HomeMy WebLinkAbout201508_SAAB_0811_Minutes1 APPROVE Sept. 8th, 2015 JEFFERSON COUNTY SUBSTANCE ABUSE ADVISORY BOARD Tuesday August 11th, 2015 3:30 – 5:00 PM Jefferson County Courthouse Commissioners Chambers Basement Level Meeting Minutes Board Members Present: Catharine Robinson, Kathleen Kler, Adam Marquis, Anne Dean, Mike Evans, and Anthonie Cullen Board Members Absent: Kenneth Frohning, Dave Stanko Staff Present: Teresa Wirth, Ford Kessler, Kelly Matlock, Vince Marquis Staff Absent: Julia Danskin Guests: Steve Workman, Gabbie Caubill I. Approval of Agenda – Kathleen Kler/ Mike Evans /All II. Introductions – Vince Marquis introduced Gabbie Caubill to the SAAB members. Gabbie is a Chemical Dependency Professional (CDP) that works at Believe in Recovery and will be sitting in on SAAB meetings when Vince is unavailable. III. Approval of the June, 2015 minutes – Correction to Sheriff Stanko”s name noted. Kathleen Kler/Catharine Robinson /All IV. Public Comments/From the Floor/Announcements – Teresa announced she had received an email from Artis today announcing his resignation from the SAAB, effective immediately. Teresa will forward the email to Julia Danskin. Steve Workman inquired as to whether Jefferson County is pursuing any grant funding to train and equip First Responders with naloxone, a drug that reverses opiate overdoses. The Department of Public Health is looking into this and Ford stated some aid cars are currently using Naloxone. V. Provider Reports Prevention Kelly Chimacum Prevention Coalition (CPC) Activities CPC’s 2015-2017 Revised Strategic Plan has been accepted by the Division of Behavioral Health and Recovery. The Chimacum Prevention Coalition is sponsoring Youth Mental Health First Aid training on Monday, August 24, 2015. The 8 hour training filled up very quickly. There is a waiting list. Julia Danskin and Kelly Matlock are working on having a second training in October. More information will be shared if and when this second training develops. (See attached flyer) 2 APPROVE Sept. 8th, 2015 The next Strengthening Families sessions will begin in October, 2015. Registration will begin in September, 2015. Please contact Julia at jdanskin@co.jefferson.wa.us or Kelly at kmatlock@co.jefferson.wa.us with possible referrals. (See attached flyer) CPC will be conducting its annual Community Survey and Coalition Member Survey starting on September. FYI – the National Prevention Network will be held in Seattle this November, 2015. (See attached “Save the Date” flyer) The next Chimacum Prevention Coalition meeting is tomorrow. The specifics are: When: Wednesday, August 12, 2015 4:00 to 5:00 pm Where: The TEEN CENTER in the 3rd portable (closest to the athletic track) behind Chimacum High School ALL SAAB MEMBERS ARE INVITED TO PARTICIPATE IN ANY AND ALL CHIMACUM PREVENTION COALITION (CPC) EVENTS OR ACTIVITIES. Public Health Julia No Report County Drug & Alcohol Coordinator Ford Ford reported he is continuing to work with Jefferson Mental Health (JMH) on the merger of the two agencies. At this point it seems there are more questions than answers but work continues. Ford also reported he has been unable to schedule an appointment with Senator Hargrove but will continue to try to do so. Believe in Recovery Vince Vince announced Believe in Recovery is now certified to provide anger management services. Mental Health Adam Adam reported JMHS has started a piloting “same day intakes” process starting today. Aim is to use an integrated treatment approach to better serve Jefferson County residents. Frontier House is working on a contract with the Port Townsend school district. Remodel work at JHMS has begun. Adam voiced concerns about the Behavioral Health Organization (BHO) design. He is hoping to influence channels to better serve Jefferson County residents. VI. Board Goals/Planning Session TO BE CONTINUED Committee of Adam, Ford, Anne, and Michael working on developing a draft proclamation, perspective and letter to the editor of the SAAB’s commitment to the prevention of underage drinking and substance use. 3 APPROVE Sept. 8th, 2015 VII. New Business BHO Development Kathleen Kathleen reported the BHO development process is extremely complicated. She stressed the need for providers to have input in this process and the non-direct pathways to funding sources. Inter-local agreement must be in place by Oct. seeking treatment flexibility and funding flexibility. An advisory board to the executive board is being developed and needs to be strong. The nominating committee will be critical. The advisory board must:  Be representative of the geographic and demographic mix of service population  Have at least 51% of the membership be persons with lived experience, parents or legal guardians of persons with lived experience and/or self-identified as a person in recovery from a behavioral health disorder.  Law Enforcement representation  County representation, when the BHO is not a County operated BHO  No more than four elected officials  No employees, managers or other decision makers of subcontracted agencies who have the authority to make policy or fiscal decisions on behalf of the subcontractor.  Three year term limit, multiple terms may be served, based on rules set by the Advisory Board. The executive board is committed to engagement with the advisory board. “Nobody knows how it is going to work yet, a plan needs to be provided.” SAAB members agreed to the need to recruit and enlist advocates for the advisory board.
