C � November 2020 SUMMARY: This position is responsible for supervisory, administrative operational law enforcement work in developing, formulating and implementing departmental programs within the patrol and investigations divisions of the department. ESSENTIAL DUTIES AND RESPONSIBILITIES may include the following. Other duties may be assigned. Responsible for the day-to-day operations of the patrol and investigations divisions; interact with corrections section of the department, and various administrative functions as determined by the Sheriff. Assist in formulating standard operating procedures manual and revision of departmental policies and the preparation of the budget for expenditures and equipment. Responsible for departmental inventory control process for subordinates assigned to patrol division, personnel administration, special project management and interpretation of ordinances, statutes, rules and policies. Assist the Sheriff with goals and objectives, planning, policy and procedures development, assignments and schedules; acts for the Sheriff in his absence and enforces department rules and regulations through supervision of personnel and the overall operation of the department. Explain and interpret general and special orders; receive, review and approve all department reports to be sent to the Sheriff; conduct regular evaluations of personnel; maintain discipline by inspection, evaluation, counseling and enforcement of rules and regulations; has authority to issue disciplinary action as directed by the Sheriff. Responsible for responding to and coordinating major incidents and/or disturbances and investigate complaints of an internal nature. Counsel and give advice to subordinate employees within the patrol division relative to the more complex and technical problems of law enforcement work; encourage and recommend training and personal development needs of subordinate employees within the patrol division. Review and analyze operating effectiveness of patrol division and recommend changes in methods and procedures to improve efficiency; effect cooperation with other law enforcement agencies. Assist the Sheriff in developing and maintaining community liaison and community relations programs. Assist in the department's hiring selection process. SUPERVISORY RESPONSIBILITIES: Directly supervises employees in the Division of assignment; carries out supervisory responsibilities in accordance with Sheriffs Office policies and applicable Federal, State and County laws. Responsibilities include training employees; planning, assigning, and directing work; appraising performance; rewarding and recommending discipline for employees; addressing complaints and resolving problems. EDUCATION AND/OR EXPERIENCE High School Diploma or General Education Degree (GED); supplemented by special and/or advanced courses in supervision and law enforcement management with a minimum of seven (7) years of continuous experience in law enforcement AND five (5) years of law enforcement supervisory experience at the rank of Sergeant or equivalent. A Bachelor's Degree (BA) in an appropriate field may be substituted for two (2) years of supervisory experience. LANGUAGE SKILLS Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals; ability to write detailed reports and correspondence; Ability to speak effectively before groups of customers or employees of organization. MATHEMATICAL SKILLS Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. REASONING ABILITY Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form; ability to define problems, collect data, establish facts, and draw valid conclusions; and deal with several abstract and concrete variables. COMPUTER SKILLS To perform this job successfully, an individual should have knowledge of Internet Explorer software; MS Excel Spreadsheet software and MSWORD word processing software. Ability to operate office equipment associated with area of assignment. LICENSES, CERTIFICATIONS OR REGISTRATIONS: Washington State Law Enforcement Certification. Valid Washington State Driver's License with a driving record free of serious or frequent violations and ability to maintain a valid license. Must obtain the Middle Management Certification from the Washington State Criminal Justice Training Commission within 1 % (one and one-half) years of appointment to this position. OTHER KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of police supervisory concepts and practices, modem police methods and procedures; the rules and regulations of the department; Federal, State, and controlling court decisions; and the physical and social characteristics of the County. Knowledge of and skills in applying supervisory and management techniques. Ability to supervise and schedule a 24 hour operation. Ability to plan, assign, instruct, supervise and evaluate the work of patrol and investigations division; analyze situations quickly and objectively determines proper action to be taken; deal courteously and fairly with the public; write, read and speak effectively.
