12. Amendment Purpose:
The purpose of this amendment is to correct a processing error that caused the contract completion dates to be
incorrectly displayed in the contract document.
The Board, defined as the Washington State Public Works Board, and Borrower/Contractor acknowledge and accept
the terms of this Agreement/Contract As Amended and attachments and have executed this Contract on the date below
to start as of this date of execution. The rights and obligations of both parties to this Agreement/Contract As Amended
are governed by this Agree me nt/Co ntract Amendment and the following other documents incorporated by reference:
Declarations Page, Amendment Terms and Conditions including all attachments. A copy of this Agreement/Contract
Amendment shall be attached to and made a part of the original Agreement/Contract between the Board and the
Borrower/Contractor. Any reference in the original Contract to "Agreement" or "Contract' shall mean the "Agreement As

The Public Works Board (or its successors), a department of the State of Washington, (hereafter referred to as
the 'Board") and the Contractor, listed on the Face Sheet, agree to amend the declared loan by modifying the
contract completion dates in the following sections to reflect the term and completion date as set for below.

Subject: Public Works Board Loan Amendment - Port Hadlock Sewer
Statement of Issue: A loan Amendment with the Public Works Trust Fund Board (PWTFB) for
the Port Hadlock Wastewater System project.
Analysis/Strategic Goals/Pro's Ft Con's: Jefferson County was awarded a loan of $10,000,000
by the PWTFB in 2012 for development of the Port Hadlock Wastewater System, which has an
estimated startup cost of approximately $45,000,000 for the Core ft Rhody service areas. The
County has used approximately $1,676,155 of the loan combined with an EPA grant of
$970,000 to complete the plans and specifications for the wastewater treatment plant and
wastewater re -use facility and to complete permitting and land acquisition. A loan extension
for 18 months was approved in February 2017 to allow the County time to seek grants and
appropriations from State and Federal sources that would allow the project to advance. The
Public Works Board recently discovered an error in their document. The contract end date
should state June 1, 2046 instead of July 1, 2046. The PWTFB has requested that the County
sign the attached Amendment.
Fiscal Impact/Cost Benefit Analysis: This Amendment is for time only and so there is no new
fiscal impact.
Recommendation: Please sign all three (3) original documents where indicated and return to
Public Works for further processing.
