JEFFERSON COUNTY SUBSTANCE ABUSE ADVISORY BOARD
Tuesday May 10th, 2016 3:30 – 5:00 PM Jefferson County Courthouse Commissioners Chambers Basement Level Meeting Minutes

I. Approval of Agenda – Adam Marquis/Dave Stanko/ All.
II. Introductions SAAB members, staff and guests introduced themselves to each other. Guests stated their interest in attending the SAAB meeting.
III. Anne Dean noted a correction in the Public Comments/From the Floor/Announcements
section of the April minutes. Mike Evans/Anne Dean/All as corrected
IV. Public Comments/From the Floor/Announcements Sheriff Stanko asked Sylvia Zimmerman-Blikas specifics about the incident involving her
house. It was agreed they would talk after the meeting. Mary Feeney reported the grant for the 7 bed Mental Health unit had been returned.
There will be 2 secure rooms on the unit that will be used for primarily Mental Health patients.
V. Provider Reports
Prevention Kelly Chimacum Prevention Coalition (CPC) Activities
• Julia Danskin and Kelly Matlock will be attending the UW Marijuana Symposium on Friday, May 20th. If you are interested, the Symposium is full at this time, but there is a
waiting list. See attached flyer for information and the web address.
• There is a Marijuana Prevention Conference for professionals in Tacoma on June 10th. See attached flyer for information.
• Today, 5-10-16 Kelly Matlock was on a state-wide prevention call. Of note was a discussion about Snohomish County’s proposed Secure Medicine Return Regulations.
See attached information.
• CPC is sponsoring Parenting Wisely, an evidence-based online parenting class. It is
ready for parents to start. If you know of parents who are interested, please give them one of the Parenting Wisely flyers and/or have them contact Julia Danskin (360-385-
9420 or jdanskin@co.jefferson.wa.us ). The flyer is on the backside of this report.

The goal is that 25 families will take the course from January - June 2016 and another 25 from July 2016-Dec. 2016. There is a required pre and posttest. Once a
parent/caregiver completes the online class and takes the posttest we will have a $20 gift card for them.
• The next round of Strengthening Families sessions is planned for the fall of 2016. If you have any questions about Strengthening Families, you can contact Julia or Kelly
(contact information is below) or Tanya Barnett at Jefferson County WSU Extension, 360-379-5610 x206 or x208 or email her at tanya.barnett@wsu.edu .
• For this year CPC’s environmental strategy is to review the Chimacum School
District’s alcohol, marijuana, nicotine and other drug policies. Work is proceeding by using Goggle Documents, which is allowing the committee to work collaborative
online. If anyone is interested in this process or would like to be a part of this, please talk to Julia or Kelly.
• CPC’s last Public Awareness campaign was Monday, May 9, 2016. The Chimacum High School Prevention Club students discussed some of the prevention and health
promoting activities they implemented and participated in this school year. In addition they gave a brief social norms presentation to help explain why it's easy to
focus on negative or unhealthy behaviors and why it's so important and beneficial to focus on the positive and healthy behaviors in our youth, our schools, our community
and our lives.
Julia and Kelly gave a brief history of the Chimacum Prevention Coalition’s activities and accomplishments and discussed plans for the 2016 – 2017 school year.
• As of September 1, 2016 Kelly Matlock will be retiring. Watch for an announcement about the CPWI Community Coordinator position.
• All SAAB members are invited to attend the next Chimacum Prevention Coalition
meeting. The specifics are:

Ford noted the consequences of the legalization of marijuana are becoming more and more pronounced. Service needs to address this will be substantial.
Mental Health Adam
Jefferson Mental Health will be hosting part II of Eye Movement Desensitization &
Reprocessing (EMDR) therapy for 20 individuals this month. JMH likely hiring 2 therapists and a Director of Finance and Administration.
United Good Neighbor will be promoting JMHS in its Summer Appeal for challenge donations.

A new Psychologist has been hired to work with special populations such as Medicaid, Medicare, and private insurances.
A new peer counselor has been hired to work with Harbor House. JHM is exploring new office space or building as they are outgrowing our current building
capacity. Reimbursement rates continue to be discussed. MH providers have been told that BHO’s
will be around until 2020 and then MCO will be taking over. More hurdles are projected
VI. Sheriff/Police Report
Chief Evans reported the first use of Narcan by a Port Townsend Police Officer. A non-local individual overdosed at a local motel.
Sheriff Stanko reported the addressing of the jail’s medical needs is moving along. Sheriff Stanko would like to pursue an innovative discussion about the availability of 1 wing at
the jail possible for housing. There is also 1 modular building that is also available. Sheriff Stanko feels this discussion has potential to “look outside the box.”
VII. New Business
Discussion about funds, it is reported, the BHO is “sitting” on included questions on what
the money is going to be used for and concerns about the need for services beyond what has been allocated to providers. It was agreed this issue should be addressed at the next
SBHO Advisory Board meeting.
