TCC Minutes, 6-8-10, Draft

Minutes, 5-11-10
Christina requested that we remove a sentence mid-page on page three that starts
with, “Christina stated that we wouldn’t . . .” Chuck moved to approve the minutes
with the change. Frances seconded. Motion passed unanimously.
Financial Report, 6-8-10
There were four invoices presented for payment for June:
2010-15 OPTC, Joint Marketing Contract $3,023.61
2010-16 OPVB, Portion Spring Campaign 2,473.10
2010-17 TCC Marketing Coordinator 727.73
2010-18 Inside Out, Domain Registration 25.00

Total: $6,249.44
In addition, there was a second invoice from Inside Out for $775 for the website
heartoftheolympics.com. We paid that invoice last year, but voted not to pay it again.
When we received the original invoice at the beginning of March, Kitti discussed the
matter with Diane, who emailed Inside Out to shut down the website since it isn’t be
used any longer. There was evidently some confusion because that didn’t happen.
When we received this new invoice, Kitti forwarded a copy of Diane’s email from
March to Inside Out, and contacted both Diane and Gloria. It appears that issue has
been settled.
In regard to the question about whether South County has been paying 2% or 4%
LTAC taxes, Kitti checked the records, which shows LTAC taxes collected for the
period of January, 2010, for Unincorporated Jefferson County as follows:
2% State Shared Hotel/Motel Tax: $5,303.20
2% Additional Local Hotel/Motel Tax: 5,303.20
The amount listed on the LTAC report we received from Jefferson County supplied
by John Austin shows $10,732 for that same period, which is very slightly more than
what is listed by the State of Washington. It appears that we are paying the full four
percent that everyone else is paying.
Frances made a motion to approve the expenditures and the Financial Report. Bill
seconded. Motion passed unanimously.
Additions
There were no additions to the agenda.
Commissioner’s Update – John Austin
Jim Pearson from Public Works made a report on the non-motorized trail system,
Olympic Discovery Trail, Tollefsen Trail, and Larry Scott Trail. The Tollefsen Trail,
when finished, will connect the baseball fields in Port Hadlock to Chimacum Schools.
Garth Mann, CEO, Statesman Resorts, still wants to put in the large development in
Brinnon, is still raising money, and still getting permits.
Discussion about whether the final EIS was out on the Dosewallips Road. It appears
not.
Bill asked if there was a reserve in the LTAC fund. Christina said there was about
$400,000. There was discussion about whether that was available for advertising. It
was felt that we need to look at the ideas that our Board Members may have to
increase overnight stays on the Peninsula. Please send your ideas to Kitti.

PT LTAC –Christina
There have been a number of people who wrote letters to Senator Patty Murray in
support of the passenger ferry service between Port Townsend and Seattle. There
were about 60 people at the Port of Port Townsend Commission meeting; most
came to support the passenger ferry. Christina received a copy of a letter of support
from the Jamestown S’Klallam Tribe. Their plan is to send a shuttle to meet the ferry
for tourists who want to go to the casino.
There was an article in a recent edition of the Leader regarding vacation rentals that
were not legal. There was a sub-committee meeting of LTAC to examine what the
issues are with a public meeting scheduled for June 24 at 6 pm in the City Council
th
Chambers. It was noted that lodgings are not full through the year except for the
Wooden Boat and Jazz Festivals. It might be a good idea to list kitchenettes on our
lodging matrix. The sub-committee will determine a recommendation to make to
the PT LTAC and then they’ll make a recommendation to the City Council.
Port Townsend is testing an online reservation service called Webervations with
several accommodations which can provide reservations for both independent
travelers and groups. A matrix has been developed for the CVB to include the
meeting places, and their capacities, in Port Townsend.
Chetzemoka Launch: There will be a meeting on Whidbey on June 11, hosted by
Washington State Ferries to announce their plans. There are two tentative launch
dates: Aug 28 and Sept 10. Port Townsend is asking for the August date since the
September date would be during the Wooden Boat Festival. Christina expects the
festivities will start on Whidbey with various dignitaries and an inaugural cruise to
Port Townsend, continuing with a community celebration.
The budget now is targeted for $50,000, but without the $2,000 that TCC originally
wanted to contribute, the fund is now $6,000 short of budget at $44,000. Of that
amount, approximately $30,000 will go toward public/media relations, pitching
articles for print. There will be banners on the main highway in and out of Port
Townsend and possibly in the County if there’s funding. There was discussion about
the three different sizes of banner hangers in the County, and the challenges for
putting them up.
Christina showed a prototype of the proposed banner, which will hang vertically
two feet by four feet, with a picture of the ferry, Chief Chetzemoka in the
background, and a carved paddle below.
Pad Maps – Bill
Due to a glitch, we do not have hard copies, but a pdf has been sent out to everyone.
Bill would like to go to print ASAP.
We are no longer using Peninsula Mailing. All fulfillment is being done by Gloria in
Diane’s office.
Lisa made a motion to have Bill sign off on the Pad Maps and go to press when Bill is
ready. Frances seconded. The motion passed unanimously. We will print 20,000
folded, and 5,000 flat.
Christina reported that Port Townsend printed 16,000 flat and 4,000 folded. Port
Townsend goes through 20,000 copies in eight months and that was before using it
for fulfillment.
Discussion about OPTC meeting last week. Christina will send the report that she
wrote covering the meeting, and Kitti will distribute that report to TCC.
Lisa announced that the Quilcene Museum would have an Open House to celebrate
the Bailey book reprint, with a book signing on June 23, from 11 am to 3 pm.
The Canoe Journey will arrive at Fort Worden on July 14.
Discussion about Washington State Ferries putting money toward increasing
ridership on ferries, which was reported in last week’s PDN. Discussion about bus
service that used to connect the counties, and that no longer connects time-wise.
Lisa made a motion to not have a meeting in July. Chuck seconded. Motion passed
unanimously.
