operation. I noted several large hoop houses and a strong marijuana-like odor. The odor I detected was a level 2 in the immediate vicinity of the hoop houses. The office area was unmarked. I knocked on the door and waited for several minutes before, Chris Watson emerged and identified himself and the business as Canna O,ganix. I explained that ORCAA received an odor complaint and that I had detected the smell of what appeared to be marijuana at the neighboring business located approximately % mile from Canna Organix. I asked if they only did outdoor growing and what stage the plants were in. He stated that they only did outdoor growing and that some of the plants are reaching their harvest time. He stated that they grow year around and choose the Sequim location because of the sunshine. I asked about this role in the company. He stated he was the compliance manager, responsible for traceability. I explained ORCAA's odor rules and that if they could not contain their odor and we continued to receive complaints, we could cite them for creating nuisance odors. I explained that we are currently not registering marijuana operations, but that may change in the future. I also explained that I would send him our Best Management Practices, but was unclear if it addressed outdoor grow operations. He inquired what they could do, I stated that I wasn't sure, but I would provide any information that we had that was applicable to outdoor grow operations. He inquired if he had five neighbors that liked the smell would it cancel out the one complaint. I stated no, and also explained that some people have sensitive and have allergiesI explained that they would need to contain their odors to their property. I asked for their mailing address. He indicates that the smell has been foul for 2 weeks. His email is george@bralycpacom, This described as Carlsborg, but in the same area as other facilties described as Sequim. Action Pinky will go out to the area and willemail Mr. Braly to follow up. NOV# I arrived at Carlsborg Post office at approximately 11:00 and emailed the complainant, as I didn't have a phone number. I did not detect any odors attributed to marijuana and the wind was out of the northeast at this time and would most likely not be detected as the area was upwind of the potential source. I proceeded to the Business Park area at approximately 11:10 am and proceeded to the southwest end of the park where it parallels Runinon Drive. I detected a slight marijuana odor that could be described as a 1 on the odor scale. It was light but persistent. The weather was partly cloudy, wind was NE at 8 mph and the ambient temperature 78 degrees Fahrenheit. I stood in the area and observed odors for about fifteen minutes. I walked the business park and met up with Paul Creech who owns and operates a piano lesson and repair business. I asked if he could smell anything, and he stated no that he had no sense of smell, but that some of his clients had mentioned that they smelled marijuana at times. At the southeast corner of the Creech business, I noted a skunky, pungent smell consistent with marijuana odor that was strong, in the range of a 2, but it did not persist and was not unpleasant, nor did I experience any physical reaction to the smell. The odor came and went at sporadic intervals for approximately 10 to 15 minutes. At approximately 11:45, I proceeded to Canna Organix at 374 Businesses Park Loop. The gate was closed and locked but there were vehicles parked inside the gate and I could see people working in the hoop houses. I honked my horn and waited. At the entrance to Canna Organix, I detected the skunky, pungent odor consistent with marijuana. The odor was a 2 to 3 at the entrance and persisted. At approximately 12:00 pm, a worker emerged from the office and I called out to him. Moments later, the owner Tim Humiston, emerged and met me at the gate. I explained the purpose of my visit and that we had received a second complaint. I explained that I had been out the previous week and spoke with Chris Watson. I inquired if they had the sides of the hoop houses up in the morning. He stated no that they had been closed all day. He stated that they do open them when the temperatures are high to regulate the temperature inside the hoop house. I asked if they were growing year around and he replied in the affirmative. I provided Mr. Humiston with a copy of ORCAA"s Best Management Practices for the Marijuana Industry. I discussed that the best management practices for outdoor grow operations was to locate them in rural areas. Mr. Humiston stated that the county wasn't permitting marijuana facilities in rural areas unless they went through the conditional use permitting. He further stated that the rules were inconsistent. I stated that it is a new industry and all agencies are working to get issues resolved as they emerge. He asked if he were able to secure letters of support from nearby residents if it would bolster his case. I stated no that some people were allergic and/or had sensitivities. He stated that the only time that marijuana would have an allergen issue was with male plants and that since they only possessed female plants that people could not be allergic to them. I stated that it was unlawful to create a nuisance odor that interferes with the use and enjoyment of someone's property. He inquired if he could have a harassment suit because some people were just complaining because they were against growing marijuana and felt that they had a moral obligation to drive out marijuana businesses. I stated that I wasn't a lawyer and that he should pursue that with a lawyer. He further stated that they had 5.7 acres and he has researched the rules and that agriculture odors were exempt. He further stated that forcing growers into rural areas was a security issue for him and his staff in that they were now located where police could respond in a robbery or other situation. I stopped in at Olympic Springs, a water distribution business and inquired about 255 Business Park Loop. The woman I talked with pointed in the same area. She also stated that the numbering system was a little odd, I drove around the area and noted an address marker of 255, but there was nothing in the area. I left the area at approximately 1:40. Upon my return to the office, I checked the WSLCB and determined that the other marijuana related business is Green Heart Industries, A Tier 3 Marijuana Producer and the license status is pending. I arrived on-site at approximately 12:50 and parked my vehicle in front of NOV# the vacant lot on Pebble Street. I used my phone to check the National Oceanographic and Atmosphere Administration (NOAA)website for a summary of Port Townsend's weather. According to their website that was last updated at 12:36 PM, it was 59 degrees, 88% humidity with the wind S SE at 3 mph. I walked the neighborhood. At approximately 1: 06 pm, between the mailboxes and Sandstone Ln, I detected a Level I odor. I stayed at the mailboxes for several minutes and was not able to detect consistent or strong odors. I continued walking the neighborhood, up Sandstone to Pebble Ln. I was back at my vehicle at 1:26. I drove to the entrance of Dream City and did not detect any odors. As I headed toward the highway and at 1: 37 pm, I detected a Level II odor across from Westside Marine. I checked the NOAA weather website which indicated the temperature was 59 degrees and the wind S SE at 8 MPH. The odor came in wafts, and did not persist. Westside Marine is located upwind of the facility during a S SE Wind pattern. I returned to Dream City and called Adam Kelly, he opened the gate and I entered the facility. I explained that ORCAA had received several complaints and that two of them were formal complaints, meaning they were willing to testify at the Pollution Controls Hearing Board. Mr. Kelly stated that he had talked with Aaron Manley of our office and that he was working on a plan. He produced a drawing with sketches of the greenhouse, the air flow rates, and other calculations. He estimated that the upgrade to the facility could be up to $45,000. I explained that he should submit the calculations and drawings to Aaron and continue to work on odor control, I stated that I was able to detect a Level I odor at the mailboxes but that it did not persist. It was approximately 48 degrees Fahrenheit, The NOAA weather internet page stated there was a slight wind of 2-3 miles out of the southwest. There were no visual indicators to corroborate wind direction, as the wind was still. I drove around the business park and stopped in front of Kent Gypsum. The odor there was strong level3odor | stood there for mately 4 nninuteo, and the odor intensity came and went. I proceeded to the business and knocked on the door. Christoph Waston answered. I explained that ORCAA received an odor compliant and informed him that I had detected a level 3 odor at the corner of Kent Gypsum and invited him to come with me to observe the odor. Mr. Watson declined and stated that he would contact Tim Humiston who was not there at the moment, but expected back, I stated that I would be in the area for a little bit. 1 walked around the business park. The odor was strongest in front of Kent Gypsum. a distance of approximately 65 feet from Canna Organixs fence-line, I walked across Carlsborg Road and traveled northwest direction toward the complainant address. I did not detect odors in that vicinity. I returned to Kent Gypsum and detected intermittent Level 2 and Level 3 odors. At approximately 2:45, Mr. Watson approached me and stated Tim had tried to call my office. I asked if he could detect odors. Mr. Watson replied in the negative. He stated he did not smell anything in front of Kent Gypsum I called Mr. Humiston and explained that we received a complaint and that I had detected a Level 3 odor. I asked what they had done that day. Mr. Humiston stated that they rolled up the doors in the morning to vent the greenhouse. He inquired about what they should do, as they had been up-front in getting all permits and that to force them to do an indoor grow was cost-prohibitive. I stated that I understood his frustration and stated another facility is looking at routing the air from their greenhouse into a building that they can install filtration on it to remove the odors and stated that they could look into something like that. I stated that I would discuss the situation with my supervisor and that worse-case scenario was to issue a Notice of Violation and that we may assess a penalty. Mr. Humiston asked how we knew it was from his site. I stated that to my knowledge they were the only marijuana operation in the area. I stated that the facility he had directed to me over the summer had a pending application. He stated that it was his understanding that there was an additional facility in the area. He stated they were further back in the business park. I travelled down a dirt road alongside of Kent Gypsum. I did not detect another grow operation. I left the site at approximately 3:10 pm. HI Pinky- I got your phone message. Village lane is sort of kitty-corner from the Post Office on Carlsborg Road. It only goes west. I'm at the very end of Village lane, close to the bike trail. When the greenhouses are venting you can smell it at the post office though-its all over that area pretty strong -stronger than at my house. Mr. Humiston respectfully expressed frustration with the process. He acknowledged that he understood that I was doing my job. He further stated that he and other marijuana producers had been upfront and went to all of the agencies and that we hadn't required that they do anything. I explained that it was true that we didn't require anything, but that nuisance odors were unlawful. He stated that it is extremely difficult, if not impossible to control odors from a greenhouse. He stated that they have to vent. I explained that I was aware of the process and understood his frustration. He further stated that he had spoken with Aaron Manley, but that Aaron wasn't able to provide any further advice other than to grow indoors. Mr. Humiston questioned why if the best management was to grow indoor, why ORCAA and the other agencies did not require it? Depending upon the wind direction the strong smell of the cannabis almost always strongly permeates the air in the area. When the wind blows from the East during the winter the odor is very strong at the Church and when it blows in the prevailing north west direction it is very strong at my home at 13 Mary Jo Lane. While I personally don't take serious offence to the odor myself I know it really bothers some people. My wife thinks it smells like skunks. I've often walk or ride my bike pasthe growingsboonUhaxenodoeddhat the venting of the greenhouses is constant and doesn't appear to be filtered at all. I would think the cannabis industry would try to be better neighbors and at least filter their effluent. I know that a lot of people have complained about it, but it does not ever change. On Sunday, at 8:30 am, I walked from my house over to Dungeness Railroad Park and could smell the grow most of the way- it was a horrid thing to smell while I was trying to enjoy clean air. Both yesterday and this morning my neighborhood has been awash in the stink since 7 in the morning. Quite often I turn onto Carlsborg road from Old Olympic Highway in the evenings and meet the stink, which is a long ways for it to travel. Is there nothing you can do about this?What's the problem -do you need different regulatory requirements from the state or the county? So we need to ask our State Reps to rewrite regulations for these businesses?What is it going to take to get our neighborhood back? Action On 2/15/17 ORCAA received Complaint 17522 regarding nuisance odors from the business park. I contacted the caller to determine if the odor was ongoing at the NOV# moment. I left a message with the caller and then drove to the site. I arrived on site at approximately 10 15 am and proceeded to walk the area. The weather conditions were cool and approximately 47°F with little or no wind. I walked northwest along the Olympic Discovery trail towards Savannah Lane and across the business park up towards Canna Organix. I did not detect any odors along Village Lane or Savannah Lane. I crossed Carlsborg Road towards Canna Organix. Tim Humiston was outside of the facility when I arrived. I informed him that we had received a complaint and asked him what they were doing for odor control. He stated that they had tried the ozone generator but that the ozone generator was creating an atmosphere that was degrading their equipment because of oxidation. I stated that if the complainant filed a formal complaint, ORCAA may issue a Notice of Violation and subsequent penalty. Mr.Humiston stated that he had talked with our engineers and there was very little control devices for outdoor grow operations. I stated that if we continued to receive complaints, ORCAA may require other measures. Mr. Humiston stated that they were operating within the legal requirements and have implemented everything that we required. I reminded him that creating nuisance odors was unlawful. He also stated that there was masking agents that could be used, but they will illegal. She stated that they also noted marijuana odors in the area and suspected it was from an area on the other side of the business park. She directed me to go across the street from Ruth's Place. I proceeded to the area suspected of being a grow operation. I noted several large hoop houses and a strong marijuana-like odor. I did not detect any odors attributed to marijuana and the wind was out of the northeast at this time and would most likely not be detected as the area was upwind of the potential source. I proceeded to the Business Park area at approximately 11:10 am and proceeded to the southwest end of the park where it parallels Runinon Drive. I detected a slight marijuana odor that could be described as a 1 on the odor scale. It was light but persistent. The weather was partly cloudy, wind was NE at 8 mph and the ambient temperature 78 degrees Fahrenheit. I stood in the area and observed odors for about fifteen minutes. I walked the business park and met up with Paul Creech who owns and operates a piano lesson and repair business. I asked if he could smell anything, and he stated no that he had no sense of smell, but that some of his clients had mentioned that they smelled marijuana at times. At the southeast corner of the Creech business, I noted a skunky, pungent smell consistent with marijuana odor that was strong, in the range of a 2, but it did not persist and was not unpleasant, nor did I experience any physical reaction to the smell. The odor came and went at sporadic intervals for approximately 10 to 15 minutes. At approximately 11:45, I proceeded to Canna Organix at 374 Businesses Park Loop. The gate was closed and locked but there were vehicles parked inside the gate and I could see people working in the hoop houses. I honked my horn and waited. At the entrance to Canna Organix, I detected the skunky, pungent odor consistent with marijuana. The odor was a 2 to 3 at the entrance and persisted. At approximately 12:00 pm, a worker emerged from the office and I called out to him. Moments later, the owner Tim Humiston, emerged and met me at the gate. I explained the purpose of my visit and that we had received a second complaint. I explained that I had been out the previous week and spoke with Chris Watson. I inquired if they had the sides of the hoop houses up in the morning. He stated no that they had been closed all day. He stated that they do open them when the temperatures are high to regulate the temperature inside the hoop house. I asked if they were growing year around and he replied in the affirmative. I provided Mr. Humiston with a copy of ORCAA"s Best Management Practices for the Marijuana Industry. I discussed that the best management practices for outdoor grow operations was to locate them in rural areas. Mr. Humiston stated that the county wasn't permitting marijuana facilities in rural areas unless they went through the conditional use permitting. He further stated that the rules were inconsistent. I stated that it is a new industry and all agencies are working to get issues resolved as they emerge. He asked if he were able to secure letters of support from nearby residents if it would bolster his case. I stated no that some people were allergic and/or had sensitivities. He stated that the only time that marijuana would have an allergen issue was with male plants and that since they only possessed female plants that people could not be allergic to them. I stated that it was unlawful to create a nuisance odor that interferes with the use and enjoyment of someone's property. He inquired if he could have a harassment suit because some people were just complaining because they were against growing marijuana and felt that they had a moral obligation to drive out marijuana businesses. I stated that I wasn't a lawyer and that he should pursue that with a lawyer. He further stated that they had 5.7 acres and he has researched the rules and that agriculture odors were exempt. She also stated that the numbering system was a little odd, I drove around the area and noted an address marker of 255, but there was nothing in the area. I left the area at approximately 1:40. Upon my return to the office, I checked the WSLCB and determined that the other marijuana related business is Green Heart Industries, A Tier 3 Marijuana Producer and the license status is pending. I arrived on-site at approximately 12:50 and parked my vehicle in front of NOV# the vacant lot on Pebble Street. I used my phone to check the National Oceanographic and Atmosphere Administration (NOAA)website for a summary of Port Townsend's weather. According to their website that was last updated at 12:36 PM, it was 59 degrees, 88% humidity with the wind S SE at 3 mph. I walked the neighborhood. At approximately 1: 06 pm, between the mailboxes and Sandstone Ln, I detected a Level I odor. I stayed at the mailboxes for several minutes and was not able to detect consistent or strong odors. I continued walking the neighborhood, up Sandstone to Pebble Ln. I was back at my vehicle at 1:26. I drove to the entrance of Dream City and did not detect any odors. As I headed toward the highway and at 1: 37 pm, I detected a Level II odor across from Westside Marine. I checked the NOAA weather website which indicated the temperature was 59 degrees and the wind S SE at 8 MPH. The odor came in wafts, and did not persist. Westside Marine is located upwind of the facility during a S SE Wind pattern. I returned to Dream City and called Adam Kelly, he opened the gate and I entered the facility. I explained that ORCAA had received several complaints and that two of them were formal complaints, meaning they were willing to testify at the Pollution Controls Hearing Board. Mr. Kelly stated that he had talked with Aaron Manley of our office and that he was working on a plan. He produced a drawing with sketches of the greenhouse, the air flow rates, and other calculations. He estimated that the upgrade to the facility could be up to $45,000. I explained that he should submit the calculations and drawings to Aaron and continue to work on odor control, I stated that I was able to detect a Level I odor at the mailboxes but that it did not persist. Depending upon the wind direction the strong smell of the cannabis almost always strongly permeates the air in the area. When the wind blows from the East during the winter the odor is very strong at the Church and when it blows in the prevailing north west direction it is very strong at my home at 13 Mary Jo Lane. While I personally don't take serious offence to the odor myself I know it really bothers some people. My wife thinks it smells like skunks. The area was not conducive to parking and walking as it was narrow with a fair amount of traffic. The neighborhood is located northwest of the greenhouse operations, and according to Google Maps is approximately 1 km away. I know that a lot of people have complained about it, but it does not ever change. On Sunday, at 8:30 am, I walked from my house over to Dungeness Railroad Park and could smell the grow most of the way- it was a horrid thing to smell while I was trying to enjoy clean air. Both yesterday and this morning my neighborhood has been awash in the stink since 7 in the morning. Quite often I turn onto Carlsborg road from Old Olympic Highway in the evenings and meet the stink, which is a long ways for it to travel. Is there nothing you can do about this?What's the problem -do you need different regulatory requirements from the state or the county? So we need to ask our State Reps to rewrite regulations for these businesses?What is it going to take to get our neighborhood back? Action On 2/15/17 ORCAA received Complaint 17522 regarding nuisance odors from the business park. I contacted the caller to determine if the odor was ongoing at the NOV# moment. I left a message with the caller and then drove to the site. I arrived on site at approximately 10 15 am and proceeded to walk the area. The weather conditions were cool and approximately 47°F with little or no wind. I walked northwest along the Olympic Discovery trail towards Savannah Lane and across the business park up towards Canna Organix. I did not detect any odors along Village Lane or Savannah Lane. I crossed Carlsborg Road towards Canna Organix. Tim Humiston was outside of the facility when I arrived. I informed him that we had received a complaint and asked him what they were doing for odor control. He stated that they had tried the ozone generator but that the ozone generator was creating an atmosphere that was degrading their equipment because of oxidation. I stated that if the complainant filed a formal complaint, ORCAA may issue a Notice of Violation and subsequent penalty. Mr.Humiston stated that he had talked with our engineers and there was very little control devices for outdoor grow operations. I stated that if we continued to receive complaints, ORCAA may require other measures. Mr. Humiston stated that they were operating within the legal requirements and have implemented everything that we required. I reminded him that creating nuisance odors was unlawful. He also stated that there was masking agents that could be used, but they will illegal. He indicated that there was a House Bill being introduced this legislative season that would all marijuana operations to come under agriculture and hence be exempt from odor requirements . I left the site and walked around the south end of facility toward and left the area around 11:20 am. I called the caller two times while I was on-site and left voice mails. The caller stated she had not smelled anything since early in the morning. On 2/16/17 I conducted a drive-by inspection at approximately 12:00 pm. The weather conditions were cool, approximately 45 degrees Fahrenheit and partly cloudy with little or no wind activity. I drove through the business park and parked by Runion Road and got out of the vehicle but did not detect any odors. I drove the area on Banana Road and did not detect any odors. He stated what are you going to do to stop it. I began explaining our process and Mr. Soskin interrupted me stating he was wasting his time. I requested several times that he let me finish explaining the process. He further stated he called and nothing happened. I stated that I did respond to his complaint. He apologized for not remembering. I asked if the odor was happening right now. Mr Soskin replied curtly and with agitation " don't know I am not thereIt's always happening." I explained nuisance odors and that for an informal complaint I would need to be there and smeH the odor on hisd foa formal complaint, he would need to file a notarized affidavit explaining how the odor impacted the use and enjoyment of his property. He stated that he was wasting his time, and nothing was going to happen, and stated that he owned a business park in Burlington and the government there was much more responsive. Action 5/17117 PFM in Olympia unable to respond. NOV# 5/23/17 I arrived on-site at approximately 10.00 am. I did not detect any odors. I called the phone number listed on the door. After a few moment, Jessie Williamson answered. I introduced myself and the nature of the visit. I stated that we received a second complaint regarding odors and inquired what stage they were in. Ms. Williamson stated that she understood there had been a previous complaint, and also stated they had just finished harvesting. She stated that after the last complaint and letter that they did something to the filters and assumed that had fixed the problem] requested to go inside and observe. Ms. Williamson stated that they don't give tours. I explained that it wasn't a tour. I further explained what denial of access was. I stated that I wouldn't consider this a denial of access and requested that she speak with the owners to implement policies and procedures for when inspectors show up at the site. I asked if they were a continuous grow operation and she replied in the affirmative. I asked how long it was from starts to maturity, and she stated about eight weeks. I stated that they should keep an eye of the carbon filters to determine when they needed to change them out, as they may need to change them more frequently if we continue to receive odor complaints.
