HomeMy WebLinkAbout201512_SAAB_1208_Minutes1 Approve January 12th, 2016 JEFFERSON COUNTY SUBSTANCE ABUSE ADVISORY BOARD Tuesday December 8th, 2015 3:30 – 5:00 PM Jefferson County Courthouse Commissioners Chambers Basement Level Meeting Minutes Board Members Present: Catharine Robinson, Adam Marquis, Kathleen Kler, Dave Stanko, Anne Dean Board Members Absent: Anthonie Cullen, Mike Evans Staff Present: Teresa Wirth, Ford Kessler, Julia Danskin, Kelly Matlock, Staff Absent: none Guests: Gabbie Caubill, Steve Workman I. Approval of Agenda – Anne Dean/Kathleen Kler/ All II. Introductions – Gabbie Caudill was reintroduced to SAAB members. III. Approval of the September, 2015 minutes Anne Dean/Adam Marquis/All IV. Public Comments/From the Floor/Announcements Steve Workman wanted to publically voice his approval of the plan for a 7 bed Mental Health unit at Jefferson HealthCare. V. Provider Reports Prevention Kelly Chimacum Prevention Coalition (CPC) Activities  Julia Danskin, Kelly Matlock, Ciela Meyer, Ron McClung and 3 Chimacum High School Students attended the National Prevention Network conference in Seattle from November 16th through 19th. This group will be sharing their experiences at the conference with the community during a public presentation on May 2, 2016.  CPC will be sponsoring Parenting Wisely, an evidence-based online parenting class. CPC hopes to have it ready to go January 2016. The goal is 25 families take the course from January - June 2016 and another 25 July 2016-Dec. 2016. There is a pre and post test that is require. Once a parent/caregiver completes the online class and takes the post test we hope to offer $20 gift card as an incentive. More information in January on how to refer parent/caregivers to the program The winter series for Strengthening Families sessions will go from Thursday, February 4 to March 17, 2016. Make sure to click on the link titled “CPWI - Community Prevention Wellness ... - SurveyMonkey “ 2 Approve January 12th, 2016  CPC’s winter Public Awareness campaign will be: Jerry Blackburn on Monday, January 11, 6 – 8 PM, on A Navigational Guidebook for Parents: Understanding the Physiological and Developmental Impact of Marijuana Use. The recent legalization of marijuana for adult retail sales and the varying perceptions on medical use will undoubtedly have a signification impact on youth access and consumption. Together the group will explore the impact marijuana use has on both the cognitive and physiological development of our young people, consider signs of concern and discuss effective strategies for increasing protective factors and reducing those factors that put kids a risk for use. Monica Olsson on Monday, March 7, 6 – 8 PM on Second Hand Hangover. Monica was one of three high school girls who made a short film about coming from a chemically addicted family. She presents the film, Second Hand Hangover, and she talks about the protective factors that helped her lead a very successful and productive live without alcohol or drugs. Youth and Adult Panel Presentation on Monday, May 2, 6 – 8 PM. Youth and adults who will be attending the National Prevention Network from November 16th through 19th will be discussing the conference and any prevention activities or strategies that have been implemented as a result of the conference.  All SAAB members are invited to attend the next Chimacum Prevention Coalition meeting. The specifics are: When: Wednesday, December 9, 2015 4:00 to 5:00 pm Where: The Chimacum High School Library. Public Health Julia The next Jefferson County Board of Health meeting will be Thursday, December 17th, 2015 at the Public Health Department. County Drug & Alcohol Coordinator Ford Ford reported that the RSN/ BHO staff will be meeting with the Therapeutic Courts staff on December 29th, 2015. The purpose of this meeting was not stated when the BHO requested it. Ford is currently working on scheduling a meeting with RSN administrator. Safe Harbor has submitted a request to DBHR for more funding to cover services between Jan. 1 and Mar. 31, 2016. Believe in Recovery Gabbie Gabbie reported the Victim Impact Panel will be starting in January and she is currently interviewing individuals to sit on the panel. Mental Health Adam Adam reported he had attended a meeting with Tribal Providers and the RSN in which it was publically discussed the potential of the RSN reducing recommended 90 day inpatient admits to 30 days. Adam stated it was made very clear that the RSN/BHO would not be approving 90 inpatient admits. Further discussion included how it does not appear service delivery is uniform across the region and concerns about staffing patterns in different regions. Reporting requirements for CD services will be changing significantly and questions are being asked about who sets the standards. 3 Approve January 12th, 2016 Still waiting for a response on the recommendations made to the Advisory Board in regards to board members for Jefferson County slots. VI. BHO Advisory Recruitment Kathleen reported forward movement as 4 people had been identified to be accepted as board members. Catharine will be contacting the advisory board in regards to the status of her application. VII. Jail Report Dave Stanko reported that he is currently working with the County Commissioners to address the medical needs at the jail. He continues to work on the changing positions at the jail also. VIII. New Business Members had a discussion about disbanding the SAAB. Should it be disbanded sooner than later? Members decided to wait to disband as they could provide a “voice” to the BHO/RSN to ensure Jefferson County residents are served adequately. Kathleen suggested the RSN administrator, Anders Edgerton be invited to a SAAB meeting.
