Board Members Present: Catharine Robinson, Adam Marquis, Kathleen Kler, Dave Stanko, Anne Dean,

I. Approval of Agenda – Catharine requested election of officers be added to the agenda.
Kathleen Kler/Dave Stanko/ All as amended.
II. Introductions – Chris Ashcraft was introduced to SAAB members. Mike Evans stated he
invited Chris to see if Chris might be interested in applying for a position as a SAAB
member. Application process was explained by Catharine.
III. Approval of the December, 2015 minutes with two minor corrections. Kathleen Kler/Mike
Evans/All
IV. Public Comments/From the Floor/Announcements
Catharine Robinson provided information and handouts for the upcoming Parenting class
being offered by Jumping Mouse.
Steve Workman requested SAAB members research why there is no one representing
Jefferson HealthCare on the SAAB. He also commended the SAAB members by
requesting they “keep up the good work.”
V. Provider Reports
Prevention Kelly
Chimacum Prevention Coalition (CPC) Activities
CPC is sponsoring Parenting Wisely, an evidence-based online parenting class. It is
ready for parents to start. If you know of parents who are interested, please give them
one of the Parenting Wisely flyers and/or have them contact Julia Danskin at 360-385-
9420 or jdanskin@co.jefferson.wa.us. Flyer attached.
The goal is that 25 families will take the course from January - June 2016 and another 25
from July 2016-Dec. 2016. There is a required pre and posttest. Once a
parent/caregiver completes the online class and takes the posttest, we will have a $20
gift card for them.
The winter series for Strengthening Families sessions will start on Thursday, February 4
and go through March 17, 2016. Interested parties should contact Tanya Barnett at

CPC’s winter Public Awareness campaign is:
1. Monday, January 11, 2016.
Jerry Blackburn presented A Navigational Guidebook for Parents:
Understanding the Physiological and Developmental Impact of Marijuana Use. The
presentation was very well received.
Topic: The recent legalization of marijuana for adult retail sales and the varying
perceptions on medical use will undoubtedly have a signification impact on youth access
and consumption. Together the group will explore the impact marijuana use has on both
the cognitive and physiological development of our young people, consider signs of
concern and discuss effective strategies for increasing protective factors and reducing
those factors that put kids a risk for use.
2. Monday, March 7, 2016.
Monica Olsson will present Second Hand Hangover.
Topic: Monica was one of three high school girls who made a short film about coming
from a chemically addicted family. She presents the film, Second Hand Hangover, and
she talks about the protective factors that helped her lead a very successful and
productive live without alcohol or drugs. Flyer is attached.
3. Monday, May 2, 2016.
Youth and Adult Panel Presentation on the National Network Conference.
Topic: Youth and adults who will be attending the National Prevention Network from
November 16th through 19th will be discussing the conference and any prevention
activities or strategies that have been implemented as a result of the conference.
All SAAB members are invited to attend the next Chimacum Prevention Coalition
meeting. The specifics are:

County Drug & Alcohol Coordinator Ford
Ford reported that the RSN Administrator met with all CD providers and the topic of
funding changes was discussed at length. DBHR is out of the picture and getting people
into treatment will be changing significantly. All treatment will require pre-authorization
from Com-Care and there are mixed feelings from providers. Draft budgets were provided
but there are still no clear processes for accessing treatment dollars.
Believe in Recovery Gabbie
Gabbie reported the panelist for the Victim Impact Panel (VIP) have been selected and
things are on track for starting the VIP January. She also reported Believe in Recovery is
providing Anger Management groups.
Mental Health Adam
Adam reported he continues to navigate “new waters” with Mental Health services.
Jefferson Mental Health could be looking at an additional 8% cut in funding in addition to
the 16% cut that has already been realized. Funding cuts are in conflict with the ratings
JMH is found to have in service delivery.
A Nurse Practitioner with a CD background will be joining JMH staff.

Adam currently re- working policies in order to plan for the future and be ready for
upcoming changes.
There are 4 new MH groups that have started and they are continuing to look into
providing services at the jail.
VI. Sheriff/Police Report
Dave Stanko reported “frequent flyers” continue to be an issue at the jail. He is currently
researching funding options to address MH and CD issues.
There are currently four positions of employment open at the jail. Interested parties will
be required to take a polygraph test, pass a medical and psychological exam and a
background check.
Mike Evans reported a sharp increase in rage-aggression-delirium calls and hospital
calls. Two officers were recently wounded while interacting with rage- aggression-
delirium individuals. His officers are working hard to interact effectively with individuals
with MH issues.
VII. New Business
Anders Edgerton, RSN administrator confirmed he will be attending the Feb. 9th SAAB
meeting.
Election of officers:
Catharine Robinson volunteered to continue on as the Chair. All SAAB members agreed.
Anthonie Cullen volunteered to take the Vice Chair position. All SAAB members agreed.
Kathleen Kler volunteered to continue on as the Secretary. All SAAB members agreed.
