The parcel has been designated as rural residential one unit per five acres(RR 1:5) under the Jefferson County Comprehensive Land Use Map effective August 28, 1998. The proposal for a theater/playhouse is subject to the requirements of the Unified Development Code (UDC) effective January 16, 2001. Specifically,Table 3-1 "Allowable and Prohibited Uses"identifies "indoor entertainment or recreational facility"as a"No"use within the rural residential zones. Section 2, of the UDC defines "indoor entertainment or recreational facility"as "Places designed and equipped for the conduct of sports and leisure-time activities, including but not limited to,physical fitness clubs,bowling alleys, theatres, playhouses, and billiard rooms." Because this specific use is prohibited within the rural residential zones, there is no appeal process other than to Superior Court. A possible alternative may be to apply for a Comprehensive Plan Amendment to re-zone the property to Neighborhood Visitor Crossroad that would allow such a use should the Comprehensive Plan Amendment be approved. It has been used a a Methodist Church including sermons,weddings, funeral, and other community- oriented gatherings. It was also used as an antique store,a ballet school, an art school, and a residence. 2. Will admission fees be charged to the general public? Admission will be charge on a donation or "pay what you want when you leave" basis. 3. What are the anticipated hours of operation and days of operation? Initially,performances will be Friday and Saturday evenings for three weeks in a row, four times a year. Eventually,we would like to have performances Thursday, Friday, and Saturday nights and Sunday afternoons four weeks in a row, eight times a year. 4. Is this anticipated to be year round or seasonal theatre? We expect it to be year round theatre. 5. How many persons are anticipated to participate in the theatre? We anticipate 5 to 15 participants depending on the production. 6. Would parking be located on the site? Parking would be located on the site. 7. How many persons connected with the theatre are anticipated to live on site. There will be two theatre practitioners living on site. 8.
