II. Introductions – SAAB members introduced themselves to Steve Workman
III. Approval of the April, 2015 minutes – Mike Evans/Kathleen Kler /All
IV. Public Comments/From the Floor/Announcements – Steve Workman requested
information on the different boards in Jefferson County. Julia Danskin provided a flow
chart on the hierarchy of the boards and how they work.

Prevention Kelly
Chimacum Prevention Coalition (CPC) Activities
Chimacum Prevention Coalition hosted the annual Key Leader Meeting on
Monday, May 11, 2015. CPC presented information about the Strategic Plan revision
(please see last page) and also had a panel discussion on the “Legal and Financial
Implications of Underage Drinking and Drugging.” The panelists were:
-Shannon Burns from Jefferson County Juvenile and Family Services
-Scott Charlton, a Public Defender with Jefferson Associated Counsel
-Gary Baird, an Agent with Farmers Insurance
-Dave Cunningham with KPTZ radio news facilitated the discussion.
The presentation was well received by the community members who attended.
The Chimacum Prevention Coalition has applied for a $2000 Division of
Behavioral Health (DBHR) grant to training community members titled “Youth Mental
Health First Aid.” Being a Community Prevention and Wellness (CPWI) site, Chimacum
Prevention Coalition is a first priority applicant.
The next Strengthening Families sessions will begin in October, 2015.
Registration will begin in September, 2015. Please contact Julia at

referrals.

CPC is involved with 2 tobacco prevention programs: Teen Against Tobacco Use
(TATU), a peer-education program has been completed at the Chimacum Middle School
and Community Assessment of Neighborhood Stores (CANS), a tobacco and alcohol
prevention program, will be completed by the end of the school year.
The next Chimacum Prevention Coalition meeting is tomorrow. The specifics
are:

PLEASE NOTE: The Coalition agreed to review videos made by student from 5:00 to
5:30 pm after the meeting.

CHIMACUM PREVENTION COALITION (CPC) EVENTS OR ACTIVITIES.
Public Health Julia
The next Board of Health meeting is scheduled for May 21st, 2015. Adam Marquis will be
approved for the SAAB at this Board of Health meeting.

County Drug & Alcohol Coordinator Ford
Ford reported he is working with Jefferson Mental Health very hard to be proactive to the
upcoming changes expected with the development of Behavioral Health Organizations
(BHO’s) through newly formed Regional Support Areas (RSA’s) slated to be contracted
for services starting April, 2016.
Treatment services are going well. Nine participants graduated at the recent Drug Court
graduation. New Drug Court participants continue to be processed by Safe Harbor for
treatment. Mental Health Court continues to be going well and Family Therapeutic Court
is starting to pick up
Believe in Recovery Vince
Vince reported his numbers continue to be down. He is noticing he is seeing more
domestic violence issues through the assessments he is conducting.
Mental Health Adam
Adam Marquis reported development of the structure to combine Mental Health services
and Chemical Dependency services is well underway. Treatment will be driven by the
Washington Administrative Codes (WAC’s) pertaining to providing services to individuals
experiencing Co-Occurring disorders.
The coordination of services with other agencies in the community continues to go well.
JMH continues to be actively recruiting 2 Clinicians. They are also seeking to add an
Advance Registered Nurse Practitioner (ANRP) soon. Adam explained this can be a slow
process but JMH is continuing the search.
JMH currently has a full case management team. JMH is now looking at adding an RN
Care Management position to the team.

VI. Board Goals/Planning Session
Ford raised concerns about the Jail RP program, specifically the lack of participants
and concerns on how the screening for this program was being conducted. Safe
Harbor staff have reported there has only been 1 male inmate (the same inmate each
week) attending the Jail RP program for several weeks. Teresa stated she had
checked the jail roster earlier today and counted 26 male inmates on the roster,
leading to the question of how inmates are being screened for this group and why the
attendance is so low. This information raised concerns and questions about how the
funding from the 1/10th of 1 % intended for this particular program is being used. Julia
stated this was an example of how important it is to identify gaps and needs in
services and the impact to the community. Catharine and Kathleen will look into the
best avenue to pursue follow up to the concerns that have been raised.
