TCC Minutes, 8-10-10, Draft

Frances moved to approve the minutes as presented Miriam seconded. Motion
passed unanimously.
Financial Report, 8-10-10
There were three invoices presented for payment in July:
2010-19 OPTC, Joint Marketing Contract $1,854.92
2010-20 Youra Media, Pad Map Printing 5,536.00
2010-21 TCC Marketing Coordinator 714.80

Not all billings have been presented. One that is being processed now is the final
$1,650 for Deborah Black.
It was decided that this was an interim financial report. Frances moved to approve
the interim financial statement as presented. Bill seconded. Motion passed
unanimously.
Additions
There were no additions to the agenda.
Commissioner’s Update – John Austin
Sales tax continues to be extremely low. Hotel-Motel tax is looking pretty good in
comparison. Discussion about historical levels and present levels, and the state of
the economy.
The Hoh Tribe is going to put up a plaque at Rialto Beach with a Kiosk and Display of
the Hoh River Road at Peak 6 dedicated to the Russian ship, Nikolai, and the solo
woman who was rescued by the Hoh Tribe, and who decided to stay with them
when given the opportunity to return to her own people.
County is going to put on ballot an initiative to ask citizens to approve a 3/10 of 1%
sales tax increase. Food is not included in this increase. There is a long list of
county services that are at risk because of $900,000 shortfall. This request will be
falling under a particular RCW that allows a sales tax for public safety. About 1/3 of
the amount raised would have to go to the Sheriff or Fire Departments. The
Commissioners have asked if the city would put ½ of the amount they receive under
that RCW into maintaining Parks within the City limits that are owned by the
County. The City is considering that request. Until June of this year, there was no
avenue to supplant funds, but the legislature changed that in June.
PT LTAC –Christina
Christina presented new brochures. Has printed 10,000 and is using it as fulfillment
piece. Enjoy PT’s website will give Gloria their new contacts. Gloria will include this
piece with other fulfillment materials for only 15 cents each. (Diane stated that may
be low and may have to go up to 18 or 20 cents after investigation of what that
really costs.)
Chetzemoka Ferry celebration has been put on hold until the cause of the vibration
is determined. We were given 100 tickets for this side of the water for elected
officials. The decision about whom to invite was very difficult due to the small
number of tickets. There was a kids drawing last night, which will allow each of the
four children whose names were drawn to attend, accompanied by an adult.
Banners are out. There have been very nice partnerships between Whidbey Island,
Coupeville, and San Juan Island.
Whidbey, Camano Island and PT are partnering on a FAM Tour.
We have had some really good press. PT was named one of the top 25 places to visit
in Outside Magazine, and one of the top places to retire to in a retirement magazine.
Sea Magazine featured Point Hudson.
June 14 Board of County Commissioners approved the license and operating
agreement for the Equestrian Center and yesterday, applications for permits were
submitted.
City of PT received, through Preserve America, a grant for wayfinding projects,
which will take care of signage in and outside the Historic District.
Next Monday, the PT committee on LTAC will be meeting on the vacation rental
issue. There were 22 owners who were not licensed/permitted and were not paying
lodging tax. There has already been a public meeting. Monday will be a deliberation
meeting to make recommendations to the LTAC Committee. The LTAC Committee
will the make recommendations to City Council. People are now allowed to operate
as 30-day rentals, but not as overnight rentals. These people were operating without
safety inspections, among other things.
Community Sheets – Bill and Christina
Discussion about the best way to direct inquiries. It was determined that the
community sheets can be updated at any time because right now, the consideration
is for Gloria to fulfill queries with community sheets. It was determined that the web
address for Port Hadlock was wrong, and Frances will email Gloria about that.
Spring Campaign Budget Status – Debbie Black
Debbie went through the 2010 Budget Status (copy is attached to meeting packet.)
The FAM Tours didn’t work out, so changed strategy offered people who wanted to
take part a $55 discount on a dive or cycle tour with local tour operators. Had three
responses from dive clubs, who sent 12 divers who will “talk up” the experience
with other dive groups.
There were no responses from cycling clubs, evidently due to summer meeting
hiatus.
$500 may be returned to TCC for other marketing opportunities, which will bring
available funds for the Fall Campaign to $24,790.50.
Fall Campaign – Debbie Black
The seven-week campaign will start September 13 and run through Oct based on
$24,290. While the campaign is heavy on radio, it also includes email, digital,
streaming, etc. Most spots are 60 seconds long. There will be 24 broadcast spots per
week for all four stations. There will also be 30 streaming spots per week, and
monthly e-blast on KOMO. We will do Fun Facts, with a grand prize on KING.
STAR 101.5 has an on-air promotional opportunity called a “water-cooler question
of the day” which is drive-time fun and is an opportunity to give away 25 overnight
stay packages. That gives us about six opportunities on Fisher.
KMPS (a CBS radio property) will provide us with on-air streaming and digital as
well, 30 second spots streaming, 25-60 second spots on-air, and digitally, 15 second
pre-roll.
Live Remote: Do we want to advertise something like the Crab Fest in October? A
radio personality will endorse the event and will come out and do a remote
broadcast on site. This would include 25 ten-second promotional spots encouraging
people to come out to the event. On-site, the personality will do four 60-second live
broadcasts and four 10-second live broadcasts from the festival and will have a
booth. Also will have a board with pegs and the player can land on a number of
prizes that are represented on spots on the board. This is a good opportunity for a
give-away. The radio personality would be on site at the event for a total of two
hours.
Seattle Dining: We have booked two packages, one in September and one in October.
The copy ad with links and email blast will go to 15,000+ Seattle Dining subscribers.
Debbie would like us to have a closer relationship with Seattle Dining, and possibly
offer a Restaurant Tour. We can also have incentive offers. This is an initial idea that
needs to be developed.
Agency Fee: We have $359 left from Spring for giveaway coordination. Do we want
to continue give-aways since at has been a bit hard to get them? Discussion. Diane
asked if we could do a donut ad as OPTC did in Victoria, where we had top and
bottom of ad and we would be able to sell the middle spots to different properties.
Discussion. Debbie stated cost on radio spots depends on time and day they run, but
is about $475 per spot. Debbie will check on that.
Diane will have Gloria design a B&B list for sending info about these opportunities.
Allison volunteered to take part in the KING event.
OPTC – Diane
There became a problem with the Washington State promotions. The State can not
give away anything. Even though the give-aways were not run through the State, the
State required that the receivers pay sales tax on what they received.
Discussion about the website hits from our Spring Campaign promotions. Was
considered a successful campaign with a lot of hits, though now with the pass-
through system, we are not able to track pass-through hits.
There is a lot of media activity with a German media FAM tour in June, lots of
writers and tour operators, including British Airways, Backpacker, etc, and most of
these come through the Seattle VCB.
OPTC committed funds to two projects:
1.Keeping the Hurricane Ridge Road open during the winter, $3,000.
2.China Mission, Diane will go Beijing in September as part of the Governor’s
trade mission, $2,000.
The OPTC is also talking about a consumer survey. They also talked in June about
expanding the Clallam/Jefferson co-op by partnering with us. No decision has been
made.
Pad Maps – Bill
Bill had some mailing budget left over the last month or so. Bill had the Pad Map
inserted in the Jefferson County Travel Planner that went out for fulfillment. For the
future, do we want to send Pad Maps out with every Travel Planner that goes out? If
we do want to do that, we need to consider increasing the number of Maps that we
have printed. We printed 25,000 last time at the beginning of this year. Gloria said
that about 15-20,000 Travel Planners go out each year. Discussion. It was decided
that it would be a good idea to use the Pad Maps for fulfillment. Bill will get some
estimates from several printers before we work on next year’s budget.
Bill made a motion to remove Chetzemoka from the budget. Frances seconded.
