Description of Work:
Supplemental Agreement 1: $22,978
Total Cost: $60,548
Complete a biannual and an annual report(s) for 2017 and 2018 described in the original agreement as
Task 1 and Task 2. The groundwater monitoring reports will generally summarize WAC 173-200
groundwater quality criteria, complete statistical trend analysis of results and provide recommendations
for any modifications to testing. Reports are to be signed and sealed by a Washington State licensed
h dro eolo ist on Aspect Consulting letterhead.
The Local Agency of Jefferson County Public Works desires to supplement the agreement entered into
with Aspect Consulting and executed on April 28t'', 2014 and identified as Agreement: Professional
Services Agreement For Closed Landfill and Septage Lagoon Groundwater Quality Analysis.
All provisions in the basic agreement remain in effect except as expressly modified by this supplement.
The changes to the agreement are described as follows:
Extend existing agreement for two years per the attached February 24, 2017 Aspect Consulting LLC
renewal Letter and revised Appendix B at a total cost to Jefferson County Not -to -Exceed $22,978.00 for
continued contract service work over 2017 and 2018 including: '
Task 1 — Annual Analysis and Recommendation; each Report to be completed by March 1 st.
Task 2 — Biannual report and Review; each Report to be completed by September 1 st.
PAYMENT, shall be amended as follows:
Per attached revised Exhibit B — Consultant Fee Schedule
as set forth in the attached February 241, 2017 Aspect Consulting Letter and revised Exhibit B Consultant
Fee Schedule, and by this reference made a part of this supplement.

Subject: Closed Landfill and Septage Lagoon Groundwater Quality Analysis
Supplemental Agreement 1
Statement of Issue: Per WAC 173-304, Public Works is required to submit bi-annual
and annual report each year to Jefferson County Public Health on groundwater quality
around the county closed landfill and septage lagoon located at Landfill Road. These
reports must include analysis review and recommendations, and be signed by a WA
State licensed hydrogeologist. The current Agreement includes reporting for 2014,
2015 and 2016 calendar years.
Analysis/Strategic Goals/Pro's Et Con's: In 2014 three firms were selected from eight
best qualified firms listed in the Water Quality Monitoring section of the Professional
Services Roster. Evaluation and scoring based on experience, post -closure
requirements, and local hydrogeology resulted in the firm best -qualified to meet
Public Works needs. Aspect Consulting LLC has performed well in the first three years
of the current Agreement with all work on time, within budget and has successfully
shown a diminishing impact of the closed landfill and septage lagoon on groundwater.
Fiscal Impact/Cost Benefit Analysis: The negotiated fee schedule is budgeted for
two years at a total supplemental cost of $22,978 over 2017 and 2018 and all work is
required by the State operation permit.
Recommendation: Approve and sign the Professional Services Supplemental
Agreement 1 with Aspect Consulting LLC authorizing an additional two years of work.
