HomeMy WebLinkAbout201503_SAAB_0310_Minutes1 No Quorum- March 10th, 2015 JEFFERSON COUNTY SUBSTANCE ABUSE ADVISORY BOARD Tuesday March 10th, 2015 3:30 – 5:00 PM Jefferson County Courthouse Commissioners Chambers Basement Level Meeting Minutes Board Members Present: Catharine Robinson, Kathleen Kler, Mike Evans, Artis, Anthonie Cullen Board Members Absent: Conner Daily, Garin Williams, Kenneth Frohning, Anne Dean, Erik Nygard Staff Present: Teresa Wirth, Ford Kessler, Julia Danskin, Vince Marquis Staff Absent: Kelly Matlock Guests: Adam Marquis, Executive Director, Jefferson Mental Health Mike Stringer, Sherriff’s Department Steve Workman I. Approval of Agenda –No Quorum present II. Introductions – Board member and staff introduced themselves to Mike Stringer and Steve Workman III. Approval of the January, 2015 minutes –No Quorum present IV. Public Comments/From the Floor/Announcements – Steve Workman provided information on barriers he has encountered for individuals with mental health issues and substance abuse issues receiving health care in our community. Steve presented this information to the board in hopes the board could address this ongoing issue that affects many people in our community. V. Provider Reports Prevention Kelly Chimacum Prevention Coalition (CPC) Activities  CPC will have its monthly meeting on Wednesday, March 11, 2015. Specifics are: When: Wednesday, March 11, 2015 4:00 to 5:00 pm Where: Chimacum High School Library  CPC’s Town Hall Presentation titled Marijuana: Then and Now by Dr. Scott McCarty from the Division of Behavioral Health and Recovery (DBHR) was on Monday, March 9, 2015. Scott presented information on the neurological impact marijuana has on the developing teenage brain, the difference between marijuana today and in the past, and explained some of the new delivery systems (vaping, edibles, etc.) and their impact. 47 community members attended. The presentation was very well received.  CPC’s second series of Strengthening Families sessions started on February 5, 2015 and will continue through March 19, 2015. There are 6 families participating this time – 9 parents/guardians and 13 youth. 2 No Quorum- March 10th, 2015 The next Strengthening Families sessions will begin in October, 2015. Registration will begin in September, 2015. Please contact Julia at jdanskin@co.jefferson.wa.us or Kelly at kmatlock@co.jefferson.wa.us with possible referrals.  CPC will begin reviewing data from the 2014 Healthy Youth Survey data when it is released, as well as data from the Community Survey, and results from the pre and post tests for the Strengthening Families sessions to revise the current Strategic Plan. People interested in being involved in this process are invited to participate. Please talk to Julia Danskin and/or Kelly Matlock about this.  CPC will be sponsoring a Town Hall Panel Presentation on May 11, 2015 on the legal implications of alcohol, marijuana and other drug use for youth and families. Panel presenters will be Barb Carr from Juvenile Services, Ray Gruver with State Farm Insurance, and Scott Charlton, a Public Defender. More specific details will be shared at future meetings.  CPC’s is involved with 2 tobacco prevention programs: Teen Against Tobacco Use (TATU), a peer-education program has been completed at the Chimacum Middle School and Community Assessment of Neighborhood Stores (CANS), a tobacco and alcohol prevention program, will be completed by the end of the school year. ALL SAAB MEMBERS ARE INVITED TO PARTICIPATE IN ANY AND ALL CHIMACUM PREVENTION COALITION (CPC) EVENTS OR ACTIVITIES. Public Health Julia No Report . County Drug & Alcohol Coordinator Ford Ford introduced himself and provided information about his agency for guests. Ford reported there will be a lot of changes in the near future in the way services are provided. Substances Abuse agencies and Mental Health agencies will have to work together closely to provide adequate services. Ford is currently meeting with Adam Marquis, Executive Director Jefferson Mental Health, and OlyCap to discuss facilitation of upcoming changes. Drug Court currently has 48 participants, the highest number since in its existence. Mental Health Court has 12-14 participants and Family Therapeutic Court has 2 families participation. Believe in Recovery Vince Vince introduced himself and provided information about his agency for guests. Vince reported his service hours are down significantly, thus he is working less. He feels people are staying sober as that is what is being reported to him. Mental Health Adam Adam Marquis reported 1650 individuals are projected to receive services due to having Apple Care. JMH has hired Dr. Sue Ehrlich as their Medical Director. Dr. Ehrlich will work at JMH full time for the first 90 days and then she will split her time between JMH and Jefferson Health Care. Dr. Erhlich will do rounds at the hospital in the mornings and then be at JMH in the afternoons. JMH is currently recruiting for 2 Advanced Registered Nurse Practitioners (ARNP) and one Designated Mental Health Professional (DMHP). 3 No Quorum- March 10th, 2015 Youth Report Mike No Report VI. Board Goals/Planning Session Catharine provided a review of the conversation held in January pertaining to Board goals and planning. Discussion on inviting “key members” of the community to a SAAB meeting and “what then?” A suggestion was made to ask “key members” what information they would like to get out to the community. Areas of identified concern included:  Youth’s- regressing in schools  Assaults connected to substance abuse  Thefts connected to substance abuse  “Hodge Podge” of substances currently being used.  Heroin use is on the rise.  THC DUI numbers are increasing.  Parents that are struggling with substance use issues and the effects on their kids.  Ability to use Narcan (Naloxone) is more difficult due to the cost. Julia suggested Board members review the Counties web site to learn about Marijuana. She also suggested members share the site/information with 1 person and find out what they think. Discussion to continue at the next meeting. Members were asked to bring interest guests to the next meeting. VII.
