1.0 MAJOR FUNCTION AND PURPOSE:
1.1 Organize plan, and direct the building permit and administrative activities of the Department of
Community Development. Supervises professional and/or paraprofessional staff regarding primary
administrative support, permitting services plan review and building inspection functions of the
department. Leads and evaluates the work of professional, technical and clerical staff engaged in
building permit administration, building plan review and inspection, code compliance and public
information and outreach. Serves as the County Chief Building Official as delegated by the Director
and ensures compliance with building construction and development specifications and standards.
Provides training, technical assistance, code interpretations and policy findings on all applicable
codes, ordinances, departmental and County policies. Serves as a member of the department's
leadership team and participates with other management staff in planning and implementing overall
departmental objectives. Assists in the development of the department's business plan including
performance indicators and outcome measures and develops policies and procedures within areas of
building, permit and administrative responsibility. Building, permit and administrative functions
typically include any combination of the following support services: permit processing and customer
service, building plan review, building inspection and code interpretations, budget development and
monitoring, and personnel and human resources.
2.0 SUPERVISORY RESPONSIBILITIES:
2.1 Leads, directs and supervises department administrative support staff, permit technicians, plan
reviewers, building inspectors and other technical and professional staff. Carries out supervisory
responsibilities including recruitment, hiring, assigning work, engaging employees by setting goals
and providing training benchmarks within assigned timelines and budgets and within approved and
adopted requirements of bargaining agreements and County policies, conducts timely evaluations
and discipline and/or employee improvement plans when necessary.
3.0 ESSENTIAL DUTIES AND RESPONSIBILITIES:
3.1 Performs a variety of complex duties associated with permit services, building permit plan review,
building inspections, and office administration by performing the duties listed below. Other duties
may be assigned.
3.2 Direct the plan review, inspection and evaluation of buildings and other structures to determine
compliance with Washington State Building Code, County code and other laws and regulations as
appropriate.

3.3 Supervise and oversee the finance, accounting, and/or budget functions for the department, including
the management of grant funds.
3.4 Oversee and direct daily operations such as tracking expenditures and budget balances and manage,
supervise and cooperatively prepare complex reports and documents such as contracts, professional
service agreements, project reports, budget reports and/or statistical reports. Recommend action
based on findings.
3.5 Oversee and lead primary administrative support functions for the department such as human
resources, technology functions, facilities and asset management, customer services and general
administrative support services.
3.6 Analyze, organize and direct activities related to inspecting new and existing buildings and structures
to ensure conformance to building codes, local laws and other applicable plans, specifications and
standards.
3.7 Establish consistent procedures for the processing of permits and conduct of inspections and provide
building code interpretations.
3.8 Work with customers, elected officials, the public and members of the building and development
industry to establish good working relationships and initiate or respond to service improvement
opportunities as they arise.
4.0 REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
4.1 General knowledge of planning and community development, building and administrative concepts:
• Supervisory theories, practices and principles
• Office management and organizational management theories, practices and principles
• Knowledge of local government human resources management principles and practices
• Assigning and monitoring, evaluating and coordinating the work of others
• Terminology, laws, rules, regulations, and policies governing area of assignment
• Knowledge of local government financial administration
• Knowledge of local government budget planning, analysis and management
• Current literature, trends and developments in building inspection and construction
• Building design, construction and inspection techniques
4.2 Read and interpret plans, blueprints and sketches, current literature and trends in building
construction and inspection.
4.3 Identify code deficiencies and to determine courses of action to effectively ensure compliance or
other corrective action necessary to remedy the same.
4.4 Meet with public and/or private officials, department directors, staff, and the general public to
discuss and resolve related inspection or plan review problems and other related concerns.
4.5 Demonstrate successful supervisory and managerial techniques by leading an engaged workforce.
4.6 Implement and maintain sound organizational practices.
4.7 Maintain a high standard for accuracy, completeness, and efficiency in the preparation of reports and
budgets. Independent and self -motivated to complete required deadlines while simultaneously
completing other tasks. .

4.8 Establish and maintain effective working relationships with other County employees, permit
customers, building owners, contractors, County officials and the general public.
4.9 Convey information in a clear and concise manner, both verbally and in writing.
5.0 MINIMUM QUALIFICATIONS:
5.1 A Bachelor's degree or equivalent in business, public administration, financial management,
planning and development or related field; and three (3) years supervisory experience in office
administration, financial management, permitting services, building plan reviews or code
inspections; or any equivalent combination of training and/or experience that demonstrates
progressively responsible experience and provides the required knowledge, skills and abilities; and
5.2 Must obtain Certification as a Building Official by the International Code Council (ICC) within
eighteen months of appointment; or must obtain ICC Building Inspector Certification and either an
ICC Plumbing or ICC Mechanical Certification and ICC Plans Examiner Certification within
eighteen months of appointment; and
5.3 Must successfully pass all required background checks prior to employment.
5.4 Must possess a valid Washington State Driver's license, or the ability to obtain the license within 30
days of employment, and otherwise meet the travel requirements of the position.
5.5 Training and/or certification in Lean Six Sigma or Theory of Constraints desired.
