TCC Minutes, Draft, 12-8-09

Minutes:
Anna moved to accept the Minutes, Bill seconded. Motion passed unanimously.
Financial Report:
There are three invoices so far this month:
Fall Campaign $3,209.38
OPTC Joint Marketing 4,751. 76
Admin Services 730.80
Total $8,691.94
The only outstanding bill is for the website training and the exact figure is not known, but
will be slightly over $200. All bills are now in for Fall Campaign and OPTC, and are
being processed.
We have a balance of $3,348, out of which we will pay for the website training with
Carolyn Cooper, estimated at $215. One possibility for using the balance is the Pad
Map update/design work. Anna moved to approve the financial report. Miriam
seconded. Motion passed unanimously.
2010 Budget
Discussion about the reduction in the funding amount awarded to TCC and which
budget items would be reduced. In the Draft 2010 Budget, the Opportunity Fund of
$12,500 was removed, and the Spring/Fall Campaign Fund was reduced by $1,000 to
bring the proposed budget in line with the amount funded. One question was the $4,000
budgeted for a Jefferson County lure brochure, whether we would print that solo or with
Port Townsend. Port Townsend City is getting ready to join Seattle CVB, which would
be a plus for Jefferson County. Discussion. By partnering with Port Townsend in the lure
brochure, that would give us a very nice brochure. Miriam made a motion to reaffirm
that TCC would print the lure brochure in partnership with Port Townsend. Chuck
seconded. Passed unanimously. Bill will be the lead on the lure brochure. Miriam will be
the second. Discussion about what will be included in the brochure. The West End will
be included, and a map of the Peninsula showing the West End will be also be included.
Christina requested a name change on the budget to Olympic Culinary Loop. (Done!)
Discussion about FAM Tours. Christina reported that we can not do promotional hosting
(providing food) with LTAC money, and that the RCW’s prohibit that. Discussion. Joy
stated that had been worked out with the Chambers. Christina has gotten the RCW’s
from Michael Ligarsky in the past.
ACTION ITEM: Christina will track down the RCW’s and disperse that info to Joy,
Bill, Kitti.
Commissioner’s Update: John Austin
The Shoreline Master Program was approved yesterday and was send on. If the DOE
accepts this, it will become the program for the County. If accepted by DOE, there are
60 days in which challenges can be made. If no challenges are made, will become law.
Rezone for the Airport, which will include light industry south of the airport, has been
delayed until next week. If you are interested in details, call John Austin.
John reported that the General Sales Tax is not doing as well as in past years but is
okay. The Hotel-Motel Tax is on schedule. The $44,351 for November is slightly less
than the same period in 2008, but is staying healthy considering the challenges that we
presently face.
Last night the BOCC had a public hearing on the County Budget and a balanced Budget
of $53 million (available on line) has been presented. The County would have 20 less
positions if the Commissioners had not made the adjustments that they have made. The
Budget will be presented for approval on December 14. There are no suggested
changes to be made. Philip Morley was given quite a few kudos that were well
deserved.
Website Training
Training with Carolyn Cooper on the OPTC Website will be held on December 16, from
9:00 am to 1:30 pm, at the WSU Computer Lab (Otter Room) in the Shold Business
Park in Port Hadlock. People who have registered so far are:
Janice Wahel from the Port Townsend Chamber, Bill Roney and one other from
Gateway. (After the meeting, others who registered included: Glenys McFall, clhris
Charboneau, Joy Baisch, Joy McFadden, Bud Schindler, all from Quilcene/Brinnon, and
Bob Selby from the Olympic Trails Association.)

Fall Campaign Report - Debbie Black
A written report is attached. Jim McGauhey offered to work with us and provide visuals
if we want to design a promotional underwater video, but did not discuss cost.
Discussion about a possible underwater dive contest. We have the opportunity to do
You Tube videos. Christina will partner with Debbie on that.
Discussion about putting dive info on the OPTC website and listing support, charters,
people to contact. It was noted that divers generally stay more than one day.
Another dive group representative suggested putting together a couple of FAM Tours
for divers and also providing a second tour to entertain the people who accompany
divers but do not dive. He would be happy to work with us. He suggested offering the
FAM Tours to two individuals from each dive group.
Debbie has sent queries to dive groups in Yakima, Tri-Cities and in Oregon. Winter is
one of the best times to dive from a visibility standpoint. This might be a good way to fill
lodgings during winter.
Debbie has contacted REI, all proposals must be in writing, sent to an email address
that is monitored weekly and if REI is interested in a proposal, they will respond. It has
been about a week since Debbie sent the email but she has not heard from them. If she
doesn’t hear anything soon, she will try to find out if there is a live person in that
department. Debbie will work with Diane and put together a proposal.
Website Drawing: Statistics are included in the written report.
Debbie’s recommendations for the Spring Campaign:
1. Freshen the art. She recommends redesigning, new art, new contest.
2. Continuing to reach out to niche groups and putting money towards ads of particular
interest to these groups.
3. Offering travel tours to REI.
Joy suggested updating and increasing the information on birding on the website. We
do have an icon on the site. How long would it take to revitalize the website and put
some of these things in place? Debbie thought it should start at least in January for
birding and other recommendations that she has made, but it would be better to start
now.
Discussion about adjusting the 2010 Budget to fit the awarded amount. Discussion
about using this year’s surplus toward PAD Map redesign or toward more work with
Debbie Black.
ACTION ITEM: Kitti will ask Debbie Black for several proposals with costs for
Spring Campaign, and determining what out of that list she might be able to do
this year, including: Diving, Birding, Bicycling, Fishing (Fresh and Saltwater).
Christina reported that Port Townsend was “slammed” with fishermen recently, that the
trick is to find groups that do the hosting.
Discussion about the fact that we do not own the Pad Map image, and that TCC should.
ACTION ITEM: Kitti will contact Dan Youra to see if he is willing to release the
copy rights so that TCC can own the design for the Pad Map, to find out if he is
willing to work on it as a designer but copyright is retained by TCC.
We also want
to make sure that TCC has the option to put the printing out to bid. If Dan won’t release
his ownership of the copyright, TCC will put the design out to bid. In the event that can
not happen before the end of the year, we will need to move forward with Debbie
Black’s proposal and give her a retainer.
OPTC - Diane
Victoria Marketing Survey came back (The Roger Barnes Survey). On December 9, at
10:00 am, there will be a meeting at the Port of Port Angeles to discuss the strategy re:
Victoria. Will be looking at the study and determining what direction the group wants to
go. Paris has been inviting key players from Victoria to the Peninsula re: economic
development and to discover ways that we can partner.
Drawing down conserved funds: Will look at packaging and branding the Discovery Trail
between Port Townsend and La Push a little better.
Olympic Culinary Loop: Has been meeting regularly and has chosen a logo. Expect to
have a Grays Harbor meeting in January, also will soon be a Mason County launch,
followed closely by a consumer launch.
Diane and Christina met with the Department of Commerce in Olympic. Will be creating
itineraries for a FAM-Farm tour on Feb. 10 & 11 to get farmers and chefs talking.
OPTC has two representatives from each area and it would really be helpful if we
designate one person who will vote, with the other person acting as alternate for voting
purposes if the voting member happens to be absent.
Travel Planner: We are planning to expand on the Discovery Trail, niche markets,
County Parks and State Parks. Anna left at 12:12 pm.
PT LTAC Update - Christina Pivarnik
The core components of the marketing plan is to:
1. Target small groups and conferences (anything under 250 people). A lot of Seattle
businesses want to go outside the area for conferences.
2. Target Vancouver residents in late December and early January to bring them here
during the Olympics. The residents of the City of Vancouver have been told to leave
the City during the Olympics.
3. Target women in culinary tour.
